MEETING CALL:
The Regular Meeting of the President and Board of Trustees was called to order at
7:30 P.M. in the Samual E. Dean Board Room of the Village Commons by President
Cerne.

A. Richard Morris - Rezone R -1 to R -3 (3515/3619 York Road)
Questions arose as to the authorization of Richard Morris to
represent the owners of the subject properties and development
plans were not presented in conjunction with possible
rezoning of the properties.

B. Conservation /Recreation Zoning District

Proposed map amendment as directed at the Regular Meeting of January
101 1984 and revised on January 24, 1984 to preclude any reference
to rezoning of private property.

To approved the map amendment to reflect the Conservation /Recreation
District of the following properties: 1) York Park Forest Preserve,
2) Fullersburg Park Forest Preserve, 3) Fullersburg Park Forest
Foundation, 4) Central Park of Oak Brook Park District, 5) Sports Core,
and 6) Village owned properties in Westchester Park Resubdivision;
and to grant a Special Use to certain existing structures within this
zoning district; and authorize the Village attorney to prepare the
necessary ordinance to effectuate same.

C. Well #2 - Status Report - (1519 - 22nd Street)
Previous reports on the Oak Brook water system and recommendation
made in 1975 by Warren -Van Praag appeared to deviate from the
Village's water requirement of today.

To re- evaluate the Warren -Van Praag report and discuss it
at a future date.

D. Westchester Park Resubdivision - Final Plat
Consolidation of Village owned properties within proposed Westchester
Park Subdivision last reviewed on July 27, 1982.

To waive the requirement of preliminary plat procedure and
as a government unit that the filing fees be waived.

G. Report of Activities:
1. Finance & Library: Trustee Rush - No Report.
January 24, 1984
2. Personnel: Trustee Maher'- 62% of the commercial buildings are
50% sprinklered. A fire rating of 2 is a possibility.
3. Public Safety & Traffic - Trustee Listecki - Elevated divider on
York Road at Harger Road is to be lowered. Incidence of drunk
driving is being reduced by enforcement.
4. Public Works - Trustee Imrie - No Report.
5. Sports Core - Trustee Philip - No Report.
6. Zoning & Planning - Trustee Watson - Review of parking standards are
to proceed.
VII. NEW BUSINESS:
A. York Woods Unit V - Reduction in Irrevocable Commercial Letters
of Credit Nos: s 1943 & 1944:
Trustee Imrie moved, seconded by Trustee Philip ...
To accept the Subdivision Improvements for York Woods Unit V and
to reduce:
1) Irrevocable Commercial Letter of Credit No. 1943 from $86,550.00
to $0.00; and
2) Irrevocable Commercial Letter of Credit No. 1944 from $81,811.00 to
$12,271.65.

B. Re uest - Temporary Liquor License - Saks Fifth Avenue - (4 Oakbrook
Center Mall
Trustee Philip moved, seconded by Trustee Imrie ...
To concur with the recommendation of President Cerne and authorize the
issuance of a temporary Class D liquor license to Saks Fifth Avenue for
their store party on February 5, 1984.

C. O.A.G. /Perkin -Elmer Resubdivision (2000 Clearwater Drive and
2000 York Road
On January 16, 1984 the Plan Commission recommended approval with certain
conditions.
Trustee Listecki moved, seconded by Trustee Rush ...
1) To approve the final plat of O.A.G. /Perkin -Elmer Resubdivision subject
to pedestrian /bicycle path easements being provided on the west
side of York Road (15 feet wide), and an extension from Clearwater
Drive to Salt Creek, continuing north along the Salt Creek configuration
(10 feet wide) . Further that the requirement for topography and drainage
certificates be waived, and that the Village Attorney prepare the
appropriate ordinance to effectuate same.

Mr. Paul Weber spoke of his concern for public safety by the lowering
of the median strip proposed for York Road.

With no objections, President Cerne made the following referrals:
