Previously the various data pertaining to a subject that was charged with a criminal offense was fixed in various locations. It therefore took a ”' k =, gTeat deal of time to obtain a complete record check on a subject for u - i :i e roves 1. g at ive purposes. In the system now in use each criminally ; charged subj act is assigned an arrest number, all records and information conczrzing this subject are kept in a folder filed by his arrest m mbar. .access is rapidly gained for any checks or additions on this subject's record. To put this system in effect, all records of subjects previously ch-argea with criminal offenses by this Department had to be compiled and refired. 2. A Criminal Photo Slide File was initiated. Slidas are now being taken of all criminally charged subjects and slide copics of all the "mug shots" of every subject previously charged with a criZ:iinal offense by this Department have been made. The slides are filed by the type of offense the subject was charged with. This is in accordance with a Supreme Court ruling that does not allow witnesses viwing "mug shots" to have access to the names of, and the offenses committed by, the subjects whose pictures they are viewing. 3. An Intelligence File was initiated. This file contains all available information pertaining to subjects that; a. have been investigated by this Village but not criminally charged b. reside in our Village and have been investigated by other Police Agencies c. are known to be, or to have been, perpetrating criminal actions in this area d. are recidivists Y. A LEADS Message File was initiated. This Division is supplied with a copy of all LEADS messages received by this Department. Each message is read and any that may be of future investigative use is kept and filed according to the type of offense it pertains to. S. A Field Interrogation Report System was initiated. This system consists of Patrol Officers completing an information form each time they have contact with a suspicious person or vehicle. 'These forms are retained in a permanent file, this information is of great value in ascer- taining which person or vehicle was in an area where criminal action took place. 6. A Sex File has been initiated. This file contains all known information pertaining to sex offenders that have been, or are suspected of being, responsible for sexually orientated cranes co '.,fitted in this area. A breakdown of this total, 201 males mid 75 females. The total contacts for 1971 have increased by 63 over the same period in 1970. A portion of the increase in contacts is due to improved record keeping and rec'.assification of offenses instituted by Chief Sizemore. A total of 108 complaints were cleared during the period. Of these complaints 70 were for criminal offenses, the remaining 38 of a non - criminal nature. The year 1971 showed a decrease in the total number of drills. However there was a increase in the total number of hours spent training. This is due to our new policy of assigning platoon drills for three days only with more time spent training. Each month a training schedule is placed on the bulletin board. All of the drills for both regular firemen and P.O.C. fire- r men are pre - planned and assigned by -the training division. During the coax ie of this years training program all of the following items were covered in the training program. Water as used in fire fighting, standpipe and hose systems, sprinkler equipment, automatic fire alarms, fire pumps, and hose lays, fire hose, hand tools, rope and the fire service, rescue equipment, foam equipment, hydralica, basic firemenship training, gas masks, forcible entry, size -up, exposures and confinement, fire extinguirthment, ventilation, driver training, care of apparatus, fire detection and arson investigation, salvage. A complete study was made of all village streets, building locations, water mains, high value and high life loss response areas. Extensive training was conducted for pump operators with the drafting pit facilities. C • W /via may. I-/1 7a- ® The new tanker with the attached pump was completed and a relay fire ground fire fighting program was conducted. Luring the year firemen were sent to different training schools thru -out the country to further their knowledge of and education in the fire service. As we increased our full time staff of firemen we set up training programs that would teach these men the basic things that firemen should know. The upcoming year will see a change in the training program. The emphasis will now swing over to more advanced fire fighting train- ing. The major reason for the large increase was the addition of two additional fire inspectors to the bureau. Two off duty firemen work 80 hours per month each on fire inspections along with the Director of the Bureau. The Fire Prevention Bureau now has a three man staff. A program was set up and schedules were made where as all buildings in Oak Brook are inspected at least three times a year. All buildings under construction are checked on a weekly schedule to check compliance with the codes. D 4 year a During the great deal of time was spent in places of assembly, offices, industrial and warehouse buildings instructing the manage- ment and employees on the use of first aid fire fighting procedures, evacuation procedures, how to turn in fire alarms and basic first ard. The pre -plan program has been revised, new forms are being used and all new drawings will be made up. Under the direction of the Fire Prevention Bureau in- company inspec±:ivns are going to be conducted by the on duty platoon and they will make sketches for pre -plan purposes. W V OB kf - 1 -11. L Page 2 The Fire Prevention Bureau started a program in all of the hotels where as Fire procedures and Hotel Evacuation books are being made up by the Bureau for each hotelo caanmittees have been formed in each hotel, each committee along with the Bureau is in the process of gathering information for each hotel and putting its in written form. This complete program will be ccanplated early in 1972. on the following pages of this annual report you will find a detailed breakdown of this years fire inspections and fire prevent- ion activities. Phone stickers were also distributed during our nor- mal routine inspection work, Fire Prevention Weeks Posters and streamers were posted thru- out the entire Village, newspaper articles were published,, special school drills and fire prevention programs were con- ducted in the schools. Meetiags and talks were held with dif- ferent civic groups and organizations.
