SUBJECT: Citizens Executive Council

BUDGET SOURCE/BUDGET IMPACT:
RECOMMENDED MOTION: Motion to approve Ordinance 2009 -BD- CITEX -G -912 an
ordinance establishing a Citizens Executive Council and amending Title 2 (Board and
Commissions) of the Village Code of the Village of Oak Brook.
Background/History:
At the Village Board meeting of October 13, 2009 the Village Board approved the creation of a Citizens
Executive Council. This ordinance allows us to move forward to begin appointments to this Council.
As stated previously, the purpose of the Executive Council is to offer advice and recommendations to the
Village President and to the Village Board to improve the community and Village operations and would
advise the President and Board on issues referred to them by the Village President or the Board of
Trustees

The Advisory Committee would consist of five (5) members. A staff member would also serve as an ex
officio member to handle minutes, reports. The Village President would make all appointments subject to
the Board's approval The members would serve staggered two (2) year terms. A chairperson and
recording secretary would be elected from among the Committee's membership
The Committee is solely advisory in nature This committee will meet as needed. The ordinance creating
the council and proposed members will be presented at a future meeting.
Recommendation:
Motion to approve Ordinance G -912 establishing a Citizens Executive Council.

ORDINANCE 2009 -BD- CITEX -G -912
AN ORDINANCE ESTABLISHING A CITIZENS EXECUTIVE COUNCIL
AND AMENDING TITLE 2 (BOARDS AND COMMISSIONS)
OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK, ILLINOIS
WHEREAS, like other municipalities across the country the Village of Oak Brook (Village) is
facing unprecedented operational challenges, and
WHEREAS, the Village is home to innumerable individuals whose education, skills and
experience would help the Village weather the current crisis and plan for the future of the Village, and
WHEREAS, the Village President has determined that the establishment of a Citizens
Executive Council will allow the Village to draw upon the wisdom and counsel of its residents, and
WHEREAS, at the recommendation of the Village President the Board of Trustees has
determined that establishment of a Citizens Executive Council will promote the public interest and
serve a corporate purpose
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF OAK,BROOK AS FOLLOWS
Section 1 The foregoing preambles are restated and incorporated herein by reference as
though fully set forth herein
Section 2 Title 2 (Boards and Commissions) of the Village Code is amended by adding the
following as Chapter 9
CITIZENS EXECUTIVE COUNCIL
2 -9 -1 Council Established There is hereby established the Citizens Executive Council
(Council) The Council shall be advisory in nature to the Village President and Board of Trustees
2 -9 -2 Members Appointment The Council shall consist of five (5) members who shall be
appointed by the Village President with the advice and consent of the Board of Trustees The Village
Manager shall assign one (1) staff member to the Council who shall be responsible for the minutes
and reports of the Council
2 -9 -3 Terms of Office At the time of the original appointments to the Council three (3)
members shall be appointed to a term of two (2) years and two (2) members shall be appointed to a
term of one (1) year Thereafter all members shall be appointed to a term of two (2) years
2 -9 -4 Organization The Council shall elect a chairman, vice - chairman and secretary from its
membership at its first organizational meeting, such officers to serve for terms of one (1) year Any
vacancies in such offices shall be filled by the Council for the balance of any unexpired terms
2 -9 -5 Meetings The Council shall meet as often as is necessary to carry out its obligations
Any three (3) members of the Council may, in writing, call a special meeting for a specific purpose
and the chairman shall call such meeting for such purposes, in accordance with such request
2 -9 -6 Functions The Council shall offer advice and recommendations to the Village
President and to the Board of Trustees to improve the community and Village operations and shall
advise the President and Board of Trustees on issues referred to them by the Village President or the
Board of Trustees

Section 3 If any section, paragraph, clause or provision of this ordinance shall be held
Invalid, the Invalidity thereof shall not affect any of the other provisions of this ordinance
Section 4 All ordinances or parts thereof in conflict with the provisions of this ordinance are
hereby repealed to the extent of such conflict
Section 5 This ordinance shall be In full force and effect from and after its passage, approval
and publication as required by law
