RECOMMENDED MOTION: I move that the Village Board waive further bidding since the State of Illinois already conducted the bid process and issue a purchase order to Miles Chevrolet, Decatur, Illinois for one (1) 2017 Chevrolet Tahoe PPV Police Interceptor 4WD in the amount of $37,508. Further, I move that the Village Board waive further bidding since the Suburban Purchasing Cooperative already conducted the bid process and issue a purchase order to Currie Motors, Frankfort, Illinois for two (2) 2017 Ford Utility Police Interceptors AWD in the amount of $58,292 ($30,292 - Unit 313 and $27,999 - Unit 316), and approve Resolution R-1621. Background/History: This item was deferred at the February 28, 2017 Board meeting in order for staff to gather information requested. Attached is a memo from Chief Kruger detailing additional information for the purchase of the police vehicles, and reports from the Public Works Department listing year-to-date, life-to-date, and last year's equipment and fuel costs for Units 303, 313, and 316. BOT AGENDA Page 1 RG Three (3) police vehicles were scheduled for replacement in 2017: 303 — a police patrol unit, 313 —an administrative/detective unit, and 316—a CSO unit. In September of 2016, the Village staff met to consider the following factors for each vehicle prior to reaching a 2017 vehicle replacement budget recommendation: years in service, miles driven, engine hours, maintenance history, anticipated maintenance costs, resale value and potential for use by other departments within the Village. Staff is recommending the replacement of all three(3) vehicles. Also, Unit 313, a Ford Escape, is not rated for"special service"and has failed to consistently meet the performance needs of the police department. The table below reflects the recommendation of the committee. Units 303, 313 and 316 will be sold through the State of Illinois iBid Program (an ordinance to declare the vehicles surplus will be presented at that time). By replacing these vehicles this year, the Village will maximize the sale of the vehicles at auction. Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled Statutes, the Village is permitted to join with other governmental units in order to benefit from cooperative purchasing arrangements. If approved on Tuesday, delivery is expected approximately 90— 180 days after receipt of order. Recommendation Staff recommends that the Village Board waive further bidding since the Suburban Purchasing Cooperative and the State of Illinois already conducted the bid process and issue purchase orders to Currie Motors, Frankfurt, Illinois for two (2) 2017 Ford Interceptors AWD in the amount of$58,292, and to Miles Chevrolet, Decatur, Illinois for one (1) 2017 Chevrolet Tahoe PPV 4WD in the amount of $37,508.00, and approve Resolution R-1621. Kruger Jr., Chief of Police DATE: March 14, 2017 SUBJECT: Additional Information Police Vehicle Purchase The Police Department is requesting three vehicles to be replaced in 2017. The Department currently deploys nineteen vehicles throughout its fleet. As part of the analysis on vehicle replacement, the Fleet Management Committee meets, pursuant to the administrative policy dated January 10, 2012. Several factors are used in determining replacement including service life, maintenance records, change in usage, and future planning. The three vehicles designated for replacement in 2017 were so selected based upon that criterion. All vehicles are spec'd out through a state or local purchasing cooperative bidding process that has a March deadline. When managing a fleet of nineteen vehicles, we must take a systems approach. This includes looking at several years into the future to assist with planning and budgeting. As you know the Police Department experienced a couple of unexpected crashes that totaled two of our front line patrol units. Those units were replaced with the assistance of the offending driver's insurance that saved the ERF approximately $45,000. However it also required the purchase of two vehicles a year sooner. We would have been due to purchase five vehicles this year,but were able to reduce that to three. It will also require us to plan for eight new vehicles in 2019. Should we push the vehicles from 2017 into 2018 that may require the push of vehicles in 2018 to 2019 that would in turn make 2019 a tremendously costly year. As we look at the three specific vehicles slated for replacement for this year, they each have articulable reasons to make these purchases now. There is also an overarching philosophy that must be decided by the Board as to how we proceed in the future. The first vehicle, Unit 303 is a front line police patrol unit. It is a 2014 Tahoe that is the last 20 squad. It is the last vehicle not to have a rear back up camera nor Bluetooth. The rest of our front line marked fleet have these two safety features. It is projected to have approximately 70,000 miles at time of changeover. Unit 313 is the last Ford Escape administrative/detective vehicle in the fleet. The previous assistant village manager made the decision to buy the four Escapes for the police department, at the department's opinion otherwise. The Escapes were not suited for police duty, kept going in for repair and proved to be a failure. Last year we did repurpose two of them for Public Works use. The last one is not driven except when absolutely needed since it is not reliable. The third vehicle is unit 316, a 2012 4x4 Tahoe that was originally a watch commander's front line police unit that was already repurposed as a CSO vehicle to get a few more years out of it. It is now beginning to experience issues and will be out of warranty very shortly since it is five years old now and is projected to have 65,000 miles by Fall. As I mentioned previously, we must make a decision on the philosophy of managing the fleet. There are two basic alternatives. Some communities drive a vehicle until the wheels fall off. Generally,the police department will use a vehicle as a front line patrol unit until it hits around 70 to 80,000 miles. Then the vehicle is transferred to public works or the building department and then driven another 30 to 40,000 miles. During that latter portion of the life cycle, the vehicles are generally in for repair more often and use a significantly amount more fuel since they were originally high performance police pursuit vehicles. The cost of ownership rises exponentially. The second alternative is what we have been using for several years. Prior to my arrival, it was decided to keep vehicles for a predetermined timeframe based upon years, mileage,and maintenance history. This would cycle a police patrol unit at approximately three years, up from two prior to 2008, an administrative vehicle five years, and purchase new smaller, fuel efficient pool vehicles for the building department and Village Hall. This has significantly reduced the maintenance of these vehicles and increased fuel economy. Virtually every major repair has been under warranty leaving only preventative maintenance and specialized equipment repair. Another significant benefit has been resale value. The Tahoe's, especially when we changed to black, with white wrap removed at resale, have seen the tremendously high values. The last two vehicles sold at on-line auction for$14,000,reducing the price of a new vehicle from $37 to $23,000. 1 believe the philosophy we have been working under in the Village for the last five years has proven to be extremely cost effective. It has also been a good balance between giving our most expensive resource, our people, the best equipment possible while being good stewards. The vehicles our officers drive serve as their office for twelve hours a day as well as provide them the means to respond to calls for service by our residents in as safe a manner as possible. As an added factor, the Village's Fleet Services Department has been in transition as one mechanic has retired and the second has been out on injury most of 2016 and part of 2017. Should we have had a much older fleet, we would have had a strain on service and reliability. While the study is forthcoming, we should see the current configuration as an opportunity to continue to keep our costs down into the future. I would appreciate the Board consider this purchase for 2017 as we continue to work under a fleet management plan that has proven to be successful and cost effective holistically. and WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of government in cooperative purchasing plans when it is in the best interest of the Village; and WHEREAS, the Village participates in the State of Illinois purchasing program ("State'l, which permits local governments to purchase commodities and services according to contracts bid and negotiated by the State, resulting in significant savings for the Village; and WHEREAS, the State sought bids for the purchase of SUVs and identified Miles Chevrolet of Decatur, Illinois("Miies'l, as the lowest responsible bidder; and WHEREAS, Miles bid to sell a 2017 Chevrolet Tahoe PPV Police Interceptor 4WD for $37,508; and WHEREAS, the Village participates in the Suburban Purchasing Cooperative ("SPC'J, which permits local governments to purchase commodities and services according to contracts bid and negotiated by the SPC, resulting in significant savings for the Village; and WHEREAS, the SPC sought bids for the purchase of the Police Utility Vehicles and identified Currie Motors of Frankfurt, Illinois ("Currle'l as the lowest responsible bidder to provide the Vehicles; and WHEREAS, Currie bid to sell two 2017 Ford Utility Police Interceptors AWD for the total amount of$58,292; and WHEREAS, because the State and the SPC already conducted competitive bidding processes for the purchase of the Vehicles, the Village staff has recommended that the Village waive competitive bidding and approve the purchase of the Vehicles from Miles and Currie; and WHEREAS, in addition to the cost of purchasing the Vehicles, there will be additional costs of approximately$19,700 for the purchase and installation of equipment; and WHEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to so waive competitive bidding and to approve the purchase of the Vehicles from Miles and Currie and also the necessary equipment; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals.
