SUBJECT: Award of Contract — Butler Government Center Electrical Systems
Upgrade

RECOMMENDED MOTION: I move that the Village Board award a contract to
the lowest responsive and responsible bidder, Airport Electric Company, Chicago,
Illinois, for the Butler Government Center Electrical Systems Upgrade Project in the
amount of$426,678.00. Additionally, I move that the Village Board approves Resolution
R-1613.
Background/History:
A solicitation for bids for the Butler Government Center Electrical Systems Upgrade
Project was posted on Village website and sent to four (4) companies on Wednesday,
November 30, 2016. Three (3) companies attended the mandatory pre-bid meeting on
Wednesday, December 7, 2016 and three (3) sealed bids were received and opened on
Wednesday, December 14, 2016 (see attached bid tabulation). Kluber Architects and
Engineers (our consulting engineer)recommends that we award the contract to the lowest
responsive and responsible bidder, Airport Electric Company (see attached letter).
References were reviewed and staff is satisfied.
The project consists of three major components:
1) Replace the underground cables and transformer, and move new transformer to
higher ground.

2) Rebuild the electric switch gear, correct the electric distributions throughout the
Butler Government Center, and eliminate the resistive heat circuit.
3) Take the Public Works building off the existing emergency generator at the Butler
Government Center by installing a new generator at the Public Works Building.
This will free 200 amps of existing emergency power to be used throughout the
Butler Government Center.
If the Board approves this agenda item, a budget amendment in the amount of
$426,678.00 will be necessary.
The project will begin at a time mutually agreed upon by the Village and Airport Electric.
Recommendation:
I move that the Village Board award a contract to the lowest responsive and responsible
bidder, Airport Electric Company, Chicago, Illinois, for the Butler Government Center
Electrical Systems Upgrade Project in the amount of$426,678.00.

A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND
EXECUTION OF A CONTRACT FOR THE BUTLER GOVERNMENT CENTER
ELECTRICAL SYSTEMS UPGRADE PROJECT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND AIRPORT ELECTRIC COMPANY
WHEREAS, the Village desires to upgrade the electrical systems in the Butler Government
Center by replacing the underground cables and transformer, moving the transformer to higher ground,
rebuilding/correcting electrical switch/distributions, and taking the Public Works' building off the existing
emergency generator and installing a new generator("Work'j; and
WHEREAS, the Village solicited bids for the completion of the Work, pursuant to which the
Village received three bids; and
WHEREAS, Airport Electric Company of Chicago, Illinois ("AEC"), is the lowest responsive and
responsible bidder for the completion of the Work; and
WHEREAS, the Village and AEC desire to enter into and execute a Contract for the completion of
the Work in an amount not to exceed $426,678.00 ("Contract'), which Contract is attached to this
Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Contract with AEC;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Contract. The President and Board of Trustees hereby approve
the Contract by and between the Village and AEC in substantially the same form attached to this
Resolution as Exhibit A, and in a final form acceptable to the Village Attorney.
Section 3: Authorization and Execution of the Contract. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Contract on behalf of the Village after receipt of
the final Contract fully executed by AEC.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

On December 14,2016 bids were publicly opened and read aloud for the above referenced project. Three contractors
chose to submit bids for the project. The low base bid was submitted by Airport Electric Company from Chicago, Illinois
in the amount of$426,678.00. The second lowest base bid was submitted by Jesco Electric Company from Lake
Forest, Illinois in the amount of$450,000.00. The third, and final bid was submitted by Fitzgerald's Electrical from Big
Rock, Illinois in the amount of$694,000.00.
The Board may wish to award a Contract to Airport Electric Company in the amount of$426,678.00,as their submitted
bid was the lowest,qualified and responsive bid.
The information contained herein and in the attached bid tabulation is provided to you for reference and use in your

Base Bid: All work covered.
• Generator with custom enclosure will take 16-20 weeks lead time.
• Credit, if determined to be taken,for splice box elimination$700.00.
• Company has been in business for 69 years, Rick is fourth generation.
• Cummins or Generac is likely the generator manufacturer. Mike Kluber stressed importance of a complete
fabricated assembly by the manufacturer. Need to maintain single point of responsibility.
• Switchboard manufacturer will be one of specified manufacturers in specification.
• Customization of existing switchboard modifications need to have UL label placed on completed work.
• Clearing of trees and shrubs,etc., included in work.
• Does not see any issues with the 8 hour outage timeframe.
• Generator rental rate is$500-$700 per day if needed.
• Rick has planned on having their generator on site during outages as a back-up.
