RECOMMENDED MOTION: I move that the Village Board adopt the attached ordinance
authorizing the sale of eight surplus vehicles - Units # 201, 313, 321, 321A, 405, 702, 948,
and 958.
Background/History:
The attached ordinance authorizes the sale of Units # 201, 313, 321, 321A, 405, 702, 948, and
958. Confirmed by both the Village's Public Works and Purchasing Department's these vehicles
are no longer economically operable because of high maintenance costs caused by excessive
mileage, age, or damages. (See table below.)

No additional vehicles that are not already in the Village's fleet will be purchased to replace a
vehicle listed above and recommended for disposal.

The vehicles with the shortest service life are police patrol units because of high annual mileage
and idling time, which can dictate removal from service as early as three years. However, after
being used as patrol vehicles many of these units are then transferred for use as administrative
vehicles. The oldest/highest mileage vehicles are then retired and declared surplus.
To obtain the greatest resale amount for the surplus vehicles, the Village will first register the
vehicles with an online auction site run by the State of Illinois, called iBid. If inadequate or no
bids are received through the online auction, staff will advertise for bids in the local newspaper.
If no bids are received through the newspaper advertisement, the vehicles will be offered to local
schools, churches and not - for -profit agencies. Any remaining vehicles will be disposed of
properly for scrap or parts.
Finally, it is important to note staff is in the final stages of a revised purchasing/life -cycle policy
for Village vehicles. Staff anticipates presenting the policy in either August or early September.
Recommendation:
That the Village Board adopt the attached ordinance authorizing the sale of eight vehicles.

AN ORDINANCE AUTHORIZING THE SALE THROUGH ELECTRONIC
AUCTION OR BROKER, DONATION OR DISPOSAL OF CERTAIN ITEMS
OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF OAK BROOK
WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or
useful or in the best interests of the Village to retain the items of personal property listed below; and
WHEREAS, the Village wishes to dispose of said property by sale through electronic auction or
broker, donation or disposal;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: The foregoing recitals are incorporated herein as findings of the corporate
authorities.
Section 2: Pursuant to 65 ILCS 5/11 -76-4, the President and Board of Trustees find that the
items listed below, now owned by the Village, are surplus property and are no longer necessary or useful
to the Village and the best interests of the Village will be served by their sale through electronic auction or
broker.

Section 3: Pursuant to 65 ILCS 5/11 -764, the Village Manager is hereby authorized and
directed to dispose of the above items by sale through electronic auction or broker, if possible, or by
donation or disposal if sale is not possible.
Section 6: This ordinance shall be in full force and effect from and after its passage, approval and
publication as required by law.
