1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Gopal
Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 7:07 pm. The
Pledge of Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons

3. PRESIDENT'S OPENING COMMENTS
President Lalmalani expressed sympathy to the families of Resident, Joseph Cantore, and former
Oak Brook Firefighter, Read "Mike" Rogers, who both passed away recently. Mr. Cantore's son
L spoke about his father.
A. Timothy Christian Proclamation
Trustee Tiesenga remarked about this school's history and the Mock Trial Team. Village Clerk Pruss
read the Proclamation. Resident, Peter Huizenga, and members of the Mock Trial Team came
forward to receive the Proclamation.
B. Presentation by Dan O'Leary—2016 Polo
Mr. O'Leary provided a slide presentation regarding a progress report regarding 2016 Polo. Trustee
Adler made some brief remarks.
President Lalmalani announced that he would be extracting Item 8.13.3. from the Agenda.
4. RESIDENT/VISITOR COMMENTS— None presented.
5. APPROVAL OF MINUTES
A. Regular Board of Trustees Meeting of March 22, 2016
Motion by Trustee Manzo, seconded by Trustee Moy, to approve the Minutes of the Regular
Meeting of March 22, 2016. VOICE VOTE: Motion carried.

Village Manager Ginex affirmed that this bill is for the only remaining matter being handled by
Seyfarth, Shaw.

Motion by Trustee Tiesenga, seconded by Trustee Manzo, to discuss and approve this
significant item.
Assistant Village Manager/Finance Director Dangles affirmed that this is retroactive pay going back
to the expiration of the former Police union contract, all of 2015. Brief discussion ensued.

1) RESOLUTION 2016-FPD-LC-AG-R-1547, A Resolution Approving a License Agreement
Between the Village of Oak Brook and the Forest Preserve District of DuPage County
Motion by Trustee Tiesenga, seconded by Trustee Manzo, to approve Resolution 2016-FPD-
LC-AG-R-1547.
Trustee Tiesenga explained the License Agreement and Public Works Director Patchin discussed
the history of this water main. Comments were made.

Prohibiting the Use of Groundwater as a Potable Water Supply by the Installation or Use of
Potable Water Supply Wells or by any Other Method in a Designated Area of the Village of
Oak Brook, Illinois
Motion by Trustee Tiesenga, seconded by Trustee Baar, to approve Ordinance 2016-WA-
WELL-S-1457.

Bidding and Authorizing the Purchase of a Fire Rescue Engine and Portable Heavy
Rescue/Extrication Tools

4) RESOLUTION 2016-WA-DGSD-IGA-R-1554, A Resolution Approving and Authorizing an
Amendment to the Intergovernmental Agreement By and Between the Village and
Downers Grove Reclamation Sanitary District for the Shut Off of Water Service
Motion by Trustee Tiesenga, seconded by Trustee Moy, to approve an Intergovernmental
Agreement between the Village of Oak Brook and Downers Grove Sanitary District for shut
off of Water Service.
Brief discussion ensued and it was affirmed that the terms of this agreement match those of the
Flagg Creek Agreement.

9. INFORMATION & UPDATES
A. Village Manager
Village Manager Ginex mentioned the upcoming employee recognition luncheon on April 15th and
a tasting sponsored by Tasty Catering on April 22"d
B. Village Clerk
Village Clerk Pruss explained what the Village Clerk's Office does and recognized Deputy Clerk
Vonachen.
C. Trustees
Trustee Manzo remarked on the polo presentation, encouraged more residents to apply to serve
on boards and commissions, and stressed that no-bid contracts should not be on the Consent
Agenda and asked for Board support of same.
Trustee Baar congratulated the appointees and reappointees to the boards and commissions,
especially BFPC Commissioner Main.
Trustee Moy welcomed Dr. Glista to the Library Commission.
Trustee Adler spoke about electric aggregation and Trustee Yusuf responded regarding same.
Trustee Yusuf thanked the members of the boards and commissions for their service.
D. Village Attorney
Village Attorney Diamond suggested that residents interested in serving on boards and
commissions attend the open meetings.
E. Village President
Information Technology Director Fox urged residents to check out the website on a regular basis
for updates.
Police Chief Kruger remarked about the Tip-A-Cop Special Olympics' event at Blueberry Hill.
Golf Club Manager Creed mentioned that better weather should bring out more golfers.
Public Works Director Patchin stated that the leak survey report is supposed to be forthcoming,
and also talked about the replacement of about 100 residential water meters. He also mentioned
that the street crew is out repairing pot holes.
Library Director Madorin mentioned that this is National Librar�Week and discussed the Friends'
Book Sale on April 21 st, as well as a cardiology talk on April 17 .

Assistant Village Manager/Finance Director Dangles discussed a new electronic accounts
payable work-flow system for processing invoices, and also that they are finalizing the Open Gov
financial transparency system on the website.
10. ADJOURN TO CLOSED SESSION, For the purpose of discussing (1) minutes of meetings lawfully
closed under this act, (2) security procedures and the use of personnel and equipment to respond
to an actual, threatened, or reasonably potential danger to the safety of employees and public
property, and (3) appointment, employment, compensation, discipline, performance, or dismissal of
specific employees of the public body pursuant to sections 2(c)(21), 2(c)(16), and 2(c)(1) of the
Illinois Open meetings Act, respectively

p.m.
