Background/History: The Village of Oak Brook assesses a user charge for all emergency medical calls involving transportation of the patient. The Village charges differing rates for three service levels: Basic Life Support (BLS), Advance Life Support I (ALS 1) and Advance Life Support II (ALS II) plus a mileage fee. The ambulance fees currently in effect were last adjusted in 2010 when the Medicare reimbursement rate was increased. However, our adjusted fees went substantially above the Medicare allowable rates and those charged by most area communities. For instance, Oakbrook Terrace FPD provided mutual aid to our Village recently while our ambulances were committed and transported one of our residents; their rate was $600 less than our resident rate. In many cases, the rates are well above what some medical policies consider "reasonable and customary." Over 25% of the medical billing year to date is uncollected because it is above what Medicare will pay or what insurance policies will cover, which results in a lower collection rate. Some corporate businesses and residents have claimed the rate is unjustifiably high. If an injured or ill patient perceives the fee as an exorbitant relative cost, it may influence their decision to consent for transport or call for an ambulance in the future. Just as the Village levies a low comparable sales tax, it is also desirable to impose a reasonable rate for emergency medical service to citizens, corporate residents, as well as visitors who patronize our merchants and businesses. We are recommending that fees be adjusted to a set rate based closely on the table below. The departments included are all members of the Mutual Aid Box Alarm System (MABAS Division 12) which includes Oak Brook. Resident rates would be discounted by $100.00 compared to non - residents as they support a portion of the cost of emergency medical service through the utility tax. In addition, we will now begin charging $300.00 for advanced extrications. Last saved by tmcellin J:\]- Memos - Board - Village \ambulmn fm9- 13- Il.doe Last printed 9/92011 11:29 AM ORDINANCE 2011 -FD- EMS -G -948 AN ORDINANCE AMENDING SECTION 3 -2 -5 (DEPARTMENTAL FEES) OF CHAPTER 2 (FIRE DEPARTMENT) OF TITLE 3 (PUBLIC SAFETY) OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK AND AMENDING FEES FOR USE OF EMERGENCY MEDICAL SERVICES PROVIDED BY THE OAK BROOK FIRE DEPARTMENT WHEREAS, the Village President and Board of Trustees of the Village of Oak Brook have heretofore passed and approved Ordinance G -937 on October 12, 2010, which revised the fees charged to any person receiving emergency medical service and transportation provided by the Village of Oak Brook; and WHEREAS, the residents of the Village pay certain taxes, the revenue from which support the cost of emergency medical service and transportation; and WHEREAS, the President and Board of Trustees of the Village of Oak Brook have reviewed the emergency medical fees and determined that adjustments in the fees are necessary to more properly reimburse the Village for the costs of providing the services. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: The recitals are adopted as though fully set forth in this Section. Section 2: Section 3 -2 -5 of the Village Code of the Village of Oak Brook be and is hereby amended to read as follows: 3 -2 -5: DEPARTMENTAL FEES: A. Emergency Medical Services: As the Village, through its fire department, currently provides emergency medical service to the Village, and the corporate authorities of the Village deem it appropriate to impose a user charge for such service in order to defray partially the cost to the Village of providing such service, a fee is hereby imposed upon any person receiving emergency medical service and transportation for each use provided by the Village as follows: 1. Five hundred, fifty dollars ($550.00) for residents of the Village plus ten dollars ($10.00) per mile from the point of pick up to the hospital for basic life support services. 2. Seven hundred dollars ($700.00) for residents of the Village plus ten dollars ($10.00) per mile from the point of pick up to the hospital for advanced life support level I services. 3. Eight hundred dollars ($800.00) for residents of the Village plus ten dollars ($10.00) per mile from the point of pick up to the hospital for advanced life support level II services. 4. Six hundred, fifty hundred dollars ($650.00) for non - residents plus ten dollars ($10.00) per mile from the point of pick up to the hospital for basic life support services. 5. Eight hundred dollars ($800.00) for non - residents plus ten dollars ($10.00) per mile from the point of pick up to the hospital for advanced life support level I services. Nine hundred dollars ($900.00) for non - residents plus ten dollars ($10.00) per mile from the point of pick up to the hospital for advanced life support level II services. B. Extrication Fee: In addition to the fees required pursuant to subsections A and C of this section, when members of the fire department are required to use hydraulic, gas powered, electric powered, air powered, or any other specialized rescue equipment to remove a resident or nonresident from a vehicle or other structure, such person shall pay the village an additional service fee of three hundred dollars ($300.00). C. Cardiopulmonary Resuscitation And First Aid Classes: The village, through its fire department, currently provides cardiopulmonary resuscitation and first aid instruction to interested persons, and the corporate authorities of the village deem it appropriate to impose a user charge for such service in order to defray partially the cost to the village to provide such service. Fees, as determined by the village board or such other fee established by the village manager upon consultation with the village board are imposed per the table below: CARDIOPULMONARY RESUSCITATION Number Of Participants Course Fee 1 - 7 $250.00 8-14 500.00 15-21 I 750.00 Section 3: This ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law.
