Most of the Finance Department's time during the third quarter `vas spent on the preparation of the 1996- 2000 Five -Year Financial Flan, which was approved by the Board on September 26, 1995. This included preparation of the various scenarios relating to the future of the iabm y, the future of Fire Station #1, utility tax alternatives, and whether the Village %vould subsidize the cost of residential solid waste disposal. Began the preparation of the 1996 village Budget. Most of the meetings with the various departments have been held, with the target date for distribution of the draft budget scheduled for November 10. Attended several meetings of the personnel review committee. Executed an information exchange agreement with the Illinois Drpaartment of Revenue so that the Village could begin to receive sales tax information. Went to Springfield on September 14 to review the report that is now available to us which shows sales tax information by individual payer. We will begin to receive this information on a monthly basis. Attended several meetings of the emergency management team, including one all day session for preparation of the on -site disaster program. .Attended a meeting with the .Police Department to review police procedures related to financial activities for the accreditation program standards. Reviewed the possibility of offering a credit union option and an alternative deferred compensation program for Village employees. This is an average of 76 calls per month. The average response time to the scene was 3.8 minutes, and the average time spent per call was 28 minutes. In the Third quarter, there were 49 false alarms calls compared to 36 the previous year, and 37 Toll Road billings. The total revenue collected was $17,380.00. July 20 The Return of Marlo September Back to July 27 Diamonds and Sapphires: Sharing Literary Gems School and Back to the September 18 & 25 Books for You K, 1, 2 Additional September September 19 & 26 Books Alive 3, 4, 5 September 20 & 27 Preschool Paw -Wows Display for Banned September 21 & 28 Toddler Time Books Week July was very active with the Library's summer programming and reading club response. August closed out the summer reading club with just under 4200 books reported on by over 200 readers. No programs were scheduled during the month so the professional staff could work in collection management. Approximately 3000 books were withdrawn from the shelves. They will appear in the statistic* over the third and fourth quarter because the database work takes longer than the actual removal from the shelf. Statistics show database figures. On August 18, the Library opened at 1:00 P.M. The staff was involved in its first in- service training program from 8:00 A.M. to noon. Procedures for circulation processes, when and how to handle requests and when to pass them on to professional staff, telephone etiquette and customer service were covered, The Library Automation System was "down" for two and one half weeks for the migration of the database to a new IBM RS /6000 housed at the DLS office in Geneva. There were some difficulties involved in the migration and it took longer than hoped for the software vendor (Geac) to work with IBM to resolve the problems. Once up, our 3X 7 ` T-111, I� Ah I response time is greatly improved. Some Datalink problems are still being worked on. 1 Day -to -day operations are functioning as well as our software allows. The Software Search Committee Wor,c ,jztJ its analysis of products as a possible replacement fc- Geac. The three imalists are Ameritech/Dynix, Sirsi/Unicom and Geac's updated Plus system. During the third quarter we visited several sites using these systems in standalone and consortium form. October is filled with multi -day vendor demonstrations. MAGIC Administrators will be voting in November or December upon the system for the MAGIC cluster. After that decision is made at the system, member libraries will be asked for a commitment to a new contract. Details will be given to Village Manager Veitch as they become available as well as my recommendation as to an appropriate course of action for Oak Brook Library. During the third quarter 14 teenage and 2 adult volunteers donated over 200 hours of service to the Library. Tasks included: Book processing, reinforcing periodical covers, checking patron card purge data, data check on withdrawn materials, processing withdrawn materials, shelf reading, preparing children's program crafts, etc. I� Another donation to the Library is of particular note. The Oak Brook Women's Club donated several products: The Oxford Encyclopedia of the Modern Islamic World, The Worldmark Encyclopedia of the Nations, 8th eci_, The Encyclopedia of the Middle East, four child stacking chairs, four adult stacking chairs and assorted educational CD -ROMs for the Youth Services collection. These products total approximately $1650 and , enhance the Library's ability to serve Oak Brook residents greatly. We appreciate their i generosity. The Library Commission joined the summer's activity in the research for and writing of their advisory report which has resulted in including a new library structure in the Village's Five -Year Financial Plan. THIRD QUARTERLY REPORT - -1995 During the third quarter of 1995, the CALEA Team composed of Chief Fleming, Lieutenants Pisarek and Coniglio and Accreditation Manager Sgt. Cavalier continued to meet on a weekly basis. The Team's activities during the quarter involved the following: 1. In the month of July, Lt. Pisarek and Sgt. Cavalier attended the National CALEA Conference in Buffido NY. They participated in several workshops, some of which were: Computer -aided self assessment, Missing persons procedures, Crime analysis, and Compliance problem- sohting. 2. Reviewing and rewriting the Police Department's rules and regulations 3. Completion of new general orders regarding Prisoner Transport, Victim-Witness Assistance, Recruitment. Selection, Traffic Control and Accident Investigation. 4. To date approximately 32% of the CALEA standards have been met. (708) 990 -3035 FAX NUMBER (708) 990 -7484 CRIME PREVENTION/PUBLIC RELATIONS THIRD QUARTERLY REPORT 1995 During the month of July, Officer Nugent participated in the Oak Brook Park District Safety Village Program. Topics covered were; water safety, electrical safety, bike and pedestrian safety, fire safety, tele- trainer for emergency 9 -1 -1, stranger danger and officer friendly. A tour of the Police Department was also given. This two week program ended with a graduation ceremony and all of the children received their safety certificates. The DuPage D.A.R.E. Officers Association once again participated in the DuPage County Fair, displaying a booth full of several D.A.R.E. items. D.A.R.E. Officers from around the county participated in the event. During the month of kugust, Officer Nugent attended the annual D.A.R.E. Officers training conference in Springfield IL., which was held over a three day period. The new curriculum was covered, along with new trends in drug use. Officer Nugent met with both school principals and the superintendent to discuss security issues and the new V.E.G.A. program which will begin in November 1995, and conclude March 1996, at Butler Jr. High School. Ofc. Nugent conducted four separate personal safety seminars at ACE Hardware during August and spoke with approximately 400 employees of this cooperation. The Oak Brook Police Department is very active with the East/West Corporate Crime Alert Task Force and is in the process of implementing the pilot program computer aided crime bulletins which will cover Oak Brook, Lombard, Oak brook Terrace, Downer Grove, Naperville and Aurora. At the end of August Officer Nugent, Mucha and Canine Marlo attended the York Woods Subdivision's block party. Ofc. Program to 57 5th Grade Students at Brook Forest School. During the D.A.R.E. introduction class, Officer Mucha and Canine Marlo stopped by for a visit. Officer Nugent also attended Open House at both schools, and had a display table set up with all of the programs, which are offered to the children by this Police Department. Once again Officer Mucha, Canine Marlo and Officer Nugent participated in the annual Saddlebrook Block Party, where bikes were registered, and materials on crime prevention issues were handed out. The dept. Police Bike was also on display for children and adults to see. Detective Sgt. Caspers, Officers; Stadwiser, King, Zelisko and Nugent attended a seminar entitled "Out of Control: Violent Juveniles" which was sponsored by the DuPage Juvenile Officers Association and held at the Collage of DuPage. Ofc. Nugent conducted the annual Bank Robbery Prevention seminar for approximately 100 employees of the Oak Brook Bank and its area branches. At the end of the month Ofc. Nugent presented a personal safety seminar for approximately 50 employees of E.H.S. on 22nd Street. During this quarter Officer Nugent attended PTA meetings at both schools and attended several member meetings, which include Illinois Crime Prevention Officers Association Region 5, DuPage Juvenile Officers Association and Region 3 D.A.R.E. Officers Association. Ofc. Nugent also continued her participation in the CALEA process and the dept. Budget process. During the third quarter, K9 Dario alerted to the presence of narcotics on 3 separate occasions, assisting in the recovery of various amounts of marijuana, heroin, cocaine, paraphernalia, and other narcotics residue. K9 Mario assisted Downers Grove, Hinsdale, Burr Ridge, Westchester and Northlake during this quarter, The K9 team was recertified by Rudy Drexler's School for dogs on 09/14/95 in Elkhart, Indiana, Mario participated in he first day of the new DARE classes at Brook Forest School, and demonstrated his abilities at several neighborhood functions. This accomplishment was due in large part with the assistance of the Village of Villa Park who loaned us their asphalt paver. This literally saved hundreds of man -hours which would have been required if the asphalt was placed by hand. It is our intent to borrow this piece of equipment in future years for the same purpose. Pavement striping was also a major undertaking during the 3rd quarter with over 40,000 linear feet of striping completed. Some of the major areas where striping was performed: Spring Road (31 st to York), 35th Street (Mitdwest Road to Paschal Drive), and the commercial area (McDonald's, Commerce, Swift etc.). Mater: 24 water main breaks were repaired during the 3rd quarter. Year -To -Date (YTD) we have experienced 45 compared to 42 over the past beveral years. Pumpage for this quarter was 513 million gallons (nag) compared to 440 mg for the past several 3rd quarters. YIrD we have pumped 1,099 mg which is just slightly over our average for the past several years of 1,054 mg. The mater division also completed our Valve Exercising program for this year. The following is the current status regarding our Bicycle Path Grant applications: 1. York Road - Preferred route, as recommended by Safety Pathway Committee, to be reviewed at October 24, 1995 %Allage Board meeting. 2. YorklHaraer - IDOT has approved the contract, and Civiltech has begun Phase I engineering. Phase I design is scheduled to be completed either later this year or early '96. 3. 3 st StreWRoute 83 bridge, - Design options for crossing Route 83 have been reviewed with IDOT and FHWA. Safety Pathway Committee to review on October 26, Village Board review in November. 4. Regional Path - Funding for Phase I and II Engineerinp " ~-nugh CMAQ was approved earlier this year, however CMAQ won't allow these fur,...- to L3% expended until 1996. We applied to CMAQ for approval of construction funds, (notification of awards late '95). Design work scheduled to begin in 1996, with construction to take place in 1997 or later. In the area of Information Services, our Tech Team (representatives of each Village department) is reviewing software checklists from Group 1. The attached timeline shows network installation in late Summer '96 and initial Financial applications by 1/1/97. Our Engineering department's AutoCAD system is now operational (see information in Manager's Memo). Appropriate staff training is being scheduled over the next couple of months. The report has eleven (11) headings, or columns, of information - the definitions of each of the headings are presented below: 1. Claim Type - The type of claim incurred - Other types of claims that may occur but Oak Brook has not experienced this year include Personal Injury, All Risk Building Contents, Boiler and Machinery and others. 2. Omen Claims - Number of on -going claims as of the start of the quarter. 3. New Claims This Quarter - New claims that occurred during the quarter. 4. Closed Claims - On -going claims closed out during the quarter. 5. Total Active Claims as of September 30, 1995 - plumber of New and Open Claims added together; with Closed Claims subtracted. I 6. As you can see, participation in our recreational activities have increased tremendously since last year. While the split in memberships has not produced the budget results we'd hoped, it has increased the actual number of c" ildren in programs. The families are utilizing all of the amenities and services, including the special clubhouse events. The clubhouse usage for special and d ivic functions at a steady pace, and we will be studying the pricing and rental structure before the end of the budget year. While some of our activities were affected by the extreme heat, the swimming pool kept very busy righ` to the season's end. I IV- Z I, ESTIMATED SWIMMING POOL USAGE FOR 3R13 QUARTER 1995 The average daily pool usage for this quarter was 263 swimmers per day, excluding the organized swim team activities, and lesson programs. Including them would increase this number substantially for five of the seven days per week. The pool usage average is nearly 100% more than the same time last year. This can be attributed to the heat index, as well as the large number of new swim members and their guests. The pool was out of service for 48 hours during this quarter due to a major pump failure which we were able to repair it in that time frame.
