The Finance Department coordinated the financial aspects of the budget process, which involved entering all of the budget data into the computer system, processed all budget change forms, produced all of the spreadsheet information found in the budget document, and attended all meetings between the Village Manager and department heads. The Finance Officer and Administrative Assistant attended a seminar sponsored by the Illinois Governmental Finance Officers Association on municipal revenues. All Finance Department star took part in the Village's computer study and information services plan. Staff participated by completing questionnaires and were interviewed by the consultants, in addition to the Finance Officer and the Administrative Assistant serving on the advisory committee set up for this project. The Finance Officer attended several meetings of the Police and Firefighter's Pension Funds. All year -end tax reporting, including W -2's, has been completed Issued a request for proposal and interviewed consultants to perform a fixed asset valuation for ti,e Village. Analysis of the statistics for the year show the effects of the six-month interim period during which there was no director and no one equipped to handle collection management for adult library users. Book purchasing and subsequently, processing, in adult materials was minimal. The statistics support this. The Library staff has made an effort to address this problem. The statistics also support this. First quarter adult circulation was 4661; second quarter, 5020; third quarter, 5421 and fourth quarter, 6548. Adult circulation is climbing. Youth Services circulation is heavily impacted by the programs offered during, each quarter. The Library issued more library cards to Oak Brook residents in 1994 than in 1993. While many use their cards in other libraries, this growth in adult circulation is encouraging. Reference statistics have not been tallied until recently. The staff is actively assisting both on -site library users and telephone requesters. With no statistics to compare, we cannot claim authoritatively, but believe we are assisting more and more questioners with all complexity levels of reference work. As we viork through 1995 to improve the collection with new purchases and aggressive withdrawal of outdated material, I believe we can continue to increase library usage, both in circulation and in information retrieval in the reference capacity. Other points of interest during the quarter include hiring a new YS Librarian, Sue Madorin, who brings fresh ideas and enthusiasm to the job. Interviews are taking place currently to fill the position vacated by Mrs. Madorin_ Significant time has been spent on the Group 1 and Sasaki studies. The Library Commission has begun reviewing Avenges to Excellence, the Illinois State Library tool used to assess the strengths and weaknesses of a public library using minimum standards determined by the State Librarian. The Institute in Basic Life Principles (IBLP) - Master Plan The Zoning Board of Appeals has requested the petitioner to appear at their February 7, 1995 meeting and to be prepared to provide the Village with their plans pertaining to their faster Plan. proposal. 2. ORIX TMK development of the former Illinois State Toll. Highway Authority headquarters as a retail center. The, hearing process will begin with the Plan Commission on February 20, 1995. 3. McDon:J,d's Master Plan. The review process for this major proposal has begun. The Plan Commission has scheduled a special meeting on February 6, 1995 at 7:30 p.m. to continue their review of this proposal. The signed document was presented to CALEA for its approval and execution. We have received a copy from CALEA of the signed agreement between them and the Village of Oak Brook/Police Department. The agreement sets forth mutual obligations pertaining to the accreditation program. During the month of December, CALEA announced that the Oak Brook Police Department is eligible to participate in the accreditation program. Accordingly, CALEA has granted the status of "AFTLXAa M FOR ACC'EDM TIUN" to the OBPD. OBPD received an Agency Profile Questionnaire (APQ) from CALEA. The purpose of the APQ is two -fold: (1) it provides the Commission, particularly their staff and assessors, an overview of OBPD in terms of agency size, legal responsibilities and functions performed; and (2) it provides CALEA with information that will assist in the identification of specific standards, which may or ;nay not be applicable to the OBPD. During the month of December two I� written directives that meet several CALEA standards were completed. The process of developing a new manual and format for the safekeeping and distribution of the Department writ' en directives has begun. Additionally, Police Department rules and regulations are being reviewed for potential up- dating. Sgt. Cavalier attended the IPAC monthly zni,tings in October and November, and was joined by Chief Fleming for the December meeting. Training sessions included: preparing for the CALEA on -site assessme at, discussion regarding changes in CALEA standards, and reviewing legislative reports. This network provides a unique opportunity fc r the Accreditation Program manager to meet our research needs by accessing a law enfbrcement related data base. fne data base will allow us to focus on germane issues and retrie -m up-to -date information on programs, poll, 'es and innovations that will be significantly beneficial in the development of our written directives. In addition to facilitating the exchange of i ri ormation, this network generates cooperation between GBPD and other law enforcement related agencies. The library IACP -NET provides, has also been made available to all OBPD personnel for law enforcement purposes. I Lt. Carlson and Officer Nugent attended a seminar for Community Real Estate Agencies at the Bath and Tennis Club, which was sponsored by the Village of,Oak Brook. II Tl'ie Oak Brook Police Deft, for the second year, sponsored and participated in "Red Ribbon Week, Just Say No To Drugs tampaign". All of Butler School District 53 staff and students showed their support by wearing their red ribbon during the week. All marked Oak Brook Police Cars flew the red ribbon from the antennas during this week. Officer Nugent attended a one day seminar entitled "Youth Violence Prevention" in Countryside. „ i i At the end of October, Officer Nugent once again participated in several Halloween Safety seminars, which are targeted for young people and parents. During the month of November, the Oak Brook Police Department and the Illinois Department of Conservation offered a free "Snowmobile Safety Seminar" to several area residents and surrounding communities. Officer Nugent attended a luncheon at Hinsdale Central High School and met with school Ii support personnel, along with other police department officers who serve the school. During the month of December Officer Nugent attended a Police/School Liaison Officers Meeting held at Downers Grove South High School, were several Officers from DuPage County attended. !� During the fourth quarter, Officer Nugent conducted two Police Department Tours for the F Cub Scouts and Boy Scouts. � Officer Nugent attended monthly PTA meetings at both schools for this quater, and also attended meetings for ICPA Region a, DJOA, and D.A.R..E. Legion 3. The following programs were presented to the Brook Forest lower level students and the Oak Brook. The most common uses of the team have been for building searches, area searches and narcotics detection. Highlights of 1994 include assisting DUMEG with the arrest of 2 offenders in Oakbrook Center with the largest' seizure of cocaine in DuPage County history; flushing out a suspect hiding inside the Church of Christ; assisting 7 other K9 teams with the tracking and loc'afiing of an 8 year old retarded boy that had been missing for 3 1/2 hours in Downers Grove; and bating hidden amounts of narcotics, enabling us to arrest offenders and seize cash and hold several vehicles for possible seizure. On this page is a summary of the Purchasing and Grants Department actual expenses, cost savings which we believe were a result of our Purchasing activities, and total non Village grant funds ,acquired for the Village. All of the above are provided on a cumulative basis, since many of the items are not `one - shot' in that they represent savings or funds to be received over, an extended period of time (e.g. multi -year grants and purchase,contracts). The starting point for these vumulative figures will remain'at Jan 1, 1994, at which time our Department began its purchasing and grants activities in earnest. Two purchase items which were begun this year, and are not :shown, are Natural Gas Management Services, and Office Supplies (these began only recently, and reports of savings will be shown in future reports). The attached spreadsheet provides more detail. On this page is a summary of the Purchasing and Grants Department actual expenses, cost savings which we believe were a result of our Purchasing activities, and total non Village grant funds ,acquired for the Village. All of the above are provided on a cumulative basis, since many of the items are not `one - shot' in that they represent savings or funds to be received over, an extended period of time (e.g. multi -year grants and purchase,contracts). The starting point for these vumulative figures will remain'at Jan 1, 1994, at which time our Department began its purchasing and grants activities in earnest. Two purchase items which were begun this year, and are not :shown, are Natural Gas Management Services, and Office Supplies (these began only recently, and reports of savings will be shown in future reports). The dates listed are the bid due dates based on each department's scheduling requirements, and may be modified somewhat as the year progresses. Since the close of 1994, we have received good news about two of our grant applications (which will be reflected in future quarterly reports): York/hlarger Bicycle Trail ® Verbal notification that the I^HWA has approved this grant, which received approval by the DuPage Mayors & Managers Conference 9/94. The non 'pillage share received for engineering and construction (spread over 3+ years) totals $83+6,250. Salt Creek Greenwa�y Trail a Verbatnotification that CMAC Funding has been awarded to initially cover Phase I and Il Engineering (S.75,000 non- Village share). After engineering is begun we will apply for the construction funds, which would bring an additional $550,000 of non -Village funds to this project. Respectfully submitted, Iviichaei J. leranda Superintendent Public Works OAK BROOK BATH & TENNIS CLUB QUARTERLY REPORT 4th Quarter 1994 Attached are summaries of activities in specific areas of our Bath & Tennis Club facilities. The Bath & Tennis Clubhouse enjoyed a steady increase in weekday bookings since becoming available due to the termination of the restaurant operation. We expect this to continue with a carefully planned marketinn campaign, which is well underway. There are many residents, businesses and organizations that still express surprise that they may use the facility without being members, and they are our targets. To that end, you have an invitation to our first promotional "Open House for Brides." We will do the same type of thing for business meeting planners as well. Both the Clubhouse and Sports Core Administration Building have been undergoing the ADA work during the last quarter. The work will not be completed until the end of the month. The steady increase in activity at the Tennis Dome is reflected in another attached report. The staff has worked extremely hard to learn the proper care and maintenance of this unique structure and surface. We have received many positive commer"s about the courts, and it is our plan to bring our new clients to the outdoor courts as well. have inc!uded a diary of the daily activities of our Sports Core Maintenance Klan, Greg Krob. He began in this position in June with the care of our five buildings in the complex, the Dome, and mechanicals for the pool and tennis courts. It is important to realize that we were previously dependent on the public Works Department to perform all these tasks. This has provided relief for them as well as for the Sports Core, and appreciate !Mike MerandWs assistance in recmiting for this position. Greg has also been cross- trained as a backup person for the Public Works snow detail. The most significant improvement for the Sports Core with the addition of this position is to build a preventive maintenance program for all Sports Care buildings, appliances, etc., and to keep records to assist us to that end. This will no doubt pay dividends in the future and limit our emergency repairs. The 1995 Sports Core advertisements, brochures and mailings are in the final stages of preparation. There is approximately 11/2" lip between footing and blacktop to act as guide for snowblower, shovel, etc. 3) Electrician had to finish up a few small things at B &T clubhouse —i.e., adjust dimfner controls, put switchplate cones on switches. 4) Removed all bulbs from old lighting fixtures that hung from ceiling in B&T clubhouse. Don't know if we are going to save or dispose of. 5) During the day, I had a concern about the fights being lest on in the dome when no one is using the facility for at least one (1) hour. It fell off the check valve. 2) Checked heat at golf course. 3) Threw away garbage and cleaned up locker room from Christmas decorations. 4) Talked with Yeadon and everything is set for Wednesday, December. Scaffolding ordered. 5) Checked backup systems on dome. Natural gas engine tested okay. I . All okay. 3) Fixed check valve on sump pump in concrete duct work for tennis dome. 4) Tried to fix gas valve by fireplace at B &T clubhouse. Can't fuss valve --it's bad. Serviceman coming on Wednesday to repair. 5) Checked temperature and heat at golf course. TUESDAY, DECEMBER 6. 1994 1) Ordered scaffolding. 2) Checked dome temperature and pressure. 3) Fixed lights at B &T clubhouse. 4) Changed switch in the administration building 5) Changed filters in the B &T clubhouse units. 6) Moved and cleaned up locker rooms. ?) Picked up parts for Yeadon project. WEDNESDAY, DECEMBER 7 THROUGH FRIDAY* DECEMBER 9,_1994 1) 3:00 a.m. to 5:30 p.,m, all days. Worked with two (2) men from Yeadon in Canada fixing rips in dome and installing extra controls. MONDAY, DECEMBER 12, 1994 1) Checked dome pressure and temperature. Everything okay, 21 Checked temperature and operation at golf course. Everything okay. 3) Replaced two (2) lights outside of administration building. 4) Pinner Electric replaced one parking lot lamp. Remainder of lamps checked out okay. 5) Picked up and delivered two (2) cases of bulbs for Sean in golf course maintenance. 6) Picked up material at lumber yard to build cabinet for equipment in dome. TUESDAY, DECEMBER 13, 1334 1) Checked dome; adjusted heat. 2) Picked up paint and glue for cabinet project. 3) Two (2) cords of wood came for B &T clubhouse and was paid for. 4) Spent about Ih day installing two (2) additional makeup air vents to support combustion in "dog house." This helps equalize pressure and new automatic anemometer will function better. 5) Helped Paul shovel Sports Core sidewalk areas in the morning. 'VEDNESDAY DECEMBER "14,1994 1) Checked operations in dome. Everything okay. j 2) Received three (3) estimates for 24 x 24 vent to be cut into emergency door to vent air, thereby decreasing humidity. Also received three (3) quotes for 10 -foot, 14" extensions on chimney furnace for tennis dome. 3) Spent remainder of day building an 3'x6'x3' cabinet for court brushes, equipment, etc. THURSDAY, DECEMBEIR 15,_1994 1) Picked up material --four (4) sheets of 4x8ll2.' plywood and eight (8) 2x8x8' for cabinet, 2) Primed cabinet that was built for tennis courts. 3) Bought two (2) sets for Dodge per Bonnie. 4) Picked up one case of Duraflame logs for B &T clubhouse. 5) Fixed sump pump float in the basement of the administration building. 6) Started drafting letter for snow removal detail for tennis dome. 7) Cleaned up shop in basement of administration building. FRIDAY. DECEMBER 16, 1994 1) Checked dome. Pressure, temperature and humidity okay. 2) New makeup air vents running well. 3) Painted cabinet that was made for tennis dome. 4) Put gas in car. 5) Brought in outside garden hose from B &T roof. 6) Checked rooftop units. Filters okay. Adjusted hot deck. 7) Checked timer for lake lights. They will go on at 5:00 p.rn. and off at 6:00 a.m. 8) Found out from John Payne that the ADA construction clew is going to start work in the administration building on Monday morning. 9) Put a second coat of paint on the tennis done cabinet. MONDAY. DECEMBER 19, 1994 THROUGH FRIDAY, DECEMBER 303 1994 Except for responding to a few pressure alarms in the tennis dome, most of my time was spent on snow and ice detail, working with the ADA contractors, overseeing varnishing of the floor at the B&T clubhouse, and general maintenance.
