We have received a drab of the financial statements and management letter and expect to have the final reports issued on April 23, 1 999. • We have made significant progress on the conversion of water billing to the new Pentarnation soilware (our last conversion). Additional staff training took place in March and we continue to test the program converting the data from the old system to the new system. We are on target to go "live" on the new system in early May. • The following projects were completed during the first quarter: all year-end tax reporting, monthly allocations of the 1999 Budget, retroactive pay calculations and implementation of the new labor contract for represented firefighters, application for reimbursement from FEMA related to the snow emergency of January 2 and 3, the request for proposal for banking services, and the actuary studies of the Police and Firefighters' Pension Funds. • Due primarily to the performance of the investment in the Illinois Metropolitan Investment Fund (IMET) during February, 1999, the Comparative Treasurer's Report indicates that we are trailing our benchmark rate by .34% through March 31, 1999. Since IMET is a fund which is "marked -to- market ". changes in interest rates, in addition to interest received, will impact the performance of this investment, During February, interest rates rose fairly dramatically. This change reduced the value of the Village's investment in IMET, and we in fact had a negative return for this month. In addition, the impact of this negative return is multiplied since this is the March quarterly report, and thus this performance is weighted by only three months as opposed to twelve moths if this change were to occur in December. IMET is a AAA -rated and professionally managed fund (of which the Village is a voting member). As of March 31, 1999, IMET's total return for the trailing 12 months was 5.74 %. • The Insurance Claims Comparison indicates an increase in health insurance claims over 1998, While we currently have approximately $15,000 of stop -loss reimbursements in process, this increase is ,still significant. At the present time, the Village has 2 individuals over the $25,000 specific stop -loss limit and 7 individuals with claims between 510,000 and 525,000, which is well above average. Most of t►_iese claims involve surgical procexiures. and has resulted in claims for the first nine months of the plan year ended June 30,1999 tee be higher than in 1998. Equivalent premiums, which were last increased on July 1, 1997, will likely increase as a result of the elevated claim levels at the next renewal date of July 1,19'99. Attached are more detailed statistics. Emergency Response Statistics During the rim. t quarter of 1999 Oak Brook Fire Department responded to 303 fire/rescue* related emergency calls and 261 emergency medical calls, totaling 564 emergency calls. This is an increase of 1210 in emergency calls during the same period in 1998. This continues the trend of significant annual increases in emergency calls since 1992. This increase resulted from two structure fires; one was a kitchen fire in a residence, and the other a fire in the banquet hall of the Hyatt Hotel. It should be noted that the sprinkler system at the hotel prevented a much more significant dollar loss. While there was a $36,950 dollar loss in the first quarter. the percent of property saved compared to the value of the buildings was over 98 %. Emergency Medical Services There were five significant emergency medical incidents in the first quarter requiring extrication and/or rescue. A total of thirteen (13) patients were treated in those five incidents. Of the 60 random quality assurance surveys that were sent to patients who tT -ere transported by our Oak Brook ambulances during the fourth quarter* of 1998, 20 were returned. The overall service rating by respondents was 9.85 on a l0 -point scale, with 10 representing the highest rating. There were numerous write -in comments such as "the ambulance paramedics were true professionals" and "they stopped by to see me (at the hospital) on their way out ... great guys!" The project is expected to he referred to the Plan Commission soon. • Approximately 3300 books are being held in off -site storage currently. The intent of the off -site storage program is to use the limited shelf space for the most current and most used materials. Materials which are useful for depth of collection but are not heavily used are selected for temporary storage. Low frequency of use does not always equate to lacle of usefulness in the collection. The Library averages one or two calls per week f.,. stored materials. While selected for storage because they have had low circulation, it is expected, if readily available on open shelves the use would be greater. This program, instituted by the Board in 1998, has proved to be very helpful in serving Library borrowers and in preserving the depth of the collection in preparation for the expanded space of the new building. • The Library experienced several false burglar alarms recently. Repairs were made including rerouting of sensors. All of the alarms were investigated, none were real. Thanks to staffs in Communications, Police, Public Works and Library for assistance. • The statistical report is attached for the First Quarter of 1999. Comments on the data: 1) Periodicals are rising at a seemingly over-tepid rate. In the Geac automation system, periodicals were counted by title. In Qynix, each issue is counted as a "holding." This involves holdings modifications throughout 1998 to date, and is first seen in this report with comparative data. This change makes It possible to follow up on missing issue and delivery problems through the serials module, the ae°indical holdings reflects, all issues, not number of titles, held in current and balckflles in the Library. (Periodicals are not stored off - site.) 2) A new section on the statistical report is Public Computer Use. Pubflc access to Internet and other computer applications began In October, 1 .
