Kallien Jr., AICP, Director – Development Services BUDGET SOURCE/BUDGET IMPACT: NA RECOMMENDED MOTION: I move that the Village Board concur with the recommendation from the Zoning Board of Appeals approving the requested variations to the Zoning Ordinance Section 13-11-10C.8 and 13-11-10E.3 of the Sign Regulations for the properties located at 1211-1225-1301 22nd Street as requested, subject to the following conditions: 1.The design and placement of the proposed signs shall be in substantial conformance with the plans as submitted and approved; 2.Add the conditions “Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance requirements at the time of building permit application except as specifically varied or waived”; and 3.Adoption of an Ordinance necessary to grant the requested Variations, which Ordinance the Village Attorney shall by this motion be directed to prepare for consideration at the February 28, 2017 Board of Trustees meeting. Background/History: At its meeting on January 17, 2017, the Zoning Board of Appeals held the required public hearing and completed its review and deliberations on a petition from the Cornerstone Restaurant Group for the Michael Jordan’s Restaurant, tenant to be located at 1225 22nd Street with the approval of AG Oak Brook Executive Park Venture, LLC, as owner of the property seeking approval of a petition for two variations from the sign regulations. The first variation is from Section 13-11-10C.8 which limits the number of wall signs permitted on a frontage. Cornerstone Restaurant Group has designed signage to be included on a proposed architectural feature which would allow for a two-sided sign along 22nd Street. The new two-sided sign would primarily face east and west. In addition, there is proposed signage which would also face north from the building. Section 13-11-10C.8 restricts buildings within the O-3, Office District to “one wall sign per building side”. Since all three wall signs are proposed on the north side of the building a variation is necessary. The second variation is from Section 13-11-10E.3, which limits the height of monument signs. Currently, monument signs are limited to ten (10) feet in height. The applicant is requesting an increase in height to 14 feet. There are two existing nine (9) foot tall monument signs on the north side of the building complex at 1211-1225-1301 22nd Street. If approved, the applicant will increase the height of these signs to 14 feet to include the name of the new restaurant as well as reposition the existing tenant information that is now provided. A third monument sign would also be added to the east side of the office complex. Recommendation: Finding that the applicant had satisfied the standards for the requested variations, the Zoning Board of Appeals, by a vote of 5 to 1, recommended approval of the requested variations to Zoning Ordinance Section 13-11-10C.8 and 13-11-10E.3 of the sign regulations for the properties located at 1211-1225-1301 22nd Street as requested, subject to the following conditions: 1.The design and placement of the proposed signs shall be in substantial conformance with the plans as submitted and approved. 2.Add the conditions “Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance requirements at the time of building permit application except as specifically varied or waived.” REG BOT 02142017 Agenda Item 8.C.
