1. CALL TO ORDER
The Meeting of the Village of Oak Brook Electric Aggregation and Issues Committee was
held in the Upper Level Conference Room of the Butler Government Center on May 18,
2017. Trustee Yusuf called the meeting to order at 4:01 p.m.
2. ROLL CALL
PRESENT: Trustees Asif Yusuf and Moin Saiyed, Tom Cygan, and Mario Vescovi.
ABSENT: Trustee Michael Manzo (arrived at 4:22 pm), Steve Young, and Terry
O'Malley.
IN ATTENDANCE: President Gopal Lalmalani, Clerk Charlotte Pruss, Manager Rick
Ginex, Rania Serences, and Mark Pruitt (via telephone).
3. RESIDENT/VISITOR COMMENTS —None
4. A. BID PROCESS FOR THE 2017 ELECTRIC AGGREGATION PROGRAM
Trustee Yusuf stated that the current contract with Eligo for the Municipal Electric
Aggregation Program will be expiring soon and that the purpose of today's meeting is to
determine whether or not to conduct the bid process for the 2017 program.
Manger Ginex discussed the proposal sent by Eligo for the 2017 Electric Aggregation
Program. Eligo proposed rates for 12, 18, 24, and 36 month periods. Eligo will only
guarantee ComEd rate matching for the 2nd year of the contract.
Mark Pruitt stated that Eligo's proposed rate is what is to be expected from other suppliers
and that the Village should conduct the bid process. He also stated that other
communities have returned to ComEd but still go out to bid every year to compare
pricing.
Mario Vescovi asked if Oak Brook can join with other municipalities in conducting a bid
process. Mark Pruitt recommended against this since Oak Brook's load is more desirable
to suppliers and will likely subsidize other communities with less desirable loads.
Discussion ensued regarding issues the Village had with Eligo, ComEd rates, ComEd
delivery charge, resident and small business eligibility, and tightening contract language.

The consensus is to conduct the bid process for the 2017 Electric Aggregation Program,
5. RECOMMENATION TO VILLAGE BOARD
A. Plan of Governance
The Plan of Governance will be revised to include the new suppliers name and the 30 day
opt out period rather than the 21 days.

6. ADJOURNMENT
Motion by Trustee Manzo, seconded by Mario Vescovi to adjourn the meeting of the
Electric Aggregation and Issues Committee at 4:36 p.m. VOICE VOTE: Motion carried.
