SUBJECT: Sports Core Ordinance: Fee Schedule for Open Fields and Amendments to Section
12 -1 -4 and 12 -1 -7 of the Village Code.

RECOMMENDED MOTION: I move for Passage of Ordinance G -849, An Ordinance
Establishing A Fee Schedule For The Village's Open Fields And Amending Section 12 -1 -4
And 12 -1 -7 of the Village Code of the Village of Oak Brook
Background /History:
The Oak Brook Sports Core Open Fields are currently operated under nonexclusive lease
agreements between the Village of Oak Brook and various organizations, primarily by youth
soccer organizations including the Eclipse Select Soccer (formerly Hinsdale Hurricanes). In the
Summer of 2007, Village Staff and the Sports Core Liaison debated various approaches that
could be undertaken in an effort to drive up usage of the fields, and thereby increase revenues.
Among the options were to evaluate extensions of the current leases, solicit RFPs for usage, and
most recently, as outlined herein, to revamp the current lease rental program to expand usage by
dividing the fields into 5 play fields, 3 large fields and two small fields marketed to both lease
agreements and individual play. (See attached photo.)
Therefore, under this proposed change the Village will continue to solicit lease agreements for
the Open Fields but will also open the fields for individualized usage, but all usage is subject to
an hourly rate established by the Village Board.
One important aspect of the rental is that the Village will not be providing field equipment, such
as goal posts, due to the exposure resulting from misuse or improper placement during field play.
In addition, similar to the current lease structure, rentee will be required to indemnify and

provide insurance to the Village; individual rentals will be required to sign waivers indemnifying
the Village from injury or loss. Staff is working with the Village Attorney to finalize the
individual waivers.
Finally, one additional amendment to Title 12 under this draft Ordinance is to prohibit dogs,
other than service dogs, on the Sports Core property.
Recommendation:
Village Staff and Sports Core Liaisons recommend the Village Board approve the proposed
Ordinance and hereby amend Title 12, Chapter 1, Section 4 and Title 12, Chapter 1, Section 7 of
the Village Code.

For open fields for events of less than two hundred (200) participants, there shall be a daily
user fee of two hundred dollars ($200.00) per field (approximately 12 acres) for up to four (4)
hours of use, plus an additional one hundred dollars ($100.00) per field for each hour (or part
thereof) of use for over four (4) hours, except as arranged for and approved by the village
manager or his designee. For events of more than two hundred (200) participants, a separate
agreement between the applicant sponsor and the village of Oak Brook shall be approved by
the village manager.
Fees for the use of the open field or show field include only the availability of the basic facility
as it normally exists. Additional facilities or services may be required for a particular event; the
cost of such facilities or services shall be the obligation of the user. (Ord. G -832, 2 -27 -2007)
