A. Roll Call
The regular meeting was called to order at 8:00 P.M. by President Howell.
All trustees were present.
II READING OF MINUTES
Trustee Rush proved - seumded by Trustee Congreve...
That the reading of the minutes of the regular nzztf irg of January 8, 1974
be suspended and that they be accepted as corrected to change the word
"Surrounding!' to "Surrounded" in Section IIA, B.
Voice vote - all in favor. Sa ordered.
III ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, EX.
A. Ordinance Annexing Surrounded Territory - Linschultz - Ordinance S -295.
Each trustee was provided with a copy of a letter dated January 14, 1974
from l ger Carmignani to Mr. Lipschultz, 3000 Oak Brook Hills Road,
notifying him of the proposed annexation of his property; and also a copy
of the proposed ordlnancce annexing certain surrounded territory to the Village
of Oak Brook. Mr. Lipschultz found all the information submitted to him to
be in order, and indicated his approval of the vexation.

That the reading of Ordinance S -29S be waived and that sa�4 ordinance
as presented be approved.

B. Ordinance Amending Oak Brook C=Tehensive Plan - Ordinance 5 -296.
Eadh trustee was provided with a copy of a proposed ordinance amending the
Official CaWrehensive Plan of the Village of Oak Brook (Ordinance S -188)
to change Plate 6 to reflect the revised proposed borders of the Village of
Oak Brook as shown on. the Village of Oak Brook Bmaxtaries biap date December
3, 1973.
Trustee Rush moved - seconded by Trustee Hayes...
That the reading of Ordinance S -296 be waived and that said ordinance
as presented be approved.
Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hates, Rush, Swain
and President Howell.

IV OLD BUSTIESs
A. Hawthorn Realty
Each trustee was provided with a copy of a letter dated January 9, 1974, from
Plsn Comission Chairman Richard Barton, in regard to the proposed development
of the Hawthorn Realty Gnu. President Howell reviewed the background of the
proposed PUD and the 3 .major questions involving the annexation of the unincor-
porated area, the increased density, and the affect on the Village of Oak Brook

A. Hawthorn Realty (Continued)
The Oak Brook Civic Association at their special meeting of January 18, 1974
with approximately 200 residents present opposed the development, and informed
the Board in writing of the results. Other community associations also
submitted letters for the Board's consideration.
Trustee Rush moved - seconded by Trustee Swain...
That a Special Meeting be held to discuss the Hawthorn Realty Group
development on February 25, 1974 at 7:30 P.M. with the location to be
published at a later date. President Howell noted that a great deal of
interest had been shown by Oak Brook residents and that this special
meeting would be designed to air those interests within a reasonable
time frame. Trustee Rush noted that it would be desirable to have letters
submitted to the Board prior to the meeting.

B. S' er Co. - Front Yard Variation
Each t.°vstee was provided with a cony of a letter dated January 17, 1974
from Manager Caimigneni along with. data on variations granted on cul de sac
lcts, which had been requested by the Boars at their meeting of January 8,
1974. The Zoning Board of Appeals at their meeting of January 2, 1974 had
unanimously recaamnerded that a variation be granted for the Singer Co. to
locate their proposed building approximately 55 feet from the front lot line
instead of the required 100 feet on the property located at the north cul de sac
of Swift Drive.
Trustee Rush moved - seconded by Trustee Brown...
That the recogemendation of the Zoning Board of Appeals as presented
be approved and that the village attorney prepare the required ordinance,

C. Jorie Boulevard Payout
Each trustee was provided with a copy of memo dated January 22, 1574 from
Manager Carmignani in regard to the payout of the cost estimate for rerarfacing
of Jorie Boulevard, and for which the Oak Brook Development Company will reim-
burse the Village. Therefore, Mr. Carmignani recommended the payment to
Robert R. Anderson Company in the amount of $72,137.02.
Trustee Congreve moved - seconded by Trustee Rush...
That the recommendation for payment to the Robert R. Anderson Company
in the amount of $72, 137.02 as presented be approved.

D. Black L62 Roads - DtFT
Each trustee was provided with a copy of a memo dated January 22, 1974 from
Manager Carmignani in regard to a payout from the 1973 Motor Fuel Tax
maintenance resolution wfich included the following streets:
Robinhood Lane & Ferndale from 35th Place to York Road.
Bradford Lane from Sheffield Lane to Windsor Drive
Regent Drive from Oak Brook Road to Ginger Creek.
and recoaaended that the Board authorize the payment of $25,481.00 to the
Black Top Road Co.

Each trustee was provided with a copy of a memo dated Janmr 17, 1974
from Trustee Baschen, Chairman of the Finance, Corporate Plt _ring and
Public Properties Committee, and a copy of the six bids received on January
1S, 1474 for the proposed Oak Brook Village Commons, with a low base bid
of $20769,000 from Pora Construction Co., 1240 Meadow Road, Northbrook.
All bids received were reviewed with the architect at a meeting of the
Committee-of- the- ,Wlwle at 7:1S P.M. on January 22, 1974. Since all bids
rec eived were higher than estimated, President Howell deferred ac-ion
to the next. regular meeting of February 12, 1974.
F. Camanication 21rstem Reco mnendation
Each trustee was provided with a copy of a mm dated. January 17, 1974 from
Trustee Basche, Chairman of the Finance, Corporate Planning and Public
Properties Committee in regard to their review of the proposals submitted
by Illinois Bell Telephone Co. and Automatic Electric. The Committee analyzed
the advantages and disadvantages to the Village of Oak Brook based on two
concepts, leasing the telephone system from Illinois Bell Telephone or
purchasing a telephone system from an independent contractor such as Automatic
Electric.
After considering the facts of cost, flodbility, and obsolescence, it was
the recommendation of the Caarmittee that: The Village of Oak :rook lease
a telephone system from Illinois Bell Telephone Co. for the new Village
Commons and Public Works facilities.
Trustee Baschen moved - seconded by Trustee Congreve...
That the Village execute a contract leasing a telephone system from
Illinois Bell Telephone Co. - for the new Village Commons and Public Works
facilities, contingent upon the awarding of the bid for the Village Commons.

That a $150,000 federally secured certificate of deposit drawn on the
Corporate Account be purchased through the Oak Brook Bank for 60 days
at a rate of 9.251.

Swain and President Howell.

Trustee Baschen moved - seconded by Trustee Brown...
That a $150,000 federally secured certificate of deposit drawn on the
Water Fund Account be purchased 11-sough the First National Bank & Trust
Co. of Oak Brock- for �O days at a rate of 9.40 %.

G. Report of hoard of Trustees Committees Continued
(3) Public Safety Committee
aitmian Brown review the objectives of the Board as presented last
Nay. The Police Department has succeeded in reducing crime and accidents
and intend to corti.nue in this direction.
The Committee will review a new organizational chart.
The new ambulance is in service and four policemen are attending Trauma
School.
There has been a reduction of false alarms from 87 to 47 in December,
The Fire Department continues to work to improve the insurance fire rating.
Future expansion of the Water System would affect the rating.
A Fire Safety Nanual has been distributed to resfi�_-nts by the Fire Department.
(4) Public Works and Utilities Committee - Chairman Lk es
The rulture goal 15 --to present a compre ensive water plan and policf for
additional service to residents.
(S) Traffic & Trm :ortation Committee
Chaimm Swain report--"- on t activity to upgrade the Rt. 83 improvement.
Representatives of mmi.cipalities fronting on Rt. 83 from I -SS on the
south to I -90 on the north along with State representatives have been in-
vited to attend a meeting of Mayors & Managers.
A total traffic plan is being prepared for March presentation.
The Oak Brook Road overpass at Rt. 83 is scheduled to begin next week
with the removal of trees. The County voted to widen Oak Brook Road from
Rt. 83 west to Midwest Road without notification to the Village, Manager
Carmipwni and Trustee Swain will meet with Mr. Dold of the County Highway
Department to exchange development plans, and will report back to the
Board at the next regular Board meeting of February 12, 1974.
(6) Zoning F Planning Committee
Chairman Rush reportea tF4 t the next Committee meeting of January 29, 1974
,will update the population data for the Northern Illinois Planning Commission.
A request for annexation from Chambord Estates will be reviewed.
The Zoning and Planning Committee will work on a questionnaire
distributed by the DuPage County Mayors & Managers ui regar to mmicipal
problems.

A. William Jones - Request Private Well
Each trustee was provided with a copy of a memo dated January 7.7, 1974
from Engineer Littleton along with a letter dated Septertber i6, 1973, from
William Jones, requesting permission to install a well on Lot 3 in Fair Oaks
Subdivision, 3116 - 35th Street. The property is net within the Village
water distribution system at this time, therefore, approval is recommended
with the stipulation that connection to the Village system be made when
it is available.

C. Le Library System Membership
Each trustee was provided with a copy of a memo dated January 18, 1974 from
Librarian Joanne Fritter, outlining the services and the advantages of belonging
to the DuPage Library System. President Howell gave a brief history of the
Oak Brook Library starting with a staff of dedicated volunteers to the Village
Involvement of providirg a full time Librarian and a budget of $35,000.00.
Mrs. Fritter spoke on Membership in the, System being an aim of the Oak Brook-
Public Library for the past three yom., and that xw'at Oak Brook resident

and the',Chidago Public Library; i 'Plitala ' book" program is available, and

D. Police Chief
Village Clift'Nsiiama IAkOsil administered the oath of office to Albert G.
Caren, Jr.' appointed to the office of Police Chief of the Village of Oak Brook
on January 15, 1974.
