RECOMMENDED MOTION: Motion to approve the Ordinance amending the Village of
Oak Brook Personnel Manual so regular part -time employees will receive holiday pay
when they work holidays.
Background /History:
In January of 2007 the structure of the Police Department was reorganized to include part-time
employees. Those part -time employees include Community Service Officers assigned to the
Field Division and Communications Operators assigned to the Communications Center. Those
employees are, on occasion, scheduled to work during Village holidays and receive no additional
compensation for doing so. The Police Department is seeking to amend Article 5 Section 5C to
include part-time police department employees for the exclusive purpose of receiving Holiday
Pay when these employees work holidays.
My recommendation would be to include all regular part-time employees even though at this
time no other department would be affected by this provision. (Part-time employees at the Bath
and Tennis Club and the Golf Club are classified as either situational or seasonal employees and
would not be affected by this change). All regular part-time employees would receive one and a
half time their regular rate of pay for all holiday hours worked as opposed to the straight time
pay they currently receive.
Recommendation:
It is recommended that the Board of Trustees approve the Ordinance to amend Article 5 Section 5C of the
Village of Oak Brook Personnel Manual to include holiday pay for regular part-time employees who
work holidays

AN ORDINANCE AMENDING THE PERSONNEL
MANUAL OF THE VILLAGE OF OAK BROOK, ILLINOIS
WHEREAS, on August 10, 1999 the Corporate Authorities adopted Ordinance G -639 amending
the personnel manual of the Village, and
WHEREAS, the Corporate Authorities have determined the personnel manual should be
amended to allow certain part -time employees to receive holiday pay when they work on a holiday
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of
Oak Brook as follows
Section 1 The foregoing preambles are restated and incorporated herein by reference as though
fully set forth herein
Section 2 Section 5 05C of the Personnel Manual of the Village of Oak Brook shall be amended
to provide that all regular part -time employees who work on a holiday shall receive holiday pay The
Village Manager is directed to provide for the inclusion of the appropriate language in the policy manual to
implement this condition
Section 3 If any section, paragraph, clause or provision of this ordinance shall be held invalid, the
invalidity thereof shall not effect any of the other provisions of this ordinance
Section 4 All ordinances in conflict herewith are hereby repealed to the extent of such conflict
Section 5 This ordinance shall be in full force and effect from and after its passage, approval
and publication as provided by law

RECOMMENDED MOTION: I move to direct the Village Attorney to prepare an
ordinance amending the Village of Oak Brook Personnel Manual so regular part -time
employees will receive holiday pay when they work holidays.

who shall be entitled to one (1) personal day per calendar year (pro -rated in the
initial year of hire). Notwithstanding, the provisions of this Manual shall not affect any
policy of additional personal leave (in excess of three (3) days) heretofore approved
by the President and Board of Trustees regarding full -time employees employed as of
December 1, 1980. Personal leave days must be taken in the calendar year in which
they are granted.
HOLIDAYS
A. Eligibility:
Except as stated below, all regular full -time employees are eligible for paid time off
for specified holidays. Unless otherwise specifically authorized by the Village
Manager, holidays shall be used in the calendar year in which they occur.

C. Application:
1. Holiday Compensation.
Police and Communications Center shift personnel
Paid holiday compensation is computed as one (1) working day's pay at a
straight -time pay rate and is credited to full -time non - exempt employees in
addition to the number of hours actually worked during the pay period.
2. Non - Represented Shift Personnel and Library Personnel:

a.) Non - Represented Shift Personnel receive a time equivalent to other full -
time Village employees for holidays scheduled by the Department Head.
Any such employee, with the consent of the Department Head and the
Village Manager, may carry over unused holidays scheduled for use
during November and December to the subsequent calendar year upon
demonstration of extenuating circumstances.

b ) Library Personnel required to work on a day that is observed as a holiday
pursuant to 5.05 C 4, shall receive a full -time equivalent to other full -time
Village employees for such holidays. Any such employee, with the
consent of the Department Head and the Village Manager, may carry
over unused holidays scheduled for use during November and
December to the subsequent calendar year upon demonstration of
extenuating circumstances.
3 Overtime, Paid Holiday:
Work performed in addition to the regularly established number of hours a
day or days a week by a full -time, non - exempt employee during a paid
holiday is compensated at a rate of one and one -half (1'/2) times the regular
straight -time rate of pay in addition to the paid holiday compensation. The
overtime rate for hours worked in excess of eight (8) hours on a holiday, and
for all hours worked on a holiday if the employee is called in to work the
holiday on his or her day off, is two (2) times the regular straight -time rate of
pay.
4. Holidays Falling on a Weekend-
a.) On Saturday:
When a holiday, except Christmas Eve and New Year's Eve, falls on Saturday,
the holiday is observed on the preceding Friday. If December 25 and
January 1 fall on Saturday, the Christmas Eve and one -half day New Year's
Eve holidays are observed on the preceding Thursday and Thursday
afternoon, respectively.
b.) On Sunday-
When a holiday, except Christmas Eve and New Year's Eve, falls on Sunday,
the holiday is observed on the following Monday. If December 25 and
January l fall on Sunday, the Christmas Eve and one -half day New Year's Eve
holiday are observed on the preceding Friday and Friday afternoon,
respectively.
c.) On Monday:
When December 25 and January 1 fall on Monday, the Christmas Eve holiday
and the one -half day New Year's Eve holiday are observed on the preceding
Friday and Friday afternoon, respectively.
5. Work Shift Changes:
Any employee whose shift commenced during a holiday and who worked a
full shift shall be considered as having worked on the holiday.
