Kallien, Jr., AICP, Community Development Director BUDGET SOURCE/BUDGET IMPACT: NA RECOMMENDED MOTION: Concur with the Staff recommendation to permit a temporary summer market on the Oak Brook Park District property subject to the attached conditions. Background/History: In the attached, you will find a request from the Oak Brook Park District seeking our comments regarding a proposal to permit a summer market to operate on their racquet club parking lot for approximately six hours (9 am. through 3 pm.), on seven consecutive Thursdays, between June 30, 2011 and August 11, 2011. The District is anticipating 8 -10 vendors to sell fruits, vegetables, breads and other products. From a Village Code perspective, formal summer markets (i.e., farmers markets) are permitted in the Village's business districts as a special use. If you recall, over a year ago, the owners of the Oak Brook Promenade were hoping to create an additional amenity at their center by creating a formal farmers market with the goal of drawing additional customers to the property. Under the Promenade's proposal, the property would have had permitted a significantly larger farmers market to operate throughout the spring/summer months. To date, they have not pursued the matter any further. In this request, the Park District is requesting a temporary arrangement to permit a small summer market on their property. It is their goal to offer this amenity to the residents of both Oak Brook and the Park District. Recommendation: In the spirit of cooperation between Oak Brook and the Park District, Staff recommends approval of this temporary request subject to the following conditions: 1. It be limited in scope to the identified location (racquet club parking lot) and timeframe (9 am. through 3 pm., on Thursdays, from June 30, 2011 and August 22, 2011); and 2. Oro Background For centuries, markets in which individual vendors sell food, clothing, books and flowers have been a central feature of urban life. In Paris, public markets are synonymous with French culture and style, as expressed through fresh food and drink, flowers, clothing, arts and crafts and jewelry sold by local vendors in open air. In fact, markets are so vital to the culture and economy of France, that almost all markets are municipally owned or authorized. The public market is one of the oldest and most enduring forms of retail commerce providing the individual retail entrepreneur with the ability to get started in retail business for a relatively little capital. Our partners Bensidoun USA, Inc. are coordinating this market and Oak Brook Park District will not receive any compensation or benefit from the market sales and profits. Location Oak Brook Park District Racquet Club Parking Lot 1300 Forest Gate Rd Oak Brook, IL 60523 Advertising Oak Brook Park District will utilize a variety of methods to advertise the inaugural season of their Summer Market. Social media including Facebook and Twitter will give patrons updates and reminders about the market each week. Print advertising in local sources will run ads promoting the market. Banners at Forest Gate and Jorie Road will be displayed each week before and during the market. Our summer program guide will also promote the event to those who receive it. • Page 2
