Facts:
1. The Village Government's goal has been�to-'support the Sports Core
(property and programs) entirely through user fees, yet it-hasn't done so�
2. No depreciation has been provided to replace equipment, repave roads and
parking lots or reconstruct assets as they wear out.
3. All justifiable Village expense has not been (and is not being) charged to
the Sports Core. The Sports Core receives services from some Village
Departments without paying for them and there are no corporate allocations
charged for Village Administration services.
4. Presently most of the revenue generated at the Sports Core comes from non-
resident user fees at the golf course. It operates under the risk of flooding at
any time. A serious flood would eliminate nine holes of golf and thereby
reduce revenue to the point that the Sports Core would become insolvent........
5. �It is believed that the greatest potential for increasing Sports Core revenue
and thereby providing long term financial stability, is golf operations.
Sports Core:
The Village of Oak Brook does not have a long range plan for the preservation,
use and operating of the Sports Core. With its past history of flooding and
dubious financial performance, this valuable Village asset faces an uncertain
future. Because of these uncertainties, the Village President has directed us to
develop a long range plan for the Sports Core.
Because of its nature and the scope of the Sports Core's multiple operations,
the long range plan can appropriately be labelled a "Business Plan ". Due to
the type of planning required and the long time required for implementation, a
planning horizon of five years is appropriate.

Introduction
Tells the purpose of the plan, discusses its format, methodology, use and timing of
subsequent updates and records its history.
Mission Statement
Voted on by the Board of Trustees, the Mission Statement describes the strategic direction,
purpose and philosophy of utilization of the Sports Core.
Goals and Objectives
The Board of Trustees establish the Goals and Objectives of the Sports Core. The BoT
specifies operating goals in such areas as financial performance, personnel, physical
facilities, property maintenance, etc. It also specifies certain objectives such as the quality of
services to be provided, types of regular sport activities to be offered, special activities to be
encouraged and discouraged on the property, preservation of natural features, etc.
Goals and objectives should be specified in measurable, quantitative terms to the greatest
extent possible.
Strategic Marketing Plans
Given the Mission Statement and list of Goals and Objectives, the Sports Core Staff will
prepare marketing plans for each of the business elements of the Sports Core. These plans
will , specify how revenue required to operate the Sports Core will be generated in
accordance with the Goals and Objectives.

Finance
The financial pro -forma provides the foundation for the entire plan. It delineates the revenue

for capital projects, the recommended source of these funds will be specified.

How should the Sports Core be financially organized? One operation with a
single income statement and balance sheet or 3 -5 "stand alone" operations
with independent financial statements? What are the pros and cons of each
approach?

What types of activities should be offered at the Sports Core?
What quality level of services should we strive to provide at the Sports Core?
What quality level of facilities (property, equipment, physical layout and
amenities) should we strive to maintain at the Sports Core?
Should a Sports Core Commission be formed? Chartered to act on directives
from the Village Board of Trustees and provide "users" with a resource to
address complaints and recommendations .
