To date, all customers have received at least on bill on the new system. This change should be transparent to the customer since we will continue to use our normal postcard bill format. • All of the reporting related to the Village's December 31, 1998 year end was completed dui ing the second quarter. This included the annual audit report, the Annual Treasurer's Report, the aimuw1 report filed with the Comptroiler's office, and the annual statements for the Polite and Firefighters' Pension Funds required by the Department of Insurance. • Preparations are well under way on the 2000 -2004 Five Year Financial Flan. All Department requests have been received by the Finance Department, and departmental meetings began the week of July 12. The draft Five -Year Financial plan is scheduled to be distributed to the Village Board at the end of August. ajects completed during the second quarter included the renewal of the Village's health and dental program, retroactive pay calculations for union police officers, an automatic spreadsheet solution for calculation of union firefighter overtime pay, a two year review of sales tax payer data, and various assignments related to the proposal to issue alternate revenue source bonds. Projects currently in progress include the evaluation of banking services proposals, ambulance billing proposals, and securing financing for the golf course irrigation system. • Due primarily to the performance of the investment in the Illinois Metropolitan Investment Fund (IMET) during the first six months of 1999, the Comparative Treasurer's Report indicates that we are trailing our benchmark rate by .53% through June 30, 1999. Since iMET is a fund which is "marked -to- market ", changes in interest rates, in addition to interest received, will impact the performance of this investment. During interest rates have risen approximately I% on the two year treasury note. Thus, the increase in interest rates has the effect of reducing the + eturn on this investment. Exclusive of the investment in IMET, the YTD average yield on investments is 4.94 %. IMET is a AAA -rated and professionally managed fund, with the Village being a voting member. • The Insurance Claims Comparrison indicates a significant increase in health insurance claims over 1998. We currently have 12 individuals with claims over $ 12,500 as opposed only four individuals being over this amount at the same point in 1998. The increase appears to be in the number of outpatient surgeries, and there been an increase in the use of the prescription card as well as the cost of prescription drugs. During the second quarter of 1999 Oak Brook Fire Department respondcd to 314 fire /rescue* related emergency calls and 267 emergency medical calls, totaling 381 emergency calls. For 1999 year -to -date, there has been a 5.9% overall increase in emergency callb.. this continues the trend for the past several years of an increased demand for fire /rescue emergency services. The larger increase in fire mutual aid given was due to Oakbrook Terrace's aerial truck being out of service for repairs for most of June. During that time we covered their truck ivsponses. •For purposes of reporting, emergency calls are divided into nvo primary categories « Fire and EMS, It should be nested that the fi ,rs.w category represents not only f?res, but also fire alarms, car accidents, natural gas leaks, hazardous materials incidents, c'onjine+d spate remue. %W(er rescue. etc l e also included the Alutual Aid given. which wwre not previously counted in the number of total calls Fire Suppression The first quarter dollp, loss of $84,700 was a 28% decrease over the first quarter of 1998 ($118,605). The largest tire loan was a house Lire due to a lightning strike in Saddle Brook causing $25,000 damage. There were several natural gas leaks that required budding evacuation. While there was an $84,700 loss in the first quarter, the percent of property saved compared to the value of the buildings was over 98°!x. Emergency Medical Services 'Mere were several emergency medical incidents in the second quarter requiring extrication and/or rescue. The most significant was an accident on the I -88 tollway involving four vehicles and 13 patients. A special EMS box alarm was requested that brought in seven additional mutual aid ambulances to the scene. Of the 60 random quality assurance surveys that were sent to patients who were transported by our Oak Brook ambulances during, :he first quarter* of 1999, 14 were returned. The overall service rating by respondents was 9.82 on a 10 -point scale, with 10 representing the highest rating. Training Firefighter /Paramedic Michael'pavlovic graduated first in his class at the Elgin mire Academy. Our newest recruit, Da%id Corker is now attending the Llgin Fire Academy, Public Education Out increased focus on public safety education resulted in a 49.8% year-to-date increase in the audience reached during the second quarter of 1999 as compared to the same period in tr98. Pur h Summary gf Activities Information Services Department The Water Billing system conversion has been completed and is now operational. The Village's web site continues to grow. The number of people accessing the site fluctuates, but continues strong (see attached chart). The Information Services_ Department filled the new position of Information Services Technician (started work in early, April). Our ability to provide user support and to complete projects has greatly improved. Additionally, the Used Book Sale was held during the second quarter. Twenty to twenty -five volunteers gave uncounted hours. • "Time Trek Readers" has attracted over 200 participants from toddlers to seniors in the vii° rious reading clubs this summer. Summer reading clubs conclude reporting activity on July 31". • Preparations are underway for Fall programming which will include youth story times and activities, opera talks coordinated with the upcoming Lyric Opera season and the Fall Evergreen Concert, which is scheduled for October 19, 1999 7t 4:00 p.m. at the Bath & Tennis Clubhouse. • Work continues on the new Library buii-aing. The architect presented color boards and is awaiting input from the value- engineers with whom the Village recently contracted. • The Library Director attended the annual American Library Association Conference in June. Gen. Colin Powell (ret.) was the keynote speaker. He focused his remarks on the basic American principle of freedom of speech and the dilemma in which public libraries find themselves today regarding the Internet. "Freedom of speech, Gen. Powell stated, "is the most essential ingredient in a democratic society and we must protect it vigorously. An Informed electorate comes from freedom of speech.* He also noted that "it was a soldier who got us the first amendment and soldiers who have defended it for over 200 years." Yet, the Internet has createA a very real problem regarding the protection of our minor children. Gen. Powell offered his support and encouragement for libraries in protecting and promoting intellectual freedom He gratified librarians, some of whom have been quito battered over first amendment issues, by stating that there is no doubt that librarians wart the best for children, While parents are their children's "primary line of defense," librarians, software developers, legislators and the courts need to work togethee to address the protection of children. I beli9ve that we have a reduction in crime because of an increase in marked patrol which includes the Bicycle Unit and the improved economy. The Bike Unit patrolled 1,139 miles and made 697 citizen contracts. TRAFFIC: The decrease in D.U.I. arrests also has many variables. This decrease does not represent a lack of aggressive patrol, rather its possible that aggressive enforcement may have reduced the number of offenders. CRIME PREVENTIONIPUBLIC RELATIONS: The decrc -ise in school presentations is due to Officer Nugent teaching MEGA during the first quay for of 1999 instead of the second quarter, which was none in 1998. The increase in community presentations was due to the Homeowner liaison breakfast, Safety village and two Senior Citizen seminars which were held in conjunction with the Oak Brook Park District. The report has eleven (11) headings, or columns, of information - the definitions of each of the headings are presented below: 1. Claim Tyoe - The type of claim incurred. 2. Open Claims - Number of on -going claims as of the start of the quarter. 3. New Qlaims This Quarter - New claims that occurred during the quarter. 4.
