MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF OAK BROOK, ILLINOIS HELD
JANUARY 22, 1991
I. MEETING CALL:
The Regular Mee' -ing of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:30 p.m.

Trustee Maher Moved, seconded by Trustee Winters to approve the
Minutes of the Committee-of-the-Whale Meeting of January 7, 1991 as
presented and waive the full reading thereof. Voice Vote: all
ayes, no nays. Notion carried.

A. ORDINANCE NO. S -709 AN ORDINANCE AMENDING A FLOOD PLAIN SPECIAL
USE PERMIT {Ben Fuller Museum, 3503 York Road):
Direction given at the Regular Meeting of January B, 1991.
Trustee linters moved, seconded by Trustee Rush to pass
Ordinance No. S -709 as presented and waive the full reading
thereof. Roll Call Vote:

Treasurer's Report for the tenth of December, 1990 as
presented. Voice

V. UNFINISHED BUSINESS:
A. H to Regarding Possible Landsc Ln Alon I-88 and Brook Forest
Subdivision:
At the Village Board meeting of July 10, 1990, the Board initially
reviewed the subject of a noise barrier along the south side of
I -88 near the Brook Forest Subdivision. Since that time, meetings
have been conducted with Trustee Rush, Senator Judy Baar Topinka,
Mrs. Debbie Petersen of the Brook Forest Association, and Mr. Dick
Schweers of NIGas. These discussions have concluded to the point
where NIGas will allow an eight (81) foot wide planting easement
adjacent to the To3lway in this area if the conditions in their
letter dated October 23, 1990 to Senator Topinka are met which
requires the lessee to install and maintain all of the landscaping
in question, be responsible for the maintenance of the balance of
the area, be responsible for any takes, indemnify them and if NIGas
had to perform work an the premises and damaged landscaping, they
would not be responsible for same.
it was the consensus of the Board to direct Staff to develop a
license agreement with NIGas and to continue to explore methods of
funding the project.

Trustee Bartecki requested Police Chief Fleming to .investigate the
reasoning for the high increase of radio transmissions. Chief Fleming
will prepare a report regarding his findings e^,!� send same to the
Board.
Trustee Bartecki inquired into the reasoning for a high increase of
Customer Service Calls to the Oak brook Public works Department.
Superintendent Meranda will also prepare a report for the board,
VII. NEW BUSINESS:
A. Recommendation - Fullerghgo Historic Foundation Beguest for Funds

The FFul.lersbura Historic Foundation has requested the Village,
through its Hotel, Convention and Visitors Ca mittee, for funds to
assist them in a proposal to begin the restoration and historic
development of the Fullersburg area. They specifically requested
$20,000.00 for a planning study and $15,000.00 for an initial
development campaign mostly associated with materials and
publications for same,
Trustee Bartecki moved, seconded by Trustee Bushy, to concur with
the Hotel., Convention and Visitors committee's recommendation to
deny the request for funds. Voice Vote: all ayes., no nays.
Motion Carried.
B. 1991 Salary .Administration Plan - R29ression Analysis:
Modification of the Salary Administration Plan for calendar year
1991 was discussed.
Trustee Rush mooed, seconded by Trustee Maher that the Salary
Schedule of the Salary Administration Plan be modified by adjusting
the midpoint increases by 4.5% for Ranges 1 through 13, effective
January 1, 1991, as recommended by Village Manager Barley's memo of
January 16, 1991 and the Village Attorney be directed to preps ~e
the necessary documentation to effectuate same. Roll. Call Vote:

C. Discussion of Du a County PrOPOsOd Stream maintenance R rt:
Consensus of the Board to notify the County in writing that stream
maintenance is a regional concern and, therefore, best administered
by the panty to insure a proper level of maintenance is pxeov d
in all stream reaches; that the cost of both initial and continued
maintenance be funded by utilizing the storm�rater t arxd that any
costs associated with the acquisition of permanent easements be
reimbursed by the County to the appropriate municipality incurring
said expense; that the County seek a legislative solution to

clarify the rights of counties and municipalities to effect btream
maintenan -e as well as their right of access to perform such work
and finally to compliment them on their foresight of this ,program.
D. Reguest for Adjustment to L&EarX Fees and ChhIrges:
The Oak Brook Library Commission reviewed the fees and charges of
the li -brary at their regularly scheduled meeting of January 15,
1991, and are recommending an increase in the non - resident library
card fee from $87.00 to $94.00 per State Library formula for
computing said fee.
Trustee Bartecki roved, seconded by Trustee Bushy to direct the
Village Attorney to draft an ordinance to amend Section 7 -2 of the
Code of Ordinances of the Village of Oak Brook relative to Library
Fees and changes to be in compliance with the State Library formula
for computing non- resident fees to increase the overdue charge per
day per item. (except 16mm film) from $.05 to $.10` The maximum
accumulated fine would be increased. from $2.00 to $3.00 per item or
the replacement cost. Voice Vote: all ayes, no nays. Motion
carried.
E. Rr quest to obtain P als for Electrical. U sde - Bath & Tennis
Club:
Trustee Maher moved, seconded by Trustee Rush to authorize Staff to
advertise for bid proposals -For electrical upgrading of the Bath &
Tennis Club frame 400 amp service to 800 amp service, bids to be
received Tuesday, February 19, 3991 at 10:00 a.m. Voice 'Vote: all
ayes, no nays. Motion carried.
F. Chien o 11LXLe Of Ost this Medicine - 5K Run Race Walk:
Trustee Bushy moved.. seconded by Trustee Rush to approve the
request for the Chicago College of osteopathic Medicine 5K Run/Race
Walk which will be held on Sunday, May 5, 1991 at 3 :30 a.m.,
pursuant to the following conditions:
} Village staff would first contact the saddle Brook Homeowners
Association President to see if he had any co=ents. The
Chicago College of Osteopathic Medicine would also notify the
.Saddle Brook hers Association of the run.
2) The Chicago College of Osteopathic Medicine hire an off -duty
Oak Brook Police officer, at the special detail rate, to
direct traffic.
3) The Chicago college of Osteopathic Medicine designate a lane
for runners on the right side of the roadway by use of traffic
cones. The (3 cago College of OsteW thic Medicine will be
responsible for installing and removing said traffic canes.
4) The Chicago College of osteopathic Medicine will insure that
all refuse (water cups, etc.) will be roved by them.

G. Request to Purchase Li(uid Calcium Chloride Wtem:
Trustee Rush moved, seconded by Trustee linters to waive the formal
bidding prooass due to the specialized nature of the equipment and
authorize the purchase of a Liquid Calcium Chlorine System from MPS
Equipment many in the amount of $6,000.00. Moll Cali. Vote:
Ayes: 7,Trustees Bartecki, Rushy, Maher, Payovich, Rush, minters
and President Cerne

H. L.iVor License ReVest - Traveling Fare:
Trustee Rushy moved, seconded by Trustee Bartecki to table the
request for a Liquor License from Traveling Fare until receipt of a
floor plan and knowledge of their hours of operation are given to
the Village Board. Voice Vote: all ayes, no nays. Notion
carried.
I. Discussion. of LPG& Chicago Shoot -Out at Oak Brook Golf Course:
The Board concurred with Village manager Berley's recommendation to
send a letter of intent to Score International Sports, Inc. to host
the LPCA's Chicago Shoot -Out from August: 19 -25 at the Oak Brook
Municipal Golf Club.
J. Referral:
With no objections, President Cerne made the following referral:

Referred to Zoning Board of Appeals meting of February 5, 1991.
