AN ORDINANCE BANNING THE USE OF RED LIGHT
CAMERAS WITHIN THE TERRITORIAL JURISDICTION
OF THE VILLAGE OF OAK BROOK
WHEREAS, Red Light Cameras are proven to be a cause of traffic accidents; and
WHEREAS, the Village Board has received expert testimony from its Police Chief that Red Light
Cameras at the intersection of Rt. 83 and 22nd Street are not merited by any safety concern, and will, in
fact, produce a threat to safety and create a more dangerous intersection, and lead to more rear-end
collisions; and
WHEREAS, throughout the United States, the installation of Red Light Cameras has inhibited
commerce; and
WHEREAS, contractors promoting Red Light Cameras throughout Illinois and the United States,
have sought to corrupt local law enforcement by turning it into a moneymaker for political leaders, who in
turn have signed contracts granting substantial profits to Red Light contractors, who in turn have paid
contributions to political decision makers, all to the detriment of the safety and financial condition of
drivers and the commercial vitality of any area afflicted with Red Light Cameras; and
WHEREAS, the People of Oak Brook have clearly expressed their repugnance and opposition to
Red Light Cameras anywhere within the jurisdiction of the Village of Oak Brook.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: That the Village of Oak Brook prohibits in all areas within its municipal jurisdiction, the
following:
a. The installation of any Red Light Camera
b. The visual surveillance of drivers or citizens for the purpose of issuing traffic tickets
based upon automatic cameras;
C. Any giving of payments from any company, contractor, lobbyist, or any person connected
to those persons, to any legislator, or municipal official or the acceptance of payments in
connection with any determination of the placing of Red Light Cameras.
Section 2: The Corporate Authorities, including the Oak Brook Police Department, shall refer to
the DuPage County State's Attorney, the Illinois Attorney General, and the United States Attorney any
evidence of the giving or accepting of payments, as specified in Section 1-c.
Section 3: All areas zoned commercial within the Village of Oak Brook shall be considered
"special commercial roadway areas." In any consideration of a development or installation of any
structure, device or technology relating to traffic control or law enforcement in such special commercial
roadway areas, the Corporate Authorities shall evaluate whether such measures may increase accidents
and have an adverse effect on the use of the commercial property.
Section 4: Any person or entity violating the terms of this Ordinance shall, upon conviction, be
fined not less than $500.00, nor more than $750.00 for each violation. Each violation of this Ordinance
shall be considered a separate offense whether the offense takes place on one day or more than one
day. The Village Attorney and the Village Prosecutor shall also be authorized to file a lawsuit or lawsuits
seeking to prevent the installation of Red Light Cameras within the corporate jurisdiction of the Village of
Oak Brook.

Section 5: This Ordinance, being a matter of urgency, due to possible efforts to place Red Light
Cameras within the jurisdiction of the Village of Oak Brook without its permission, shall take effect
immediately upon its passage, but shall subsequently be published in pamphlet form in accordance with
law.
