Commercial Construction ,activity The $2,000,000 renovation at the Drake should be completed by June 1, 1998. The Radiological Society of North America building at 820 Jorie Boulevard anticipates a partial occupancy by late summer. We have received plans for a new five -story office building to be located on the old Sunbeam property on York Road (north of 22`d Street on the east side of York Road). Oakbrook Center Cl�date The old Skolnick's bagel shop /deli is undergoing renovation by the Sbarro pizza owners and should be open in four to six weeks. We have gone "live" with the general ledger, payroll, accounts payable, purchasing, and cash receipts applications on the Pentamation System as well as the golf course portion of the Smyth Systems. The remaining applications should be implemented sometime during the second quarter. • Both the Police and Firefighters' Pension Funds have spent a considerable amount of time regarding the new legislation which expanded investment options for pension funds. The most significant part of this legislation increases the limit on equity related investments from 10% to 35 %. It was the consensus of both Board's to move towards the full 35% over time (approximately two years), with both funds utilizing mutual funds for the equity investments. The Police Pension Fund has already revised their investment policy for the new legislation, and the Firefighters' is in final draft form and should be approved by the end of this month (both Village Board objectives). Over time this should increase the investment returns of the pension funds, which will result in lower Village contributions in the future. • Most of the work regarding the 1997 audit has been completed. We recently received the second draft of the financial statements, and anticipate the issuance of the final report in early May. In addition, the actuarial studies of both pension funds were completed this quarter. Attached are the delineated statistics. (Some statistics have been estimated, and total dollar loss for the first quarter is not yet available since fire report data entry is 30 days behind. Since there were no significant home fires in the first quarter, the dollar loss will be low.) Should you have more specific questions, please feel free to call me at the office or my home. First Quarter Statistics During the fourth quarter, Oak Brook Fire Department responded to 262 fire /rescue* related emergency calls and 241 emergency medical calls, totaling 503 emergency calls. This is an overall increase of 26% in emergency calls over the first quarter of 1997. *For purposes of reporting, emergency calls are divided into two primary categories - Fire and EMS. It should be noted that the Firelrescue category represents not only fires, but also fire alarms, car accidents, natural gas leaks, hazardous materials incidents, confined space rescue, water rescue, etc. Emergency Medical Services The most significant emergency incident for the first quarter occurred in January at the Clubhouse Restaurant. Sixteen patients complaining of breathing difficulties were assessed and treated. Six were transported to the hospital. Of the 57 random quality assurance surveys which were sent to patients who were transported by our Oak Brook ambulances during the fourth quarter* * of 1997, 16 were returned. The overall service rating by respondents was 9.9 on a 10 point scale, with 10 representing the highest rating. There were numerous write -in comments about how kind and considerate the paramedics were. "Fourth Quarter, 1997 results are reported in the first quarter of 1998 due to respondent lag time. In the survey respondents are asked to rate the emergency medical service they received in the following six categories. ambulance response time, appearance, professionalism and courtesy of paramedics, quality of emergency medical care, and condition of ambulance /equipment. A total of 27 students were certified in Cardiopulmonary Resuscitation (CPR) during the first quarter of 1998, as compared to a total of 19 certified during the entire year of 1997. Fire Suppression One new full time firefighter, Garry Watkins, was sworn in during the first quarter of 1998, replacing one of the openings created by retirement. PC replacement Authorization to purchase Gateway PC's was obtained PC's are being ordered as appropriate, to account for limited storage and avai,:.jle staff to complete the installations Sports Core applications Smyth Systems golf course application is active. Event Management system will soon be installed at the Bath & Tennis Club, with necessary training at Smyth Systems. Ticket Manager software Oak Brook is a Beta site for this application. Changes are being made to make it more functional for departments that need an automated parking ticket system (like us), without entering all of the information required for traffic citations. Web site creation Website design firm has been chosen Development will begin in May. Goal for bringing up initial site is July. In -house staff will then add the remaining website pages and provide future maintenance of the site. Year 2000 Village software and operating systems have been inventoried. She attended sessions in the library management and technology tracks. • Display case exhibits included Teddy Roosevelt Collectibles from the collection of Oak Brook resident Marilyn Wittemann, Mardi Gras and Women's History Month. The Oak Brook Public Library Foundation organizers completed the bylaws. The documents are in the process of being fled with the State of Illinois Statistics First quarter statistics are attached. As noted in the third and fourth quarter reports from last year, Dynix statistical capabilities are very different from the old Geac system. OBPL staff pushed, pulled and tweaked the reports to fit the Geac form while learning the Dynix reports through the last half of 1997. This quarter's report begins using Dynix terminology and definitions. Percent change numbers will be, at worst, impossible to give or at best, somewhat misleading until Dynix statistics are being compared to other Dynix statistics. Circulation and Use Count Definition of terms: Consortium library - Any member of the DuPage Library System automation cluster (who share the use and costs of the Ameritech Library Services Dynix software). Check orit - Any item loaned from OBPL for which OBPL takes responsibility. This includes most OBPL -awned items and all interlibrary loan transactions for OBPL card holders. 4 Transits - Loans of OBPL -owned items to other consortium libraries for which the receiving library takes responsibility and receives check; out credit. Total circulation - Check outs + Transits Use count - The number of times OBPL -owned items are checked out by anyone from any library. [Note: Circulation does not equal Use count because the library receives circulation credit for items owned by other libraries which are circulated through OBPL but no use credit. Also, the library receives use credit for its own items which are circulated by other libraries but not circulation credit. Example: 14 OBPL items borrowed from OBPL 4 interlibrary loans checked out at OBPL 3 OBPL items sent to consortium libraries for check out Total circulation: 14 Total use count: 13 Total transactions requiring staff /computer work: 17 This example is presented to aid clarity of definitions. Dynix does not differentiate a check out of an OBPL item from that of an interlibrary loan. Manual counts would be necessary to obtain that information. Geac had no capability to itemize use of a library's own collection materials. The use count will be helpful in collection management. Dynix does not offer circulation data by collection type as has been customarily reported to the Board. Comparisons between 1997 circulation and 1998 use count figures are an apples to oranges -type situation and would be misleading. Borrowers' Cards Resident cards: Geac counted all new cards and renewals of cards. Dynix counts only new cards. Renewals simply keep the expiring card from being invalidated in the database. Nonresident cards: Geac did not count nonresident or reciprocal borrower registrations. This was a manual count in which staff counted only paid nonresident cards. Dynix counts all nonresident and reciprocal borrower registrations. The percent change will not be meaningful until Dynix numbers are being compared to Dynix numbers. The number of registered borrowers reflects the number of valid card holders in the OBPL database. Current Ho!dings While using the Geac system, staff kept a manual count of newly processed items by collection type to identify both work done and collection management, Dynix offers "Current Holdings" data which can be compared on a quarterly basis to show changes I ' a Ask t within collections. These numbers used in tandem with the Holdings Added, Modified and Deleted figures show the technical work done during the quarter and aid in collection management. The holdings deleted data fulfills the requirement in the ordinance adopting the Collection Management Policy to report the number of collection withdrawals to the Board. Reference Transactions and Prograrns These counts have been and will continue to be manual. Of note this quarter is that while programs were up slightly, attendance was down. In March 1997, the Youth Services Division presented the Mad Science program which drew about 70 attendees, There was no special program during the first quarter of 1998 indicating that over all, regular program attendance was up slightly in 1998. Summary The report structure for Dynix and Geac are markedly different. The change caused more than a little consternation throughout the consortium libraries as the migration proceeded. However, with more local data becoming available and more understanding of the philosophical premise of Dynix, the consortium library administrators are growing more confident that the Dynix reports are giving us more accurate, usable information than was previously available. Dynix prepared us for this, but we needed to see how it worked on our own data. We then worked through the philosophical change from a collection -based system to a patron -based system - a worthy goal, but a complete retraining in our approach to technology. The most straightforward example of this approach is that Geac approached control of the collection as the highest priority. Materials were checked out to "Mending" or "Missing ". These numbers inflated circulation and provided skewed collection management data. In fairness to Geac, when the consortium began using the system, this was the best available technology and it was an improvement over paper files. Dynix "changes status" for mending and missing which does not affect circulation. (All consortium libraries saw a drop in circulation upon beginning to change statuses - a major reason for the consternation mentioned above!) But, in fact, the circulation statistic is more accurate and our collection management data is more usable I will be happy to attempt to answer any questions regarding this new statistical report or to go over the full report with any interested Trustee. Cavalier and Sgt. Borkovec went to the CALEA conference which was held in Vancouver Canada on March 18 - 21, 1998. They attended many training sessions such as Accreditation Manager Introduction, Forensics, Gang Awareness, Re- Accreditation Procedures and various other workshops. TRAFFIC: There was an increase in traffic activity all together due to 5 new officers on the street. Two new officers have completed the FTO program and have been on their own and 3 new officers are in the FTO program currently CRIME PREVENTIONIPUBLIC RELATIONS: Over sixty 51' Grade students graduated from the D.A. R.E. program during the month of February where many parents and community representatives were present. For the first time, Oak Brook Police joined with the Village of Clarendon Hills, Hinsdale, Burr Ridge and Willowbrook to develop a D.A.R.E lock -in held at Hinsdale Central High School on February 28`h for all D.A R.E. students from these communities. For twelve hours three Oak Brook Officers along with several other officers and volunteers from these communities spent their time with 302 D A.R E students, enjoying drug free activities The increase in association meetings is due to the planing of the D.A.R.E lock -in and the planning of the upcoming Oak Brook Citizen Police AcaJemy TRAINING: The increase in Professional Skills training for the first quarter of 1998 is due to 3 officers attending the police academy for a total of 1200 hours of training The increase in all the other areas of training is due to more officers being available to go to training now that we have more officers on the street. Loss Prevention Goals and Objectives: Early each Year, the safety committees jointly review loss statistics from the previous year and develop loss prevention goals and objectives accordingly. Action itenis (e.g. graining, safety audits, etc.) are planned and progress toward meeting these goals is measured throughout the year. Safety Inspections: Every two months each Employee Safety Committee member conducts safety inspections of his or her respective department facilities. Potential safety concerns are identified in writing and submitted to the Assistant Village Manager who prepares a memorandum to each respective department head regarding the concerns. Department heads are responsible for investigating and correcting or mitigating the problem. Safety Suggestion Program: The Village has in place a formal procedure for employees to offer safety suggestions. Safety mailboxes are located throughout the various facilities, and the Employee Safety Committee discusses and considers each suggestion. While we occasionally find suggestions in the safety mailboxes, many of the recent suggestions have been presented directly to the department's safety committee member. Safety Incentive Program: Full -time employees who do not experience an avoidable accident/injury in a given calendar year receive a safety incentive gift certificate. The amount of the certificate is based on the risk category in which the job classification falls. The department head, immediate supervisor and Employee Safety Committee member each make an independent determination of avoidability based on their own investigation. An accident is determined avoidable if at least two out of three determinations indicate that it could have been avoided. The Employee Safety Committee reviews each accident to identify ways to prevent the same accident from happening again. Safety Training: Each department is largely responsible for conducting safety training specific to the work involved with its positions. Public Works, Police, Fire and Sports Core have been and continue to be very proactive in addressing occupational safety issues through training. Training on such issues as blood borne pathogens, confined space entry, safe driving, equipment operation, etc. are regular components of departmental safety programs. Recently, all supervisors attended accident investigation training, and a number of employees from several departments attended training on back safety and avoiding slip, trip and fall accidents.
