AGENDA ITEM
Regular Board of Trustees Meeting
of
September 8, 2009
SUBJECT: Alarm Board Monitoring Services Village Ordinance Amendment
FROM: Blaine Wing, Assistant Village Manager _k_l
BUDGET SOURCE/BUDGET IMPACT: N/A
RECOMMENDED MOTION: I move for passage of Ordinance G -898, "An Ordinance
Amending Section 6- 3 -6.B. (Security Service Monitoring Charge) Of Chapter 3 (Automatic
Burglar Alarms) Of Title 6 (Police Regulations) And Section 10- 2 -5.B. (Security Service
Monitoring Charge) Of Chapter 2 (Fire Prevention) Of Title 10 (Building Regulations) Of The
Village Code Of The Village Of Oak Brook, Illinois In Relation To Increase Of Fees ".
Background/History:
At the Village Board meeting of July 28, 2009 the Board approved a motion authorizing the
Village Manager to enter into an agreement with the ADT /Tyco, Inc. for Alarm Board
Monitoring Services. - (See attached packet.) The current monthly monitoring fees are set in two
(2) places within the Village Code in Sections 6 -3 -6 -B & 10- 2 -5 -B, which have remained
unchanged for at least the last 10 years.
As stated at the July meeting, increasing the alarm monitoring fee to $20.00 per month will bring
the Village's alarm fee in line with the local and regional averages; yet, the total end users fee to
both residents and businesses will actually decrease with the wireless option on a monthly basis.
Additionally, this amendment will allow for a 3.0% yearly escalation increase starting January 1,
2011.
ADT /Tyco, Inc. will be mailing notices to all customers stating the effective date of the
monitoring fee change. Additionally, a small article will also be in the Village's fall newsletter.
Recommendation:
I move that this Ordinance be passed.
