RECOMMENDED MOTION: I move for passage of Ordinance G -970, "An Ordinance Amending
Ordinance G -134 Of The Village Code Of The Village Of Oak Brook Pertaining To Sections 3 -1 -3 And
3 -1 -4 Of Title 3 (Public Safety) With Respect To The Office Of Police Lieutenant ". This is a title change
only and no additional compensation is associated with this modification.
Background/History:
Oak Brook Code of Ordinances 3- 1 -3 -B, allows for the creation of the position of police lieutenants
within the structure of the Oak Brook Police Department. Police Lieutenants are a rank appointed by the
Board of Fire and Police Commissioners as required by Illinois Compiled Statutes. Police Lieutenants
have been a part of the Police Department structure for over 30 years and serve in the capacity of division
commanders. Over the past decade, rank terminology in the police profession has evolved to create the
positions of Commander in most agencies to denote similar position as the officers hold in our
organization. Lieutenants more commonly hold the position of watch commanders and are considered a
level lower in other police department structures. I would therefore request the Village Board amend
Ordinance 3 -1 -3 -B so that the rank held by the Lieutenants would be reclassified as Commanders. There
would be no pay grade change or other benefit other than more accurately defining their role. This
change will also assist with interacting with other police agencies so that the officer's rank will have the
same meaning as their authority. Because the Village of Oak Brook is a non -home rule community, the
Police Commander position will still be a tested position under the authority of the BFPC. The BFPC has
discussed this change at the request of the Chief of Police and are in concurrence with the change.
Recommendation:
Staff recommends that the Village Board approve the attached ordinance.

ORDINANCE 2012- PL -PD -G -970
AN ORDINANCE AMENDING ORDINANCE G -134
OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK
PERTAINING TO SECTIONS 3 -1 -3 AND 3 -1.4 OF TITLE 3 (PUBLIC SAFETY)
WITH RESPECT TO THE OFFICE OF POLICE LIEUTENANT
WHEREAS, the office of Police Lieutenant within the Village of Oak Brook Police Department was
created with the passage of Ordinance G -134 on June 8,1971; and
WHEREAS, a new Chief of Police was recently appointed by the President and Board of
Trustees; and
WHEREAS, the Chief of Police has recommended that the office of Police Lieutenant be
renamed to "Police Commander"; and
WHEREAS, the Oak Brook Board of Fire and Police Commissioners, who administer promotional
testing in both the Police and Fire Departments in the Village of Oak Brook, concur in the Chiefs
recommendation; and
WHEREAS, the President and Board of Trustees deem it advisable and in the best interest and in
furtherance of the general welfare of the citizens of the Village that the Village Code of the Village of Oak
Brook be amended to reflect the name change from Police Lieutenant to Police Commander.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Section 3 -1 -3 (OTHER DEPARTMENTAL OFFICERS) — Sub - section B (Police
Lieutenants) shall be amended by deleting the word "Lieutenants" in the title where it appears therein and
replacing the same with the word "Commanders ".
Section 2: Section 3 -1 -3 (OTHER DEPARTMENTAL OFFICERS) — Sub - section B.1.
(Appointments; Number) shall be amended by deleting the word "lieutenant" where it appears therein and
replacing the same with the word "commander".
Section 3: Section 3 -1 -3 (OTHER DEPARTMENTAL OFFICERS) — Sub - section B.1. (Duties)
shall be amended by deleting the word "lieutenant" where it appears therein and replacing the same with
the word "commander".
Section 4: Section 3 -1 -3 (OTHER DEPARTMENTAL OFFICERS) — Sub - section C.2. (Duties)
shall be amended by deleting the word "lieutenant" where it appears therein and replacing the same with
the word "commander".
Section 5: Section 3 -1-4 (CONDITIONS OF MEMBERSHIP) — Sub - section D (Compensation)
shall be amended by inserting the words "police commander" immediately following the words "Deputy
Police Chief'.
Section 6: This ordinance shall be in full force and effect from and after its passage, approval
and publication as required by law.
Section 7: All ordinances or parts thereof in conflict with the provisions of this ordinance be and
the same are hereby repealed to the extent of such conflict.
