MINUTES OF SPECIAL MEETING
JANTUARY 12, 1978
I CALL MEETING TO ORDER
The Special Meetilrig of the Board of Trustees was called to order at 7:30 p.m.
by President Howell in the Samuel E. Dean Board Room of the Village Commons.

II Butler Company -_GHQ - McDonald's Zoning Amendment
President Howell recapped the request for a zoning ordinance amendment to
reclassify the Butler Company property presently zoned R -1, R -4, and B -1 to
an OC District (Office /Campus), which would allow McDonald's to build an
Office /Campus complex of office buildings, research and training facilities,
and lodge.
Mr. David Gooder briefly presented the Phasing program of development as had
been presented to the Plan Commission and Zoning Board of Appeals.
Residents appeared to speak in favor of and against the proposal.
Trustee Brown commented on the Public Hearings held with due notice having been
given. The Plan Commission recommended denial on August 15, 1977; and after
several hearings, the Zoning Board of Appeals gave an unfavorable recommenda-
tion on December 6, 1977. He further expounded on the delicate balance between
Residential /Business /Commercial and stated that the only issue to decide is
zoning, which based upon Illinois Supreme Court decisions must be in the
public interest and not to satisfy a few individuals.
Trustee Cerne commented on the responsibility of trustees charged with the
preservation of the community, and that consideration be given to the entire
undeveloped area. Oak Brook Road is a residential street, and the Butler Company
is a nonconforming use in a residential area. It is not good planning to
have the Park District surrounded by commercial development; and setting a
trend must be avoided.
Trustee Glaves commented that the consensus of surveys made of the entire Village
is that it remain large =lot single - family residential, with strong opposition to
increased traffic on any local road. There has been excellent planning of the
Village by the landowner, but this commercial development in a residential area
must be opposed.
Trustee Philip had no comment.
Trustee Rush commented that all traffic would have to be directed northerly on
jorie Blvd., which was originally intended as a 2 -lame road and was increased
to a 4 -1.ane based upon the present zoning. 1$
Trustee Reynolds commented that all traffic problems have negotiable solutions,
but zoning is the prime concern. A precedent would hinder stopping any future
rezoning on other land along Rt. 83 south of Oak Brook Road.

President Howell commented that the Village was laid out by Mr. Butler with a
combination of residential and commercial, and the Village benefits by $3,000,000
annually from the commercial. The sustained management of McDonald's is
admirable and they are responsible residents of the Village. A residential
development cannot duplicate McDonald's Land Use Plan which is superior to
residential. Further, a significant risk remains if it is not developed.
Trustee Brown moved - seconded by Trustee Glaves...
1 That the proposed zoning ordinance amendment to rezone the
property known as the GHQ from R -1, R -4, and B -1 district
classifications to a new district classification of OC
(Office /Campus) be denied.
