Tony Charlton from DuPage County will be here to discuss the July 23`d flood event and the Elmhurst
quarry. He will also give a short presentation on how to access a web -based tool to get real time data
and operations at storm water management facilities.
Homeowner Association Presidents have been invited to the meeting.

SUBJECT: Early Retirement Incentive Program

RECOMMENDED MOTION: Motion to establish an early retirement incentive program for
employees with the following components: 25% of the employee's salary or health insurance
coverage for employee's family for nine months after retirement. Employees must be at least 48
years old with 20 years of service to the Village.
Background/History:
We would like to offer employees an early retirement incentive (ERI) program as we did in 2008. The
long term goal would be to reduce long term personnel costs by not replacing some of the employees
that retired, hiring some positions at a part time salary, or hiring full time replacements at a lower
salary.
Here is what we would like to offer for the Board's consideration. Employees would have the choice of
two plans. One plan would offer an employee 25% of their final salary. Another option would pay
employees and their families' health insurance coverage for nine months after retirement. Employees
would need to be at least 48 years old with at least 20 years tenure with the Village. By law, employees
would have 90 days to decide whether to accept an ERI offer. The ERI sign up period would be
October 13, 2010 to January 11, 2011. Employees would have to agree to retire between January 1,
2011 and March 31, 2011 with the approval of the Village Manager and the Department Director.
Recommendation:
That the Village offer an early retirement incentive program for employees who are at least 48 years of
age, have 20 years of service with the Village and can receive either 25 % of the employee's salary or
health insurance coverage for employee's family for nine months after retirement.
