SPECIAL MEETING OF THE PRESIDENT
AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK APPROVED
AS WRITTEN ON NOVEMBER 8, 2016
1. CALL TO ORDER
The Special Meeting of the Village Board of Trustees was called to order by President
Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at
6:05 pm. The Pledge of Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President Gopal Lalmalani, Trustees Donald Adler, Mark Moy, Edward
Tiesenga
ABSENT: Trustees John Baar, Michael Manzo
Trustee Asif Yusuf (arrived at approximately 6:54 p.m.)
IN ATTENDANCE: Village Manager Rick Ginex, Interim Finance Director Jason
Paprocki, Information Technology Director Jim Fox, Police Chief Jim Kruger, Fire Chief
Barry Liss, Library Director Sue Madorin, Human Resource Generalist Diana Maciejewski
3. RESIDENT/VISITOR COMMENTS – None presented.
President Lalmalani made some brief remarks and requested that Interim Finance Director
Paprocki come to the podium.
2017 BUDGET WORKSHOP
A. PowerPoint Presentation – Overview of Budget
Interim Finance Director Paprocki provided a PowerPoint presentation illustrating a
general financial summary of the 2017 Proposed Budget. Comments were made and
questions were addressed by Interim Finance Director Paprocki. Lengthy discussion
ensued regarding actuarial numbers and how they affect the reserves. Personnel
evaluations were requested by Trustee Adler.
B. Review of Program Goals, Objectives, and Budget Request in the Following
Departments
1. Development Services
Development Services Director Kallien presented PowerPoint slides explaining the
significant changes in the Development Services Department, particularly in regard to the
engineering side of the Department.

2. Legislative and General Management
Village Manager Ginex presented PowerPoint slides illustrating goals and changes in the
programs under this fund. Discussion ensued regarding the DuPage Convention and
Visitors Bureau and the goals and objectives under Program 111. He continued with the
remaining changes in the Legislative and General Management.
Human Resource Generalist Maciejewski discussed significant changes in the Human
Resource Department from 2016. Village Manager Ginex addressed bringing back tuition
reimbursement. Comments were made and questions were addressed by Village Manager
Ginex.
Information Technology Director Fox provided PowerPoint slides for Programs 151 and
152.
3. Financial Services
Interim Finance Director Paprocki returned to the podium to present PowerPoint slides
pertinent to Financial Services. He addressed questions from the Board and comments
were made.
4. Library
Library Director Madorin presented the goals and objectives of the Library, including
closing the Library on Fridays, which will result in a 20% reduction in salary for the full-
time staff. Discussion ensued regarding same.
5. Fire
Fire Chief Liss presented the goals and objectives of the Fire Department and briefly
discussed the Deputy Chief position. He addressed questions from the Board and
comments were made.
6. Police
Police Chief Kruger presented the goals and objectives of the Police Department. He
addressed questions from the Board and comments were made.
5. ADJOURNMENT
Motion by Trustee Adler, seconded by Trustee Moy, to adjourn the Regular Meeting
of the Board of Trustees at 8:27 p.m. VOICE VOTE: Motion carried.
