R-1600 - 12/13/2016 - FIRE DEPARTMENT - Resolutions Supporting Documents AGENDA ITEM Regular Board of Trustees Meeting December 13, 2016 SUBJECT: Fire Department Utility Step Truck Purchase FROM: Barry Liss, Fire Chief BUDGET SOURCE/BUDGET IMPACT: 2017 General Corporate Fund, Program 700 in the amount of $160,000. RECOMMENDED MOTION: I move that the Village Board issue a Purchase Order to the sole proposer, TransChicago Truck Group, Elmhurst Illinois, for the purchase of one 2016 Freightliner Utilmaster MT55 Utility Step Truck in the amount of $99,242.00, and allow an amount not to exceed $60,758.00 for the purchase of required incidentals through various vendors, including, but not limited to a complete emergency lighting package, siren, communications, lettering, flooring, cabinetry, shelving and Knox Box. Additionally, I move that the Village Board approve Resolution 2016-FD-EQ-R-1600. Background/History: Continuing concerns over our existing heavy rescue squad (Squad 93) have escalated as mechanical breakdowns and electrical failures continue to plague the vehicle. Purchased new in 1999, the vehicle is no longer supported by any manufacturer and has exceeded its useful life, is suffering from significant wear and deterioration of the body, mechanical system failures along with electrical and lighting shorts and faults. Additionally, the vehicle is in need of a major engine re-build with head gasket issues. Our repair facility is unable to properly evaluate all that may be wrong until the engine is dismantled and a thorough inspection can be conducted. The cost will be extensive. The electrical system, wiring and all connections are deteriorating causing faults and intermittent shorts including failures of emergency lighting. Previous inspections and reports have identified a need for a complete re-wiring of the system. This will be labor intensive and may be cost prohibitive. RG Lastly, the body is rusting and in need of significant body work. Holes in floors, integrity of cabinets compromised and electrolysis around dissimilar metals is causing continued deterioration. Cost estimates will clearly exceed six figures and there is no guarantee that this initial list of findings is complete. Such repairs or refurbishment is financially unsound and not in the best interest of the Village or the department. As a result, an alternate approach to our issues that addresses our immediate operational concerns and needs while providing a sound economic solution was presented to the Village Board at the September 13, 2016 board meeting. That concept entailed the immediate purchase of a smaller and affordable utility step truck capable of supporting all of our special team needs. It would be capable of supporting the equipment and personnel responsible for the variety of special team responses, eliminating our reliance on the heavy rescue squad entirely. This was an original concept which had been identified and outlined within the department’s long term strategic vehicular replacement plan. Most importantly, this smaller vehicle does not eliminate the need for the new rescue engine, but rather supports it as the new rescue engine will not be capable or designed in a way to provide total special team responses of personnel or equipment. The new utility step vehicle will allow our operation to continue seamlessly in a fiscally responsible manner while eliminating costly repairs and refurbishment of an already outdated and inadequate vehicle. The cost of the vehicle purchase required competitive request for proposals, which were solicited by the Village in November of 2016. Several vehicular manufacturers were contacted and sent informational packets. Trans Chicago Truck Group, a subsidiary of Freightliner was the only proposal received and subsequently evaluated for its content, responsiveness to our specifications and overall cost. The total purchase cost plus accessories as specified came in at $99,242.00. The price includes, but is not limited to the chassis, body outfitting, basic minimum vehicle specifications, heat, air conditioning and extended warranties. Additionally, there will be a need to outfit the vehicle including, but not limited to radios, emergency lighting, siren, lettering, cabinetry, shelving, flooring and portable rescue tools not to exceed $60,758.00, bringing the entire project to a not to exceed price of $160,000.00. The utility truck will have minimal wear and tear, only responding to special team incidents or associated training, carry extended warranty, require minimal service and provide years of valuable and dependable service. Following the vehicle being placed into full service, we estimate the surplus value of the heavy rescue squad in its current condition at approximately $45,000 to $55,000. Recommendation: That the above motion be presented to the board for approval. RESOLUTION 2016-FD-EQ-R-1600 A RESOLUTION APPROVING THE PURCHASE OF A FIRE UTILITY STEP TRUCK FROM TRANSCHICAGO TRUCK GROUP WHEREAS, the Village owns a 1999 Front-Line Heavy Rescue Squad (“Squad”), utilized in the Fire Department, which has exceeded its useful life and will be costly to repair and maintain; and WHEREAS, replacing the current Squad with a smaller and affordable Utility Step Truck (“Truck”) will eliminate costly repairs and refurbishment of an outdated and inadequate vehicle; and WHEREAS, Village staff solicited bids to purchase the Truck in November 2016; and WHEREAS, the Village received one (1) bid; and WHEREAS, TransChicago Truck Group, a subsidiary of Freightliner (“Trans Chicago") was the sole proposer, and its proposal was evaluated for content, responsiveness to the specifications, and overall cost; and WHEREAS, the Village President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to authorize the purchase of the Truck from TransChicago in the amount of $99,242.00, and allow an amount of $60,758.00 for the purchase of required incidentals through various vendors, for a total price not to exceed $160,000; and NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Authorization of Purchase of the Truck. The President and Board of Trustees hereby approve the purchase of the Truck from TransChicago in the amount of $99,242.00, and allow an amount of $60,758.00 for the purchase of required incidentals through various vendors , for a total price not to exceed $160,000. Section 3: Execution of Required Documentation. The Village Manager is hereby authorized to execute on behalf of the Village all documents necessary to complete the purchase pursuant to Section 2 of this Resolution. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
