This marks the 19'x' time that the Village has received this award. • The 1997 Municipal Budget was completed this quarter. The Finance Department coordinated the financial aspects of the budget process, which involved entering of all budget data into the computer system, preparing all payroll projections, producing all of the spreadsheet information found in the budget document, and attending all budget meetings between the Village Manager and Department Heads. The format was significantly enhanced this year, with the 1997 Budget being submitted to the Government Finance Officers Association's Distinguished Budget Award program. • All year -end tax reporting has been completed. W -2s were issued to employees on January 2, 1997. Final fieldwork for the 1996 audit is scheduled to begin on February 3, 1997. • During December Mary Meranda was promoted from the receptionist position to the account clerk position responsible for the Sports Core. Rita Labedz- Teune, the Sports Core Account Clerk for over 10 years, has transferred to the Account Receivable Account Clerk position. Commentary on the financial information: The budget /actual comparison of revenues and expenditures reflects substantially all of the year - end adjustments required for our audit. Since generally accepted accounting principles require that our audit report be on an accrual or modified accrual basis of accounting, some variances to the budget will arise since we budget on a cash basis Prior to these year-end adjustments, two funds had expenditures that exceeded the annual budget. The Garage Fund was over budget primarily due to rising gasoline prices exceeding our budget projections The Self- Insurance Fund was over budget due to a poor claim year as compared to favorable years in 1994 and 1995 In 1996 we had three separate individuals exceed the Village's stop -loss limit of $25,000 as compared to only one in 1995. In addition, there were several claims that just missed hitting, the $25,000 limit in 1996 As the insurance claims comparison indicates the number of claims is also tip substantially over 1995. This is due primarily to a change in the way claims are submitted Effective July 1, 1996 claims have been submitted directly to our third party administrator as opposed to submitting them to the Village. With Village Submittal, employees tended to accumulate many claims and submit them ail with one claim form. Now most are submitted individually by the service provider. Library staff continues to seek temporary solutions. (A security system is anticipated in the new building which will help control this problem.) It does aQf include any time donated for the Friends' book sale or the referendum effort. • The first Used Book Sale took place which resulted in $500 of materials for the Youth Services department being donated to the Library by the Library Association. Secret Service, B.A.T.T L.E. and the Oak Brook Police Department lead to the arrests of two men on charges of Insurance Fraud and Arson. The case began when one of the men falsely reported his car being stolen from Oak Brook Center. - A surveillance led to the arrest of a woman for violation of trademark laws, her arrest on two warrants stemming from a check fraud scheme and additional intelligence on a wider ring of counterfeiting; which aided an investigation being conducted by the State's Attorney's office. The same investigation led to two more arrests in Wheeling for similar offenses. - A surveillance on a suspect in OBC which - following a brief pursuit - led to the arrest of a woman on charges of Forgery and Theft, the recovery of property stolen during a pick- pocketing in Chicago, and cleared other forgeries in Downers Grove - The Oak Brook Pclice Department participated in a county -wide prostitution sting which netted 28 arrests in the county including two in Oak Brook. A total of 10 agencies plus the State's Attorney's Office were involved and similar operations in the future are anticipated. ACCREDITATION: - During the fourth quarter of 1996, the CALEA team's activities continued to be involved in the following. 1 Reviewing and rewriting polices. A 2. Participating in Illinois Police Accreditation Coalition (IPAC) training programs and mock assessments. 3 Researching and collecting proofs of compliance with applicable CALEA standards. During the first half of 1997 there will be an on site assessment and our goal is to be accredited by July of 1997 CRIME PREVENTION / PUBLIC RELATIONS: During the fourth quarter, the Crime Prevention Unit along with the Detective Division and the DuPage County States Attorneys Office hosted the annual retail theft seminar for all mall merchants which was held at the Renaissance Hotel. Over 70 people attended which was well received Oak Brook Police Department and Butler District #53 joined together once again for Red Ribbon Week October 21, 1996 through October 25, 1996. It is not clear why there is an increase in the accidents for the fourth quarter of 1996 compared to the fourth quarter of 1995. It is possibly due to an increase in activity in the 4SC during the holiday season together with weather conditions. TRAINING: The increase in training is due to the Department embarking on a new training program for 1996. The Police Department was able to send more officers to specialized training courses such as: 1. 40 Hour Death Investigation Course 2. 40 Hour Crime Prevention Officers Course 3 40 Hour Advanced Hostage Negotiations Course and 4. 40 Hour Crime Scene TechnokW Workshop The above along with more in- house training such as Juvenile Law and ASP Training for all sworn personnel increased the npmbers for the 4th quarter. (c) Discontinued sweeping for two weeks for Spring Road patching project (d) Includes pavement markings for Spring Road. (e) No 'tin- house" drainage projects were undertaken this year. A few small projects will be incorporated with larger projects funded through the Stormwater Management Impinvements program. (f) 96 pruning conducted in Spring. Areas pruned contained far less number of trees than areas in 1995. (g) Due to the purchase of an additional vacuum type leaf machine, more leaves were collected and disposed of more efficiently, requiring less need for over -time work. (h) With asphalt placed on more sections of previously "stone" pathways, need for maintenance and materials was far less (i) Subject to issuance of new home /building permits (t) New program wherein approximately 500 meters are changed out annually. UPCOMING ACTIVITIES FOR THE 1st QUARTER We will continue our water meter replacement program wherein meters 10 years and older are replaced with new meters. The engineering evaluation of our high pressure zone (SW quadrant of town) should be completed, After which, we can enter into the design phase and ultimately, construction to enhance system pressure to this area. Open Claims - Number of on -going claims as of the start of the quarter. 3. New Claims This Quarter - New claims that occurred during the quarter. 4. These events were the best attended events this year (except for the annual Independence Day party), with 200+ adults and children In attendance at each event. These two events were open to all Oak Brook residents and were advertised through a mailing. Due to snowfall early In the winter season this year, we were able to "kick off" cross - country skiing prior to Christmas. The VRD information shows that the greatest effect on poor revenues is low rounds of golf. The S/RD statisstic for the mAjor revenue categories has changed very little from a '95 vs. '96 comparison. The record heat in 1995 caused an increase in the S/RD statistic for cart usage and lounge sales (beverages). The record heat also caused s decrease in the usage of the driving range for 1995. The reverse is true in 1996. A very mild summer shows a decrease in beverage/ lounge sales and cart usage. The mild temperatures caused an increase in driving e aligc, Image over 1995. The usage of the $ /RD statistic is very useful to eliminate most weather conditions as a factor, although it does not eliminate extreme weather conditions like those experienced in 1 995.
