The training is continuing. The Communications Supervisor, Police Records Supervisor and Police Support Services Lieutenant visited Bloomingdale's Police Communications Center to see how their operation runs with the use of the Computer Aided Dispatch system. We were also given a tour of their various Departments within the Police Facility. Training has been conducted and > or planned for Communications Operators and Matrons on Stress Management, Blood borne Pathogens, Critical Incident Command, etc. Several Communications Operators had the opportunity to walk; through the Westmont Communications Van as well as the new DuPage County Interagency Mobile Communications and Command Center Motor Coach. NEW EQUIPMENT Procedures on the use of the Reverse 911 system have been drafted and will be shared with the Board of Trustees once finalized. Name and address files have also been updated. The Communications Center has received bids for the addition, replacement and maintenance of cameras throughout the Village Commons area as well as the Police Facility. This work should be completed sometime in the third quarter of 1998. I Village of teak Brook Quarterly Report Department: Finance Second Quarter Highlights Quarter: Second, 1998 • The computer conversion continues to be a significant project for the Finance Department. During the second quarter we went completely live with Smyth Systems for the Golf and Bath & Tennis operations and also went live with the miscellaneous receivables application from Pentamation. The only application remaining (and also the largest) to convert is utility billing. We have accelerated the pace of this conversion due to some recent hardware and software problems with the old system. With the cold utility billing hardware and software being well over 10 years old, support for some types of problems is difficult to find and may be nonexistent. We are currently in the process of converting the old data to the new system and anticipate going live during the third quarter. • All of the reporting related to the Village's December 31, 1997 year end was completed during the second quarter. This included the annual audit report, the Annual Treasurer's Report, the annual report filed with the Comptroller's office, and the annual statements for the Police and Firefighters' Pension Funds required by the Department of Insurance. • Preparations are well under way on the 1999 -2003 Five Year Financial Plan. All Department requests have been received by the Finance Department, with departmental meetings scheduled to begin the ,week of July 20. The draft Five -Year Financial plan is scheduled to be distributed to the Village Board at the end of August. • An optional payroll f4ir°ct deposit program was implemented during the second quarter. • Projects completed during the second quarter included the renewal of the Village's health and dental program, design of the Finance Department's web page on the Village web site, and financial analysis of the tennis dome operations. Attached are more detailed statistics. The forma+, of the report has changed slightly. We have added a section on mutual aid statistics and a section which delineates emergency medical calls into several categories which reflect the total number of patients, not the total number of EMS incidents. The former section on revenues has been changed to reflect actual billables generated during each quarter. Please keep in mind that for new or revised categories, there may not be comparison statistics from 1997 or other quarters. I have also included a definition page which can help with some of the fire service jargon. I anticipate making further changes to the quarterly report once our new software program is up and running toward the latter part of this year, as well as filling in data which is currently not available. Should you have more specific questions, please feel free to call me at the office or my home. Second Quarter Statistics During the second quarter of 1998, Oak Brook Fire Department responded to 288 fire/rescue* related emergency calls and 290 emergency medical calls, totaling 578 emergency calls. This is an overall increase of 27.9% in emergency calls over the second quarter of 1997. *For purposes of reporting, emergency calls are divided into two primary categories - Fire and EMS. It should be noted that the Firelrescue category represents not only Tres, but also fire alarms, car accidents, natural gas leaks, hazardous materials incidents, corifined space rescue, water rescue, etc. Emergency Mi edicai Services Of the 56 random quality assurance surveys which were sent to patients who were transported by our Oak Brook ambulances during the first quarter ** of 1998, 20 were returned. The overall service rating by respondents was 9.99 on a 10 point scale, with 10 representing the highest rating. There were numerous write - in comments about how courteous and considerate the paramedics were. * *First Quarter, 1998 results are reported in the second quarter of 1998 due to respondent lag time. In the aurvey respondents are anted to rate the emergency medical service they received in the following six categories. ambulance response time, appearance, professionalism and courtesy of paramedics, quality of emergency medical care, and condition of ambulance /equipment. Fire Suppres� ion The larger dollar loss figures for the second quarter are a result of three small fires at the office building at 2807 Butterfield F d.4 the office building under construction at 800 Jorie, and one chimney fire in Timber Trails. While there was some dollar loss, the percent of property saved compared to the value of the buildings was approximately 98 %. Two new full time firefighter /paramedics, David Link and Paul Jacobs, were sworn in during the second quarter of 1998, replacing two of the openings created by retirement. Public Education CPR certifications have seen a large increase primarily as a result of the fee restructliring during Januaiy of 1998. Firehouse software A consultant has been hired and a project plan has been developed to handle fine- tuning of the software, conversion of old records, training, report requirements and other operational aspects of the system. PC replacement PC's are being ordered as appropriate, to account for limited storage and available staff to complete the installations. Sports Core applications Smyth Systems Event Management System will soon be installed at the Bath & Tennis Club, with necessary training at Smyth Systems. Ticket Manager software Oak Brook is a Beta site for this application. Changes are being made to make it more functional for departments that need an automated parking ticket system (like us), without entering all of the information required for traffic citations. Web site creation Website design with Unety Systems was begun in May. Initial schedule has been delayed due to additional web programming and vacations. The initial site should be on -line during the next quarter. In -house staff will then add the remaining website pages and provide future maintenance of the site. Year 2000 Village software and operating systems have been inventoried. Upgrades are being researched and implemented. Other equipment that might be impacted (Village -owned and third - party) is also being inventoried for potential problems. Our thanks to Oak Brook resident Nancy Pdtzel and Officer Randy Mucha for the loan of materials for these displays. • Library programs: * The Spring Evergreen Concert underwritten by the Friends of the Library featuring the Ploughboys and honoring Joe Fullan for 25 years of service to the Friends; * Earth Day, Every Day, a delightful presentation for families focusing on environmental responsibility; Animals in Law Enforcement presented in cooperation with the Police Department. Special thanks to Randy Mucha for arranging an exciting and diverse program; * Regular story times and summer reading activities. • The Library was closed for three days in May for repair of the stair railing, installation of a protective wall at the top stair landing and laying of new carpeting on the stairway and over the tile on the first floor. The tiled area was quite slippery and several falls have occurred there The carpeting is expected to eliminate this "slip, trip and fall" area. • The combination of the three day closing and the construction and general mess at 31 S' St. and Spring Road impacted May's circulation negatively. Opening up Spring Road and the Summer Reading program combined to give the Library the best June circulation recorded so far. • In April, U.S. Senator Richard Durbin visited the Library. Commissioners Roberta Petz and Barbara Benezra and Library staff discussed Library issues suci . ;r -ublic availability of the Internet and federal funding with him. Secretary of State /State Librarian George Ryan awarded a technology grant to Hinsdale, Oak Brook and Clarendon Hills public libraries. The grant, Hinsdale Arep YES (Youth Enrichment Services) Regional Information fretwork and Website is funded at $71,250 from LSTA (federal) funds administered by the State of Illinois. The project is developing an automated community network and website for YES agencies in the Hinsdale area. The grant was initiated by Hinsdale Library and extended to Oak Brook and Clarendon Hills because these communities have children attending Hinsdale schools Hinsdale Library will host the website. The project's primary goal is to offer area residents convenient, up-to-date information over the Internet about the range of youth and family - oriented services and activities available to them. The project will start small including the three libraries and three YES agencies. As the program develops and continued funding in the post -grant period is secured, the program will be expanded. Oak Brook Library will receive two Pentium Win95 workstations, a mini -hub, a router, a CSU /DSU, a dedicated telephone line and training. The dollar value for Oak Brook Library is approximately $19,000. The Library will be responsible for the monthly line charges. One PC will be used for administration and one will be a publicly - accessible workstation. The three Library administrators began working on the implementation of ft a grant project in June. It is expected to be in use by September or October, 1998. Should the project fail, the equipment belongs to Oak Brook Library. TRAFFIC The addition of three replacement officers has resulted in an overall increase in traffic enforcement activity during this quarter in 1998. CRIME PREVENTION /PUBLIC RELATIONS: Some of the activities that the Oak Brook Police Department participated in during this quarter were, DARE Region #3 Family Fun Run, DARE Region #3 Chiefs Appreciation luncheon, BASSET Training, Citizen Police Academy training symposium, Exploremore Day, Pizza Party with Chief Pisarek for all of the 5 "' grade safety patrol students a► ,.d the Law Enforcement Torch Run for Special Olympics. The Oak Brook Police Department celebrated its tenth year teaching the DARE Program. During this quarter Special Event License Plates were designed and sold to the public and displayed on several vehicles All 200 plates were sold by May 8"' and the DARE fund raised $1,040.00. The increase in association meetings, as shown in the statistical section of this report, was due to the planning of the torch run and the upcoming Oak Brook Citizen Police Academy. TRAINING Additional training funds were included in the 1998 budget. The report has eleven (11) headings, or columns, of information - the definitions of each of the headings are presented, below: 1. Claim Type - The type of claim incurred. 2. TRAFFIC The addition of three replacement officers has resulted in an overall increase in traffic enforcement activity during this quarter in 1998. CRIME PREVENTION /PUBLIC RELATIONS: Some of the activities that the Oak Brook Police Department participated in during this quarter were, DARE Region #3 Family Pun Run, DARE Region #3 Chiefs Appreciation luncheon, BASSET Training, Citizen Police Academy training symposium, Exploremore Day, Pizza Party with Chief Pisarek for all of the 51 grade safety patrol students aod the Law Enforcement Torch Run for Special Olympics The Oak Brook Police Department celebrated its tenth year teaching the DARE Program. During this quarter Special Event License Plates were designed and sold to the public and displayed on several vehicles. All 200 plates were sold by May 8"° and the DARE fund raised $1,040.00. The increase in association meetings, as shown in the statistical section of this report, was due to the planning of the torch run and the upcoming Oak Brook Citizen Police Academy. TRAINING Additional training funds were included in the 1998 budget. This has allowed the Department to implement more in -house training including Bloodborne Pathogens, Auto Theft Training and Zero Tolerance presented by the Secretary of State's Office.
