RECOMMENDED MOTION: I move that the Village Board adopt the attached ordinance authorizing
the sale of surplus items.
Background/History:
The attached ordinance authorizes the sale of vehicles and a Diazo Machine that have reached the end of their
useful life or have been replaced with newer models. Units 200 and 202 were used as Village pool vehicles.
Units 310, 311, 312, 316, 318, and 319 were Police Department vehicles used as patrol and detective vehicles.
Units 401 and 405, and the Diazo Machine were used by the Engineering Department. Units 510 and 610 were
used by the Public Works Department.
Confirmed by the Village Fleet Committee at its meeting of May 2nd, these vehicles are no longer
economically operable because of high maintenance costs, excessive mileage, age, and reliability. The
Committee members present at the meeting were Chief James Kruger; Assistant Village Manager Blaine
Wing; Deputy Chief Jason Cates; Public Works General Foreman, Doug Patchin; Mechanic, Alex Kostueck;
and Purchasing Clerk, Rania Serences.
The vehicles with the shortest service life are police patrol units because of high annual mileage and idling
time, which can dictate removal from service as early as three years. However, after being used as patrol
vehicles many of these units are then transferred for use as administrative vehicles. The oldest/highest mileage
vehicles are then retired and declared surplus.
To obtain the greatest resale amount for the surplus vehicles and Diazo Machine, the Village will first register
the vehicles and furniture with an online auctioneer run by the State of Illinois, known as iBid. If inadequate
or no bids are received through the online auction, staff will advertise for bids in the local newspaper. If no
bids are received through the newspaper advertisement, items will be offered to local schools, churches and
not - for - profit agencies. The police pursuit vehicle equipment will be offered to other municipalities. Any
remaining items will be disposed of properly for scrap or parts.
Recommendation:
Staff recommends that the Village Board adopt the attached ordinance authorizing the sale of surplus items.

AN ORDINANCE AUTHORIZING THE SALE THROUGH ELECTRONIC
AUCTION OR BROKER, DONATION OR DISPOSAL OF CERTAIN ITEMS
OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF OAK BROOK
WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or
useful or in the best interests of the Village to retain the items of personal property listed below; and
WHEREAS, the Village wishes to dispose of said property by sale through electronic auction or
broker, donation or disposal;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: The foregoing recitals are incorporated herein as findings of the corporate
authorities.
Section 2: Pursuant to 65 ILCS 5/11 -76-4, the President and Board of Trustees find that the
items listed below, now owned by the Village, are surplus property and are no longer necessary or useful
to the Village and the best interests of the Village will be served by their sale through electronic auction or
broker.

Section 3: Pursuant to 65 ILCS 5/11 -764, the Village Manager is hereby authorized and
directed to dispose of the above items by sale through electronic auction or broker, if possible, or by
donation or disposal if sale is not passible.
Section 6: This ordinance shall be in full force and effect from and after its passage, approval and
publication as required by law.
