SUBJECT: 16th St. and Spring Road Improvements,
Just week I was contacted by the Illinois Department of Transportation, Mr.
Ray Harris, who is in charge of the Local Roads Bureau of the Illinois Department
of of Transportation. The purpose of this contact was to determine what the
status of the 16th and Spring Road improvements as it related to the Village of
Oak Brook's involvement was.
I advised. Mr. Harris that because of the question of approval and because of
the limitation of funding for DuPage County that the Oak Brook project on 15th
and Spring Road had been deferred from this construction year to a later construc-
tion year to be determined based on the availability of funds. Mr. Harris indica-
ted to me that the Spring Road and 16th Street projects since have been approved
by the Federal Highway Authority as a very high priority and, that the Illinois
Department of Transportation is aizxious to include that project in the fiscal
year of 1977/78 construction list of projects. He indicated that additional
finds have been ;Wade available to the Illinois Department of Transportation by
the resc:lution of the problems of the problems on the Crosstown Expressway said
that thosa funds could be utilized for the construction of the project. I indica-
ted to him that we had not included budgeted :amounts for the completion of the
engineering nor had we programmed the construction fund for the construction of
the improvement once it had been approved. I asked him if the State of Illis ois
would consider providin.; financial assistance to the extent that they would pay
for the improvement and that the Village of Oak Brook would refund the payment
over a three year period as we had done on 22nd & Spring and 22nd F Jorie. He
couid not make that decision but indicated that he would consider that alternative.
I reviewed this matter with Trustee Rush to determine whether or not the Village
of Otik Brook would reconsider our position and include in the appropriation
ordinance which is yet to be passed some funds for the completion of the engineering
of this project anticipating that we could perhaps construct this project in fiscal
year 1978/79 which begins I might add, on July 1, 1978. After reviewing our finan-
cial situation it was concluded that the $55,000 in engineering fees would of
necessit,r come out of our current fund balance which would reduce our anticipated
fund baian,7e from approximately $1,200,000 to $1,145,000 assuming our estimates are
correct.

It was Trustee Rushlis conclusion that we should not alter our budget at this

Dint in time and. that we should stay with the conclusions that were reached
y the .Board. of Trustees and defer this improvement to some later date. Joe
asked me to prepare a memorandum and distribute to the other trustees and the
President to solicit your comments and concurrance or differing opinions with
that position prior to tasting any official action with the Illinois Department
of Transportation.
I would appreciate your reviewing the facts and letting me know what: your position
is on this matte: so that we can proceed with notification to the Illinois Depart-
ment of T"ansportation® If you feel this matter ought to be more thoroughly dis-
cussed we could place it on the Ca mdttee of the Whole Agenda for the first
Committee of the Whole meeting in July for discussion.
