1. Call to Order
2. Review of Village Board Vision and Mission Statements
The ordinance that adopted these statements in 1995 provided for them to be reviewed
annually in conjunction with the Board's consideration of annual objectives. Are they still
relevant and reflective of the Board's policy? (Attached)
3. Discussion of Possible 1997 Village Board Objectives
A. Legislative and General Management (Includes Legislative Support, Legal, General
Management, Purchasing /Grants and Information Services)
1. Unfunded Mandates - Continue to support and participate in efforts to bring a
constitutional amendment to the voters.
2. Economic Development - Continue to monitor sales tax information as allowed
by law, continue to make business retention contacts; work with building owners to
try to attract tenants in businesses that generate sales tax revenue; work with major
corporate citizens to encourage State and County agencies to move forward on
needed improvements to the arterial network and interstate system.
3. Technology - Continue to maintain and update the Village's Technology Plan,
implement in stages as approved by the Village Board. The financial system rs
shown under Financial Services. Other parts of the "Base Implementation" phase
include the local area network, document management system and on -line
purchasing system.
4. Customer Service - Ratings from the 1996 Citizen Survey varied, but all could
stand to be better. Find and deliver training to assist front line personnel and
managers in improving their customer service and communication skills.

5. Review of Oak Brook Code (Including Appendices)- This is a continuous and
long -term effort, but one that probably ought to be carried as a Village Board
Objective in order for it to receive the attendant emphasis.
6. Village Board Policies - Although the most significant policies have already
been put in place, the Board might also wish to continue this Objective for purposes
of emphasis Are there particular areas that should be addressed by Village Board
policies?
7. Other Legislative & General Management Subjects:
B. Financial Services
1. Financial Systems Conversion - Complete in January for payroll, general
ledger and accounts payable. Complete Sports Core during the first quarter, and
water and miscellaneous billing systems during the second quarter.
2. Audit - Issue an RFP for audit services for 1997, `98 and `99 as previously
planned.
3. Telecommunications Tax - Is there interest in exploring this tax (on interstate
long distance vs. the locaUntrastate telephone service covered by our existing utility
tax) as a means of broadening the base of the tax and reducing the rate of taxation
on other utility services?

C. Public Works
1. Open Storm Drainage System - Received only a 59% level of satisfaction in
the 1996 Citizen Survey, yet after inspection, areas that fail to drain within a
reasonable period of time are not that numerous. Options exist as to how extensive
a program should be undertaken.
2. Mosquito Abatement - Should Oak Brook assume a leadership role in forming
a purchasing consortium for contractual abatement services and possibly sharing
expenses for seasonal personnel to perform certain functions more cost - effectively?

1. 22nd Street/York Road Reconstruction - Complete the project.

2. McDonald's Traffic Infrastructure Improvements - Plan, coordinate and
schedule so as to minimize disruption and inconvenience.
3. Floodplain Map Revisions - Pursuit of appropriate revisions that benefit Village
residents and businesses is an ongoing effort, but one the Board might wish to keep
prominent by again establishing it as a Village Board objective.
4. Other Engineering and Capital Projects Subjects:
E. Library
1. Building Program - Continue as appropriate, based on the Board's direction
after the advisory referendum. If the Board determines to proceed with the new
building, complete design, award contract, and begin construction
2. Alternative Funding - Seriously pursue formation of an independent private
foundation to help fund Library operating and /or capital expenditures over the long
term?

F. Police
1. Chief Recruitment - Complete the process.
2. National Accreditation - Complete this process once new Chief is in place
(probably means a delay of 6 to 9 months from the Fall `96 completion originally
planned).
3. Crime Prevention and Other Community - Related Police Programs -
Awareness of these offenngs is relatively low. How serious a problem is this and
should greater efforts be made to promote and /or expand these programs?
4. Other Police Subjects:
G. Fire and Code Enforcement
1. Fire Station #1 - Continue planning for expansion /renovation or replacement as
reflected in the Five -Year Financial Plan. 1996 objectives call for us to be ready to
embark on a design competition for selecting an architect and design approach by
year -end (i.e., proposals in hand and evaluated). Staff has also been asked to
evaluate again the Mayor & Managers building at 1220 Oak Brook Road, which we
will do.

2. Comprehensive Plan and Zoning Ordinance Update - Continue the process
and reach a specified milestone. Complete Plan Commission work sessions?
Move beyond that stage?
3. Other Fire and Code Enforcement Subjects:
H. Sports Core
1. Financial Policy - There seems to be a general recognition that some annual
support from the Corporate Fund is justifiable. Should such support be prospective
only? Should there be some recognition of costs borne by members to the past
(e.g., through treatment of the interfund loans)? Treatment of value of site for
Library. (See report prepared for May Committee -of -the -Whole meeting - memo
dated May 9, 9996).
2. Surplus Real Estate - Continue process leading toward sale of property in
Westchester Park; anticipate proceeding through Plan Commission and Zoning
Board of Appeals recommendations on zoning and preliminary plat of subdivision
prior to referendum, then completing the zoning and subdivision processes if
approved.
3. Sports Core Improvements - Utilize a capital account funded by sale of right -
of -way and surplus property:
Golf Clubhouse improvements
• Driving Range improvements
• Open Fields improvements
• Third Nine (questions include: sufficiency of space; acceptance by residents,
financial viability, effect on the value of the property as open space)
• Disposition of tennis dome
• Others? (Consult Sasaki Report)

4. Open Fields- More activities could be accommodated and more revenue
generated. Would require some capital investment and possible alteration of some
existing arrangements.

I. Other Activities (Includes Equipment Replacement, Hotel /Motel Tax, Solid Waste and
Community Events)
1. Ethnic Fest - Continue if supported by the community and deemed a success
by sponsors.
2. Solid Waste Program - Prepare for new contracts rn 1998 Decisions to be
made early in 1997 include* Single hauler or multiple contracts, volume based,
unlimited volume, or hybnd program design.
