Ginex, Village Manager Stewart Diamond, Village Attorney BUDGET SOURCE/BUDGET IMPACT: N/A RECOMMENDED MOTION: A Motion to Approve RESOLUTION 2017- ISHTA-R-1626 A Resolution Regarding The Illinois Tollway Authority and Consultation,Cooperation To Share Information,Confer with Affected Municipalities and Allow Broad Public Input into Tollway Expansion. Background/History: The Illinois State Toll Highway Authority started planning over two years ago to reconstruct and possibly widen the central Tri-State Tollway. Over the last two meetings, some residents have come forward to voice opposition about any expansion to the Tollway from 95`b Street to the Balmoral Exit as it would severely impact their property. Staff has been directed to bring forward a resolution stating we would like to collectively work with the Tollway administration in an effort to bring forth resident concerns through public input before any decisions are made. Recommendation The resolution is passed and forwarded to the Illinois Tollway Administration. �G BOT AGENDA Page 1 RESOLUTION 2017-ISHTA-R-1626 A RESOLUTION REGARDING THE ILLINOIS TOLLWAY AUTHORITY AND CONSULTATION,COORDINATION COOPERATION TO SHARE INFORMATION,CONFER WITH AFFECTED MUNICIPALITIES AND ALLOW BROAD PUBLIC INPUT INTO TOLLWAY EXPANSION WHEREAS, the Village of Oak Brook, while a municipality of less than 10,000 residents, has a daily influx of more than 75,000 employees, visitors and commercial customers, relying upon efficient, expeditious and well-planned transportation networks;and WHEREAS, the Village works closely with the Chicago Metropolitan Agency for Planning ("CMAP") to develop an understanding of priorities for CMAP's 2050 Planning Period to meet federal requirements for surface transportation systems linked to interstate commerce, in which the Village participates along with the Illinois Tollway Authority(the"Tollway"), and the Village integrates the concerns of its full-time residents to maintain, protect and build the property values, unique community aspects, and restrained good taste of the Village with paramount concern to limit noise produced by traffic on the Tollway;and WHEREAS, the Tollway is charged with administering, maintaining and improving 286 miles of roadway, portions of which run alongside residential areas of the Village, and the Tollway is projected to invest $84.8 billion in infrastructure and operational spending between 2019 and 2050; and WHEREAS, CMAP offers Local Technical Assistance ("LTA") programs to implement long term surface transportation planning for projects including the proposed maintenance and expansion of 1-294 from 95`h Street to the Balmoral Exit (the "Tri-State Project"), in concert with the Tollway;and WHEREAS, Village has worked productively and proactively with CMAP and the Tollway, and expects to continue to do so in relation to the Tri-State Project; and WHEREAS, the elected officials and citizens of the Village appreciate the fact that the Tollway is open to assessing and understanding all constituent groups including municipalities, to embrace and extend transparency of information and participation in all aspects of planning the Tri-State Project with serious, sustained and effective local input;and WHEREAS, the Village wishes to contribute to the Tollway's efforts to engage in planning for the Tri-State Project with the goal of insuring citizen participation and protection of residential investment in property and in community values to be protected from any externalities incident to the Tri-State Project; and WHEREAS, the elected officials of the Village have each been approached by residents and property owners imploring the Village to seek solutions to noise issues and exacerbation of property value impairments potentially aggravated by plans to implement the Tri-State Project; and WHEREAS, the Village brings the collective concerns of its residents to a dialogue with CMAP and the Tollway to resolve important concerns related to and triggered by the Tri-State Program. NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Village Concerns. The Village wishes to express in this first section of the Resolution a list of concerns developed by our staff and expressed to us by our residential and commercial residents. Those issues are as follows: A. Tollway Lane Expansion B. Sound wall relocations along affected Oak Brook Subdivisions C. Independent testing on the effectiveness of any new or existing sound walls Resolution 2017-IS HTA-R-1 626 A Resolution that the Illinois Tollway Authority Provide Information,Confer with Affected Municipalities and Allow Broad Public Input Before Making Any Decisions Regarding Tollway Expansions in DuPage County Page 2 of 2 D. Any additional condemnation of private or public land, and E. Location of any additional toll way entrance or exit ramp construction Section 2: The Village looks forward to meeting with the Tollway and CMAP officials directly, in addition to and as a complement to planned public meetings,to insure that the concerns of Village resident abutting 1-294 have a full and comprehensive forum to express their concerns. The Village promises to send representatives to such focused meetings,to provide technical knowledge and practical experience regarding the challenges facing the residents of the Village who reside in immediate proximity to the Tri-State Project. Section 3: Effective Date. This Resolution shall be in full force and effect immediately upon its passage and approval in the manner provided by law. Copies of this Resolution shall be sent to key representatives of the Illinois Tollway Authority who function both in executive and administrative capacities.
