RECOMMENDED MOTION: I move that the Village Board adopt the attached ordinance
authorizing the sale of surplus items.
Background/History:
The attached ordinance lists various items that have reached the end of their useful life, have
been replaced by newer models, or were not needed after completion of the municipal complex
proj ect.
Items will be disposed of by first advertising for bids. If no bids are received, they will be offered
to local schools and not - for - profit agencies. Any remaining items will be disposed of
We are disposing of a large number of cell phones as a result of the cell phone study and switch
to new carriers. Consistent with past practice, assuming we receive no bids, the phones will be
donated by the Police Department to Motorola who in turn distributes to various womens
shelters.
Recommendation:
Staff recommends that the Village Board adopt the attached ordinance authorizing the sale of
surplus items.

MINUTES OF THE MARCH 23, 2004 REGULAR MEETING OF
THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON
APRIL 13, 2004.
1. CALL TO ORDER:
The Regular Meeting of the Village Board of Trustees was called to order by President
Quinlan in the Samuel E. Dean Board Room of the Butler Government Center at 7:30
p.m. The Pledge of Allegiance was given.
2. ROLL CALL:
Village Clerk Linda Gonnella called the roll with the following persons
PRESENT: President Kevin M Quinlan, Trustees Stelios Aktipis, John W Craig,
Susan Chase Konn, Elaine Miologos and Asif Yusuf.
ABSENT: Trustee George T. Caleel.
IN ATTENDANCE: Richard B. Boehm, Village Manager; Dale L. Durfey, Jr., Village
Engineer; Robert L. Kallien, Jr., Director of Community Development;
Darrell J. Langlois, Finance Director; Kenneth T. Kubiesa, Village
Attorney and Sue Madorin, Interim Library Director
3. RESIDENTNISITOR COMMENT
President Quinlan thanked our residents for voting at the March 16th Primary election for
the approval of the sales tax referendum. He also stated those who voted against it may
contact the Village if they wish to discuss this issue.
President Quinlan also announced that the Village will be implementing a new system for
DUI convictions thereby controlling the enforcement process of these convictions. It will
streamline the process and generate revenue from fines and penalties for the Village.

Motion by Trustee Aktipis, seconded by Trustee Korin, to approve the minutes of the
March 95 2004 Regular Board of Trustees meeting. VOICE VOTE: Motion carved.

enacted in one motion.

ORDINANCE 2004- PP -EX1 -S -1065
AN ORDINANCE AUTHORIZING THE SALE, DONATION OR
DISPOSAL OF CERTAIN ITEMS OF PERSONAL PROPERTY
OWNED BY THE VILLAGE OF OAK BROOK
WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or
useful or in the best interests of the Village to retain the items of personal property listed on the attached
"Exhibit A" , and
WHEREAS, the Village wishes to dispose of said property by sale, donation or disposal;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows.
Section 1 The foregoing recitals are incorporated herein as findings of the corporate authorities
Section 2. Pursuant to 65 ILCS 5/11 -76 -4, the President and Board of Trustees find that the items
listed on the attached "Exhibit A ", now owned by the Village, are surplus property and are no longer
necessary or useful to the Village and the best interests of the Village will be served by their sale, donation
or disposal
Section 3 Pursuant to 65 ILCS 5/11 -76 -4, the Village Manager is hereby authorized and directed
to dispose of the items by sale, if possible, or by donation or disposal if sale is not possible
Section 4 This ordinance shall be in full force and effect from and after its passage, approval and
publication as required by law
