SUBJECT: 2002 Municipal Budget

RECOMMENDATION: That the Village President and Board of Trustees approve the I
attached ordinance adopting the municipal budget for fiscal year 2002.
Attached is the ordinance adopting the 2002 budget for your approval. The entire ordinance includes a
revenue exhibit, an expenditure exhibit, and a fund summary. However, due to the length (over 100
pages), we have not included the expenditure exhibit for each Board member. The format is the same
as that found in the draft budget document. The figures are as presented in the proposed budget
document reviewed by the Board at the budget workshop on December 1, 2001, with the exception of
increasing by $50,000 the amount budgeted in�account 365- 7680 -Tree Services to $1102,850 in order to
fund right -of -way beautification.

11.' B. Trustee Korin asked Mr. Ascher questions regarding his position on Village
matters. Trustee Miologos asked Mr. Ascher questions regarding Forest
Gate, the Bath and Tennis Club and traffic in Oak Brook.
Residents Art Hascek, Gamal Naguib, Art Philip, Champ Davis, Robert
Sanford spoke in favor of Mr. Ascher's nomination. Resident Constantine
Xinos spoke against Mr. Ascher's nomination and Brian Clingen spoke for
the need of a trustee with fiscal experience for the difficult times the Village
may face.

THE BUDGET OF THE VILLAGE OF OAK BROOK FOR 2002
The ordinance includes a revenue exhibit, and a fund summary. The
figures are as those presented in the proposed budget document
reviewed by the Board at the Budget Workshop on December 1, 2001,
with the exception of increasing by $50,000 the amount budgeted in
account 365- 7680 -Tree Services to $102,850 in order to fund right -of-
way beautification.
Motion by Trustee Craig, seconded by Trustee Caleel, that the Village
Board approve Ordinance 2001 -BU -EX3 -S -1006, An "Ordinance
Adopting the Budget of the Village of Oak Brook for 2002 ". ROLL
CALL VOTE:
Ayes: 5 - Trustees Caleel, Craig, Korin, Miologos and Savino.
Nays: 0 - None.
Absent: 0 - None. Motion carried.

AMENDING SECTION 10 -4 -1 OF CHAPTER 10 OF THE VILLAGE REG
CODE OF THE VILLAGE OF OAK BROOK RELATING TO
BUILDING REGULATIONS AND FEE SCHEDULE
The ordinance amends Sections 10 -4 -1 of Chapter 10 of the Village
Code, to adopt an updated fee schedule that is applied to new
construction. At the September 25, 2001 meeting, the Board approved a
comprehensive amendment to Chapter 10 — Building Regulations, which
resulted in adoption of a series of updated building codes. In addition to
the new codes, staff presented a request to adjust some of the fees
associated with the review and inspection of construction projects.

ORDINANCE ADOPTING THE BUDGET OF THE
VILLAGE OF OAK BROOK FOR 2002
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Findings:
That the President and Board of Trustees find that the tentative annual budget of the Village of
Oak Brook for 2002 has been conveniently available to public inspection for at least ten (10) days prior to
its passage in pamphlet form as prescribed by the corporate authorities. A public hearing has been held
prior to final action on the budget, notice of which hearing was given by publication in a newspape l having
general circulation in the Village of Oak Brook, said notice having been published at least one week prior
to the time of hearing. The hearing on the budget was held not less than one week after the tentative
annual budget was published. by placing it on file with the Village Clerk for public inspection. I
Section 2: That the sums set forth for the purposes indicated in the 2002 Municipal Budget of the
Village of Oak Brook attached hereto and made a part hereof are hereby budgeted to pay all necessary
expenses and liabilities of the Village of Oak Brook for the fiscal period beginning January 1, 2002 and
ending December 31, 2002.
Section 3: That the Village of Oak Brook hereby approves and adopts the 2002 Municipal Budget
as attached hereto.
Section 4: That in case of a vacancy in any office specified in this Ordinance, the Appointi
Authority shall not be required to fill such office, if, in his or her judgment or discretion, there is no
necessity therefore.
Section 5: That the 2002 Municipal Budget may be amended as provided by law.
Section 6: That this ordinance shall be in full force and effect from and after passage and
approval pursuant to law.
