RECOMMENDED MOTION: I move that the Village Board adopt the attached ordinance declaring
242 Lladro figurines as surplus.
Background/History:
On November 25, 2008, Rick and Carole Radmacher donated 242 Lladro porcelain figurines to the Oak Brook
Library. The Library Special Acquisition Policy states that "items will be disposed of only in a manner that
will protect the interests, objectives, and legal status of the Village of Oak Brook. This may include returning
to the original donor, sale, trade, offer at public auction, or discard." In order to accomplish any of these tasks,
we must first declare the Lladro figurines as surplus.
Private individuals, as well as collectors, have approached the Library offering to purchase some of the
figurines. The Village recently received a letter from Janet Gale Hammer, from aretiredcollection.com, stating
her interest in purchasing one of the figurines for $825. Staff is recommending declaring the figurines as
surplus in order to sell individual pieces as interest in the pieces arise. The Village may also return the
figurines to the original donor, trade, offer at public auction, or discard as stated in the policy. The Library
Director will seek the Village Manger's approval on each disposition.
Recommendation:
I move that the Village Board adopt the attached ordinance declaring 242 Lladro figurines as surplus.

ORDINANCE 2012 -PP -S -1351
AN ORDINANCE AUTHORIZING THE SALE, DONATION
OR DISPOSAL OF CERTAIN ITEMS OF PERSONAL PROPERTY
OWNED BY THE VILLAGE OF OAK BROOK
WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or
useful or in the best interests of the Village to retain the item of personal property listed below; and
WHEREAS, the Village wishes to dispose of said property by sale or through auction, donation or
disposal;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: The foregoing recitals are incorporated herein as findings of the corporate
authorities.
Section 2: Pursuant to 65 ILCS 5/11 -76-4, the President and Board of Trustees find that the
items described below, now owned by the Village, are surplus property and are no longer necessary or
useful to the Village and the best interests of the Village will be served by their sale.
LLADRO COLLECTION OF 242 FIGURINES
Currently on display at the Oak Brook Public Library
Section 3: Pursuant to 65 ILCS 5/11 -76-4, the Village Manager is hereby authorized and
directed to dispose of the above item by sale, if possible, or by donation or disposal if sale is not possible.
Section 6: This ordinance shall be in full force and effect from and after its passage, approval
and publication as required by law.
