SUBJECT: Resolution of Support—Oak Brook Residents in High School District 86

RECOMMENDED MOTION: A Motion to approve Resolution 2017-SL-D86-R-1664,
A Resolution Opposing Any Change in Hinsdale Township High School District 86 School
District Attendance Boundaries Impacting Students Who Reside in Oak Brook and
Encouraging the District 86 School Board to Maintain Attendance Boundaries Keeping
Oak Brook Students at Hinsdale Township High School Central.
Background/History:
At the September 12th Board meeting, the Village Attorney was directed to prepare a resolution
in support of Oak Brook residents and their children who reside in Hinsdale High School District
86. This was in response to issues and solutions addressing facilities and overcrowding at
Hinsdale Central High School.
Several options to remedy the situation are being considered to include a possible change to
school attendance boundaries,the creation of grade level centers, the creation of a Magnet
Program at Hinsdale South, maintaining attendance boundaries but adding additional classrooms
and space at Hinsdale Central and finally, moving the District Administration Center to Hinsdale
South.
As the Village does not have authority over the District 86 School Board, this resolution would
still show support for our residents and emphasize our reluctance to change any boundaries
affecting Oak Brook Students attending Hinsdale Central High School.
Recommendation:
The Village Board passes the resolution as presented.

HINSDALE TOWNSHIP HIGH SCHOOL DISTRICT 86
SCHOOL DISTRICT ATTENDANCE BOUNDARIES
IMPACTING STUDENTS WHO RESIDE IN
OAK BROOK AND ENCOURAGING THE DISTRICT 86
SCHOOL BOARD TO MAINTAIN ATTENDANCE
BOUNDARIES KEEPING OAK BROOK STUDENTS
AT HINSDALE TOWNSHIP HIGH SCHOOL CENTRAL
WHEREAS, the Village Board of the Village Oak Brook, Illinois strives to work cooperatively with
other local governing bodies; and
WHEREAS, the school board for Hinsdale Township High School District 86 (hereinafter"School
District 86") is considering certain changes in student attendance areas to address overcrowding issues
at Hinsdale Township High School Central (hereinafter"Hinsdale Central"); and
WHEREAS, many residents of the Village of Oak Brook reside within the boundaries of School
District 86 and have students who attend Hinsdale Central; and
WHEREAS, one option that the School Board for School District 86 is considering is changing the
attendance boundaries for Oak Brook students who currently reside in the attendance area for Hinsdale
Central to have them attend Hinsdale South High School ("hereinafter Hinsdale South"); and
WHEREAS, students who reside in Oak Brook live in the northern most area within the school
attendance boundaries for School District 86; and
WHEREAS, Hinsdale Central is located geographically closer to Oak Brook than Hinsdale South;
and
WHEREAS, many Oak Brook residents who are concerned about the proposed change have
contacted their elected officials on the Village Board of Oak Brook to express their concerns about a
change in attendance boundaries; and
WHEREAS, the residents who have contacted the Village Board members have uniformly
opposed any transfer of Oak Brook students from Hinsdale Central to Hinsdale South; and
WHEREAS, the elected officials and citizens of the Village of Oak Brook appreciate the fact that
School District 86 is currently facing tough issues related to attendance, overcrowding and facilities, but
that such issues are best dealt with when all constituent groups including municipalities, have a voice in
the process; and
WHEREAS, there are other options available to School District 86 to alleviate overcrowding at
Hinsdale Central which will not impact student attendance, such as the relocation of the District's
administrative offices to Hinsdale South; and
WHEREAS, students who have been attending Hinsdale Central should be permitted to complete
their high school years at the same school they have been attending; and
WHEREAS, the Village Board of the Village of Oak Brook seeks to express its strong concern to
the School Board for District 86 about the proposed change in student attendance areas; and
WHEREAS, the Village of Oak Brook strongly opposes any change in attendance areas for
School District 86 which will require Oak Brook students to attend Hinsdale South.

WHEREAS, the Village of Oak Brook wishes to adopt a Resolution which expresses its concerns
over the potential reassignment of Oak Brook students to the Hinsdale South attendance area and to
strongly encourage the School District 86 school board to make no changes to require Oak Brook
students to attend Hinsdale South instead of Hinsdale Central.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: Incorporation of Recitals. The Village hereby adopts and incorporates the above
recitals into this Resolution.
Section 2: Expression of Strong Support for Keeping Current Student Attendance
Boundaries for Oak Brook students. The Village Board of the Village of Oak Brook hereby strongly
encourages the School Board for School District 86 to maintain the current student attendance
boundaries for Oak Brook students.
Section 3: Expression of Encouragement of Other Alternatives to Alleviate Overcrowding.
The Village Board of the Village of Oak Brook strongly encourages the School Board for School District
86 to examine and seriously consider other alternatives to alleviate overcrowding at Hinsdale Central
other than the reassignment of Oak Brook students to Hinsdale South.
Section 4: Effective Date. This Resolution shall be in full force and effect immediately
upon its passage and approval in the manner provided by law. Copies of this Resolution shall be sent to
the Superintendent of Schools of School District 86, the School Board members for School District 86 and
others who may be involved in the consideration of this issue.
