The Communications Center received several phone calls from residents in the area that these calls were made. The woman was found a few hours later in the City of Chicago. • The E -911 Remote Call Box was tested with the help of an Ameritech representative. This allows Communications Center personnel to receive and dispatch calls from a remote location in the Village. • The Communications Supervisor gave a presentation on E 911 in conjunction with the Citizens Police Academy, which is hosted by the Oak Brook Police Department. • The Early Alerting System was installed in September and will be fully functional in the fourth quarter of 1999. This system provides a link to the DuPage County Emergency Operating Center and allows us to gwckly receive emergency information issued by the County. • Two receivers and a replacement antenna were installed to provide clarity of transmissions by way of portable radios. The receivers are located at the Village Commons and at Oakbrook Center. The replacement antenna is also located at Oakbrook Center. • The statistics show substantial decreases in the number of trouble alarms This number can fluctuate based on the number of power outages, upgrades to current alarm systems, canceling of these alarms by alarm companies and weather. • The increase in stolen articles entered into LEADS is due to a Commercial Burglary at a jewelry store. Upcoming 4`h Quarter Activities: • The Communications Center will conduct another test of the E -911 call box in November as well as various other equipment used by the Center (phones, TDD, Portable Radios, call switch to Hinsdale's Communication Center, and Reverse 911). s • The Communications Center will be hosting a 3-day EMD (Emergency Medical Dispatch) Course in October. The buildings super structure is targeted for completion by the end of October. Hines Properties Is the developer. • 2001 York Road — The building exterior of this five -story 180,000 square foot office building, is almost enclosed. The developer is the John Buck Company. • 306 Windsor — The footings and foundation are complete, and construction continues on this two - story building which will connect 300 and 310 Windsor. DeAmertek is the owner of all three buildings. • 2100 Swift — Construction is progressing on this four -level parking structure. Commonwealth Edison will be the tenant, and 2100 Swift, L.L.C. is the owner. Residential Development We have issued 1 house demolition permit and 9 new home permits during the third quarter. Of these 9 homes, two are the result of previous house demolitions (i.e., teardowns). During the third quarter of 1998, permits were issued for 10 new homes. Four of the new home permits issued were in the Forest Gate Subdivision. Also in Forest Gate, work continues on the perimeter wall and installation of site utilities. Other permits including residential and commercial alterations/additions as well as miscellaneous permits number 192, which is approximately 15 percent lower than what was experienced during this same period in 1998, however, the estimated construction value for this same time period shows a 60 percent increase. As such, even though permit activity is behind last year's figures, the value of permits issued is much higher reflecting more significant development projects that are underway. Projects under Discussion ♦ In September staff met with representatives of the Butler National Golf Club to discuss the possible construction of three residential cottages on the southeast corner of their property. A potential solution to such a request may be to redesignate several of the required yards. ♦ Representatives of Christ Church met with staff to review the proposed expansion of Christ Church. The Church is evaluating the Staff comments. ♦ Staff met with representatives of the Centerpoint Building at 1808 Swift to discuss issues relating to a planned 30,000 square foot addition to the building. Such an expansion will result in a maximum floor area ratio (FAR) of 0.45 on the site. Special Projects Staff has initiated work toward a recommendation on establishing a Property Maintenance Code for consideration by the Village Board of Trustees. Staff from Community Development and Legal has been meeting to begin the work of drafting language for a telecommunications ordinance for the Village. Once the ordinance has been adopted, it would be the primary tool to manage the location of future telecommunications facilities in the Village. The new Director for the Department of Community Development started work with the Village on August 30, 1999. A significant amount of time has been spent evaluating existing processes, information, and the history behind many planning projects and development cases. The Five -Year Financial Plan was adopted by the Village Board at its meeting on October 12. We are nearing completion of the 2000 .annual Budget, which is scheduled to be placed on file at the meeting on November 9. ® The request for proposal process for banking services was completed during this quarter, with American National Bank being awarded a contract to perform banking services for the next three years. The RFP process, as well as reducing the number of operating accounts, should enable the Village to reduce its banking fees in excess of the 25% target stated in the Village Board's objective. We anticipate beginning implementation with the new bank in November. Both of the Village's major software vendors, Pentamation and Smyth Systems, have indicated that their software is Y2K compliant. The Finance Department conducted testing of these systems on September 13 and 14 to assess whether the software is in fact Y2K compliant. The testing involved setting the system clock forward to 2000 and we tested transaction processing in the year 2000. The test was very successful in that there was only one minor problem noted with water billing, which has already been addressed. ® Other projects completed or worked on during the third quarter included the interim review of the financial status of major funds, installment contract financing for the golf course irrigation system, outsourcing of ambulance billing, tennis dome financial analysis, and updating the Village's Investment Policy. After nearly fourteen years of service with the Village, Rita Labedz -Teune retired from the Finance Department during September. For the last four years Rita was an account clerk primarily responsible for billing and cash receipts. For the ten years prior to this she was the account clerk responsible for most of the Sports Core accounting. Due primarily to the performance of the investment in the Illinois Metropolitan Investment Fund (IMET) during the first nine months of 1999, the Comparative Treasurer's Report indicates that we are trailing our benchmark rate by .39% through September 30, 1999. Since IMET is a fund which is "marked-to-market", changes in interest rates, in addition to interest received, will impact the performance of this investment. During 1999, interest rates have risen by more than 1% on the two year treasury note. Thus, the increase in interest rates has the effect of reducing the return on this investment. IMET's benchmark rate is the 1 to 3 year Lehman Brothers Index. The gross return (earnings before fees) has exceeded the index by .11 % for the last twelve month period. During the third quarter of 1999, the Oak Brook Fire Department responded to 310 fire /rescue* related emergency calls and 274 emergency medical calls, totaling 584 emergency calls. Although this was a 4.7% decrease compared to the third quarter in 1998, we are still showing a 2.1 % year -to -date increase over the total of the first three quarters of 1998. It should be noted that although Mutual Aid calls given and received are roughly equal, they do not show the number of emergency vehicles and personnel that we actually received. For example, on the extra alarm at Fullersburg Woods we received assistance from eight area departments. Yet this is only logged as one Mutual Aid call received. When Mutual Aid is given, we typically send only one emergency vehicle staffed with 3-4 people on most calls. It is possible that we will respond with additional vehicles to mutual aid calls, however as a rule, whey a department calls for a large amount of mutual aid, several different Fire Departments respond. "For purposes of reporting, emergent} calls are divided into twv primary categories - Fire and EMS it should be noted that the fire/rescue category represents not onlyfrec, but also fire alarms, car accidents, natural gas leaks, hazardous materials incidents, confined space rescue, water rescue, etc We also included the Mutual Aid given, which were not previously counted in the number of total calls Fire Suppression The third quarter dollar loss of $30,420 was a 10% increase over the third quarter of 1998 ($27,430). The largest single fire loss was a car fire spreading to a second vehicle causing $11,000 damage. Drought -like conditions resulted in numerous grass fires during August. The Water Rescue team responded to several area departments to assist in water rescue incidents. They were also called to Oak Brook Bank for a car that rolled into the pond. Fortunately, none of these incidents resulted in fatalities. Emergency Medical Services The most significant incident during the third quarter of 1999 was for the school children that sustained multiple bee stings at Fullersburg Woods. A special EMS mutual aid box alarm was requested that brought eight additional mutual aid ambulances and engines to the scene. 16 patients were transported to three area hospitals. Of the 60 random quality assurance surveys that were sent to patients who were transported by our Oak Brook ambulances during the second quarter* of 1999, 25 were returned. The overall service rating by respondents was 9.60 on a 10 -point scale, with 10 representing the highest rating. There were numerous write -in comments such as "The most important part of EMS- Quality: your crew got a 10!" and "Did a fine, professional, pleasant job." `Second quarter 1999 results are reported in the third quarter of 1999 due to respondent lag time In the survey, respondents are asked to rate the emergency medical service they received in the following six categories ambulance response itme;'appearance, professionalism and courtesi, of paramedics, quality of emergence medical care, and condition of ambulancelequipment Personnel The Oak Brook Fire Department completed a staffing study surveying 40 comparable and benchmark fii ° departments, as u ell as studying the increasing service demand compared to current personnel numbers. As result of the study, staffing increases have been incorporated in the 2000 -2004 Village Five -Year Financial Plan. Training Our newest recruit, David Corkey is now attending the Paramedic school at Good Samaritan Hospital. Several firefighters attended a Flashover Survival course and Emergency Vehicle driver's training. Public Education The new bloorl. pressure screening program has been very successful with 81 people contacted in the third quarter, (Every 4' Friday of each month a firefighter /paramedic is on site at the Oak Brook Club from 10 a.m. until noon to take blood pressures.) All have been well received and contribute to an interesting statistic. Each month in the third auarter of 1999 had the highest circulation for that month since monthly statistics began to be kept This is the first time that an entire quarter has shown such consistent increases. • Staff continues to meet with representatives from Carow Architect Planners to assure functionality in the new building. Staff is also meeting with Community Networking, Inc , our technology consultant, to plan state- of-the -art technology for patrons and staff in the new building. • Of course, the high point of the third quarter was the ceremonial groundbreaking for the new building on September 19th at the site during Autumn Fest. The Library staff came with smiles and high hopes and, ,)fined the many residents in the first public activity that will lead to a new building and the opportunity for staff to more adequately serve th a, library needs of the community in the not - too - distant future • Upcoming events and opportunities will be presented in the oral part of this report at the meeting of the Village Board on October 26, 1999. Year to date our total criminal offenses have decreased by 22 %. The individual statistics continue to decrease as compared to the third quarter of 1998 in most categories other than theft, where there is a 3% increase related to retail theft. The value of property reported stolen has decreased by 48 %, and property damage is also down by 26 %. TRAFFIC: There has been a decrease in D.U.I. arrests, which could be attributable to an aggressive D.U.I. enforcement and the rational and State advertisements about drinking and driving aimed at raising the publics awareness of the dangerous combination. The total number of motor vehicle accidents are down by 19% this quarter. This also includes a 6% reduction in personal injury accidents. CRIMIE PREVENTION: We have completed the second Citizen's Police Academy which began in September with 13 participants. (b) Last year we experienced some mechanical problems with our sweeper, hence, the lower totals (c) As roadways are resurfaced, we include pavement markings as part of the contract, hence, the reduction in what we perform in- house. (d) All of these substantial increases are due to the major snow storm we experienced on January first and second in which we experienced 18" of snowfall. I (e) We started our curb inlet cleaning a littler earlier than last year. (f) Our next Village -wide pruning will take place in the 4th quarter Areas include: Trinity Lakes, York Woods, Robin Hood Ranch, and Old Oak Brook subdivisions. (g) Little maintenance was required last year and no asphalt overlays were installed (h) We have estimated that this high day usage was probably 1.5 million gallons higher t, an what it actually was due to a severe water main break that went undetected for several days. (1) Water main breaks can vary dramatically year to year, quarter to quarter, due to weather condit,ons The abnormal number we experienced this summer was due in large part to the drought which caused the ground to dry out and shift, cracking our older cast iron water mains. (j) This category includes meter re- reads, final meter reads, water main locations, or any call that necessitates a customer service employee being dispatched to render service. UPCOMING ACTIVITIES FOR THE 4ti,, QUARTER As inventories allow, we will continue our water meter replacement program wherein meters 10 years and older are replaced Other programs that we will be continuing during the 4th quarter are street sweeping, roadside shoulder maintenance (weather permitting), leaf collection, and snow and ice control along with a couple of drainage projects.
