The homes under construction are spread inrouehout the Village - one each in York Woods, Covington Court, Hunter Trails, and Merry Lane. Several new home applications have been submitted. The number of new homes is expected to exceed 20 again this year for only the third time since 1 989. There were two home demolition permits taken out. At this time, new homes we not proposed for either of these locations. Commercial: A major renovation was started this quarter at 814 Commerce with renovation estimates to exceed $2,500,000. The foundation for the new building at 820 ,torie, Radiological Society of North America,, is in and framing is underway. Oakbrook Center update: The Pottery Barn has moved over to the old Brook Bros. space and has done major renovation. The Woolworth Company has taken over three stores on the upper level of the Nordstrom's wing for its Foot Locker stores, with an estimated renovation cost of $900,000. The draft 1998 Budget is scheduled to be distributed to the Village Board on November 7, 1997. • We continue to remain right on target with the conversion schedule to the new Pentamation software. A brief update as to our progress: General Ledger- preliminary training has-taken place and we have already converted both our organization chart and chart of accounts to a new structure which will result in reducing our current 12 digit account number to 7 digits. In addition, we have converted two years of historical information to the new numbering system in order to provide camr ar Aive data for both the budget and general ledger applications. Budget - this application is live and fully implemented for the 1998 Budget. For the first time all department budget requests were entered directly on -line using our new computer network. This new system has worked very well and has substantially reduced the amount of paper used to support budget requests, as well as reduce the Finance Department's time required for data entry. Payroll- most training on the new system has already taken place. We have established all of the tables required by the new system and are currently entering all of our employee information into the computer in preparation for running a parallel payroll during the week of November 3, 1997. We have accomplished the Village Board objective regarding the RFP for securing audit services for the years ended December 31, 1997, 1998, and 1999. The firm of McGladrey & Pullen was approved by the Vimage Board on October 14, 1997. • Staff has attended several outside ti pining sessions regarding the following recently adopted legislation: - portability of police pension fund service credit between Illinois pension funds. -an early retirement incentive program through IMR.F. -a program which would allow IMRF employees to buy up to 2 years service credit for time spent in the military. - expanding the investment authority of Police and Fire pension funds to allow up to 35 %, investment in equities. A more detailed breakdown of the calls is attached. `For purposes of reporting, emergency calls are broken down into the two primary categories of Fire and EMS. It should be noted that this does not represent 317 fires, but simply 317 responses to fire and/or rescue related emergencies which can include fires, fire elarms, car accidents, hazardous materials incidents, confined space rescue, etc. Fire /Rescue Protection and Emergency Medical Serv!ces Five students were certified in CPR during the third quarter of 1997. Of the 60 quality assurance surveys which were sent to patients who were transported by our Oak Brook ambulances during the second quarter' of 1997, 20 were returned. The overall service rating by respondents was 9.7 on 10 point scale, with 10 representing the highest rating. *Second Quarter results are reported in Third quarter due to respondent lag time. As noted in the second quarter report, indexing, peripherals and additional modules will continue to be added for several months. Essentially, the system is working very well. The learning curve for staff is still fairly steep as changes occur daily While staff would like all installation and indexes to be completed, they and Library users Gre very positive about the improved capabilities. • The shelf list was closed in July. The shelf list was the last card catalog maintained in the Library. • The OCLC cataloging interface was installed which allows staff to upload Oak Brook's OCLC catalog records directly to the system computer. This makes it possible to get a bestseller from shipping box to the Library shelf in less than a day. « The UPS strike made it impossible to enjoy the euphoria created by the OCLC interface. The three week strike affected workflow and the provision of late summer bestsellers. The backlog which accrued in the two weeks after the strike has been cleared up. • PC Reliance, the back -up software for Dynix, was delivered and installed. Although local power failures occasionally stop all computer work, Dynix has not been down yet. • A "Consumer information" notebook was created which houses articles on products that are often asked about, but on which consumer information is difficult to find. Library users may borrow this source for in- Library use. This value -added service is appreciated as it saves the Library user's time. There may be an abundance of material on a product, but little of it is truly evaluative in consumer terms. Professional librarians who are trained in knowledge management identify and collect materials which specifically aid they consumer in making the best choice for him or her. • Third quarter brought a concentration on developing the Library's video collection. New video storage shelves were added. Reference & User Service and Youth Services staff developed the collection. The Technical Services staff cataloged, classified and processed while the Circulation staff set up an attractive promotional display. A video list is available for visitors to take home. • The summer reading program was very successful with 140 Oak Brook children representing 22 schools reported reading 4,330 books. Thirty -nine readers were named to the Reading Hall of Fame! Next years theme has been announced: Dive into books! The State theme offers programming creativity and another opportunity to share excitement and summer reading enjoyment with Oak Brook's children. • Volunteers gave 175 hours of service during the third quarter. Many of the summer volunteer hours were given through the Youth Services " Volunteen" program. One of the tasks volunteers worked on was relabeling the general fiction collection in a more user friendly manner. The new labels are clean, clear and complete resulting in more accurate shelving and easier access for borrowers. • A public telephone was installed in the Library entry way in response to many requests. • Programs have been announced in monthly reports. • The statistical data is attachp(4 including a memo explaining the reporting changes staff has noted since migrating to Dynix. • A final note: The Library staff, of course, was very disappointed that the third quarter ended with an adverse ruling regarding the construction of the new library building. Many transactions which were previously tracked through a circulation check o,at procedure are now tracked by changing status of the item in the computer. The result is an apparent drop in circulation. In the Geac system, missing materials were checked out to "Missing", reclassifications were checked out to "Tech Processing ", etc. "Missing ", "Tech Processing ", "Lost & Paid" and other actions were identified by patron barcodes. The Dynix system does not treat "Missing" as a patron, but rather, as a status which sets the item outside the circulation system. If the item is checked in, is automatically returns to the circulation system. Status lists may be checked at will to determine action on their current contents, but there is no back file of what has been in a particular status once an item has been removed from it. Library records document 898 items checked out on Geac during the third quarter of 1996 that staff knows would be status changes in the Dynix system. The 898 items are identified through our storage and reclassification statistics. The Library does not keep statistics for mending, missing and other technical processing actions. The estimate is that third quarter -1996 circulations would be diminished by approximately 950 items if the Dynix parameters were used. Statistical comparison will be inaccurate and probably misleading until there is a full year of Dynix statistics to compare against. Until May 9, 1997, Geac parameters were in use. Between May 9 and May 19, we have incomplete estimates as a system call "MiniCirc" was in use during the data migration. Since May 19, all statistics are using Dynix parameters, however, the software modules are being installed over several months. Changes occur in what and how transactions are counted as modules and indexing become more complete. As more of the system becomes functional, staff will continue to learn how to interpret the reports and adjust the type of reporting given to the Board. The current system, when we understand all that it is telling us, should give us more accurate information about Library activity. Please bear with us while we learn the new software. Taken in these burglaries are spare tires and cellular phones. These thefts have occurred in the commercial and residential areas of Oak Brook. In a number of cases the victims had left their vehicles unlocked and cellular phones in plan view. The Oak Brook Police Department put out a press release to resident and business personnel remanding them to practice skillful crime prevention techn,.ques. TRAFFIC: The number of DUI's have decreased this quarter by 22% but the year to date figures have increased by 18 %. ACCREDITATION: The Oak Brook Police Department was officially awarded Accreditation status by CALEA at the Cincinnati, Ohio Conference on July 27, 1997. The process included: intensive review of pertinent literature; preparing draft policies for consideration by the Department Accreditation Team; discussion and modification; tentative approval; field review and comment; draft refinement by staff and final approval and issuance CRIME PREVENTION / PUBLIC RELATIONS: There was a small increase in'School Presentations and hours due to meeting with 3'd grade students to discuss safety issues. The increase in Community Presentations and hours was due to BASSET Training Seminars and increased requests for corporation safety seminars Association meetings increased due to several Red Ribbon Rally committee meetings preparing for the October 190 event. All of the DARE officers from 5 communities; Burr Ridge, Clarendon Hills, Hinsdale, Oak Brook and Willowbrook were ,present. The DARE Car was requested for various police displays and car shows during this quarter. The car was seen at the Burr Ridge "Cruisin 66 Fest ", 171' Annual Logansport Indiana "Ironhorse Fest Parade and Car Show ", "Palos Crime Prevention Days ", "Chicago Ridge Police Safety Expo ", "Wes!mont Fest ", York Woods Subdivision Block Party and Oak Brook Ethnic Fest. GOLF CLUB `606 YORK ROAD OAK BROOK, ILLINOIS 60521 - 2227 Village of Oak Brook Oak brook Golf Club Quarterly Report - 3rd Qtr., 1997 The statistical information attached reflects rounds of golf and revenue generated fi•om five of the six operational areas of the golf course (the maintenance operation does not generate revenue). A comparison to 1996 is also shown for your information. The third quarter was very busy for the golf operation. Except for some brief and very heavy rains in August, the weather was very good. The exclusive use of Field #1 as our driving range has finally proven its worth to our customers. A 23% increase in the $[R.D statistic is more than we expected. The ability to use the entire South tee box at first was a benefit that was thought to have income growth potential, but really didn't catch on until this year. The amount of range traffic that used the driving range this year has turned our expanded tee size from a benefit to a necessity. We plan to reconfigure the South tee next spring to make the West half more user friendly. An all grass tee like ours is becoming harder to find in Chicago and we're sure that is a contributing factor to our growth. Other factors include clinics and demo days, the closure of Fresh Meadow's driving range for a brief period in May, Tiger Woods, nice weather, the token card, and programs held jointly with the Oak Brook Park District.
