Veitch, Village Manager.. SUBJECT: Quarterly Reports As discussed last year, the departmental quarterly reports have been redesigned beginning with the first quarter of 1996. Although format has not been strictly regimented, the departments were asked to adhere to a consistent approach whereby the key volume and performance indicators for each department were identified and, wherever possible, are reported for the current quarter and for the year to date, compared to the same periods a year ago. Brief narratives noting the highlights of the quarter past and the quarter to come ae .r included in many of the reports. The result is that some of the information fortrerly included in the reports has been retained. some dropped, and new and more relevant information introduced to several of' the reports. In soane cases, we anticipate further evolution in content. If there are items of information that the Board would like to see added, please list us know. Since the Board receives a substantial amount of financial and budget information on a monthly basis. the quarterly reports, other than the Finance Department report, do not contain a great deal of such data. The Finance Department report includes a revenue and expenditure recap through the end of the quarter for each fund (excluding the pension funds) and ra comparative treasurer's ivt -x)rt through the quarter and the same period in the prior year. Another obiective in redesigning the reports was to make them more concise. The audit report and management letter were distributed to the Board on March 29, 1996. We intend to submit the audit report to GFOA for consideration for the Certificate of Achievement for Excellence in Financial Reporting Award, which if successful will mark the 19th time the Village has received this award. • We have implemented the monthly budgeting portion of the 1996 Budget and have held two meetings with each department as to the status of the 1996 budget and objectives. • Investment policies for the Police and Firefighters' Pension Funds were adopted this quarter, both of which were 1996 Village Board objectives. • Staff has completed preparation of a set of questionnaires to be used during the demonstration portion of the Information Systems project. This will assist us in determining which software vendor best meets the needs of the Village. • We have successfully implemented the cost accounting objective at the Food and Beverage operation. This involves tracking food cost, beverage cost, labor cost, and certain overheads on an event by event basis. I would anticipate that a report for the first quarter will be available in mid-May. • All year -end tax reporting, including W -2's and 1099's, was completed during this quarter. Prepared the financial sections of the new "Annual ,Report to Shareholders" that was issued as an insert in the Village newsletter. » The actuarial reports on the Police and Firefighters' Pension Funds were received in early March and are awaiting consideration by each respective Fund's Board. Once approved it will be brought before the Village Board for your consideration. The reports indicate a eery slight reduction in the Village's contribution percentage and that both Funds are still well over 100% funded. Commentary on the Statistical Information • The insurance claims comparison indicates a substantial decrease in claims from the same period in 1995. The 1995 claims were unusually high due to two surgeries totaling $30,000 during this period. The 1996 claims are low due to the receipt of stop loss reimbursements totaling $31,021 which related to claims paid out at the end of 1995. This report is among the first items to be printed on the new stationery. The Library was the drop -off point for donated books for the Used Book Sale sponsored by the Library Association. Resident response has been very strong. All new or vacant staff positions were filled during the quarter. Sunday hours were begun on March 3 Expanded Friday and Saturday hours began in January. Automation Circulation, Technical Services and Library Administration staff attended DuPage Library System (DLS) meetings setting parameters for the migration to the Ameritech Library Services automation system. Migration date is still targeted for mid- to late - August 1996. The personal computer given to the Library through a grant from the Secretary of State arrived in March It is installed. Poiicies are in progress for public access. Staff is learning to use the various CD-ROM programs The OCLC profile was sent to the State for approval and programming. OCLC will be available for cataloging by late April or early May. First Search, an OCLC reference tuol, was programmed into the Resource Desk terminal The Library now has access to Medline, ,ERIC and Worldcat. This service is provided by a "Live & Learn" grant to DLS through the Secretary of State's office. Technical Services staff attended a MARC Format Integration seminar at DLS. The integration is already in use on OCLC and will facilitate cataloging of nonbook materials New Library Building Issues Architectural firms were interviewed for the concept design phase. Negotiations are n progress. A draft of the Library Building Plan was distributed to staff and commission president for comment. The Library Director attended seminars on library buildings and electronics at the Public Library Association conference Circulation, Reference and Programming Statistics are attached. Sunday, thus far, has proved to be a day of reference questions and low circulation. Increase in property damage increase due to house fire (arson) in March. TRAFFIC: One of the major factors affecting the traffic statistics for the first quarter is the number of officers on patrol at any given time. Injuries due to on -duty accidents has negatively effected the number of officers. Our department has had at least three officers off duty to injuries. In addition, we have lost four officers in the last eight months due to attrition and retirement. At this time, we have replaced one of those officers with a new recruit. In all, our overall shift coverage has declined due to these factors. CRIME PREVENTION /PUBLIC RELATIONS: Crime Prevention officer met with members of the Forest Glen Neighborhood Watch Committee to discuss signs for the subdivision, quarterly newsletters and how to heighten interest. Woodside Estates will also be joining the Forest Glen Neighborhood Watch. During the month of February, 55 fifth grade students graduated from the D.A.R.E. Program at Brook Forest School. ACCREDITATION: During the quarter, the CALEA Team's activities involved the following: 1. Reviewing and rewriting policies 2. Participating in Illinois Police Accreditation Coalition, (IPAC) training programs and mock assessments 3. Researching and collecting proofs of compliance with applicable CALEA standards The police department continues to make steady progress toward achieving Nationu4 Accreditation. Code Review: Participated in meetings to review Code and drafting of license applications • Lobbying: As an Executive Board member of Municipal Clerks of Illinois and President of Municipal Clerks of DuPage County, I have been actively lobbying for the Unfunded Mandates and Motor Voter issue. I have traveled to Springfiel, -, spoken at area meetings and drafted packets of information for all 33 Municipal Clerk! in DuPage County to assist notifying their legislators of our position.
