The Finance Department coordinated the financial aspects of the budget process, which involved coordinating the entering of all budget data into the new computer system, preparing all payroll projections, producing all of the spreadsheet information found in the budget document, and attending all budget meetings between the Village Manager and Department Heads. We have attempted to implement all of the suggestions received from the Government Finance Officers Association from our initial submission to the Distinguished Budget Awards Program. The 1998 Budget will again be submitted for consideration and hopefully we will be successful in receiving this recognition. • All department staff spent a great deal of time with training, parallel processes, and conversion to the new Pentamation software during the fourth quarter. The conversion went extremely well, and we are currently "live' with the payroll, accounts payable, budget, cash receipts, and general ledger applications. We anticipate bringing the remaining applications up prior to June 30, 1998. • All year -end payroll tax reporting has been completed. W -2s were issued to employees during the first week of January, 1998. • We completed the RFP process for auditing services for the 1997, 1998, and 4999 audit engagements. The firm of McGladrey & Pullen was selected as the new Village auditors. Fourth Quarter Statistics During the fourth quarter, Oak Brook Fire Department responded to 288 fire /rescue* related emergency calls and 266 emergency medical calls. 'For purposes of reporting, emergency calls are divided into two primary categories - Fire and EMS. It should be noted that the Fire /rescue category represents not only fires, but also fire alarms, car accidents, natural gas leaks, hazardous materials incidents, confined space rescue, water rescue, etc. The most significant fire occurred in December at 510 Abbeywood Ct. Of the 53 random quality assurance, surveys which were sent to patients who were transported by our Oak Brook ambulances during the third quarter* * of 1997, 21 were returned. The overall service rating by respondents was 9.7 on a 10 point scale, with 10 representing the highest rating. There were numerous write -in comments about how kind and considerate the paramedics were. "Third Quarter results are reported in the fourth quarter due to respondent lag time. In the survey respondents are asked to rate the emergency medical service they received in the following six categories: ambulance response time, appearance, professionalism and courtesy of paramedics, quality of emergency medical care, and condition of ambulance /equipment. 1997 Annual Statistics For the entire year of 1997, Oak Brook Fire Department responded to 1021 fire /rescue * related emergency calls and 988 total emergency medical calls. Total emergency calls increased by 218 between 1996 and 1997. This represents an overall 11 % increase in emergency responses. Staff has become comfortable with the migration. Statistics formatting still needs to be addressed. • During the holiday season, video circulation soared and book circulation fell. • "Revealing Renoir Portraits' and "Fright Night” were two of thirty -four programs offered during the quarter which drew an attendance of 520 people. • Oak Brook Library Foundation organizers met to develop bylaws ior this PC;tential association. • Volunteers donated 103 hours of service to the Library during October, November and December. One was a loaded 9mm and the other a stun gun. The other 2 were recovered during retail theft arrests One of those was a loaded 9mm and the other a loaded 357 The Oak Brook Police Department cleared two separate incidents of robbery in the shopping center were purses were taken from female victims. Both were. discovered, after intense investigations, to be false allegations and charges of filling a false police report were brought against both subjects. A warrant was obtained for a subject charged with embezzlement of $43,500. The increase in Property Reported Stolen is due to two burglaries that occurred in the fourth quarter of 1997 and $298,855 worth of jewelry, furs and gold coins were t -tken. The property recovered from these burglaries was $51,000 which resulted in the increase in property recovered. CRIME PREVENTION I PUBLIC RELATIONS: For the first time, the Oak Brook Police Department joined with the Villages of Clarendon Hills, Hinsdale, Burr Ridge and Willowbrook to develop a Red Ribbon Week Kick -Off on October 19th, held in Clarendon Hills Park The Oak Brook Police Department and Butler School District #53 once again joined together to celebrate Red Ribbon Week, October 200' through October 241h. Each child in the district received a red ribbon gift for every day of this week. This year's theme was "WORKING TOWARD A DRUG FREE COMMUNITY." Ofc. Nugent, Mucha and Mario once again participated in the Forest Glen Subdivision Halloween Parade providing a parade escort and participating in games. (c) Increase in mileage due to good weather conditions allowing unto start earlier. (d) This'number is mainly a result of bulb outages, and therefore, can change dramatically from year to year (e) As with asphalt usage, in-house striping has been dramatically reduced due to the pavement projects which include pavement striping, (f) This increase was due to the extremely late "leaf fall' which necessitated working more weekends than normal (g) Most of the tonnage in 1996 was attributed to converting stone pathways to asphalt. (h) Most of this increase is due to new water meters being installed in the Berkshire "townhouse" development on Meyers Road in Oakbrook Terrace. UPCOMING ACTIVITIES FOR THE 1st QUARTER Obviously personnel will still be heavily engaged in snow /ice control and the repair of water main breaks, Additionally, we will start up our annual water meter replacement program wherein meters 10 years and older are replaced with new meters. Pending Board approval, new contracts will be negotiated for landscape, tree pruning, and janitorial services as well as traffic signal /street light repair services. The two important event categories enjoying significant increases are our Civic Functions and our Weddings. The golf course routinely uses the $/RD statistic to gauge the effectiveness of pricing decisions and program changes while eliminating poor weather conditions as a factor. The attached information reflects a good weather year for the golf course. In comparison to 1996, rounds of golf are up 12 %. The S% increase in greens fee revenue per round of golf is consistent with the rate increase. Using the $/RU statistic, most of the price increases for 1997 were passed through to the customers without a decrease in activity attributable to the price change. The number of vending machines has decreased from seventeen licensed last year to twelve this year. This is due, in part, to our ordinance requirement of a location and locking device of these machines within an establishment. Taxi cab driver license applicants have increased with the second cab company licensed in Oak Brook. The report does not indicate this due to the eight week process of our criminal background check with the Illinois State Police. Applicant fees are required at the beginning of the process and then issued a license if all requirements are met according to our Village ordinance. • Recodification: Staff is near completion of comprehensive revisions to Chapter 12, Public Works, of our Village Code. Staff will further incorporate the new storm water ordinance from Du Page County into our Village Code. Upon the completion of these two Chapters, we will begin the process of recodifying our Village Code to an 8 % by 11" Code Book.
