Dean Board Room of the Village Commons at 7:36 p.m. Pledge of Allegiance was given. Village Clerk Gonnella asked for a motion from the floor to appoint Trustee McInerney as Temporary Chairman in the absence of President Bushy. Motion by Trustee Shumate, seconded by Trustee Payovich, to appoint Trustee McInerney as Temporary Chairman for the Regular Board of Trustees meeting in the absence of President Bushy. Motion by Trustee Shumate, seconded by Trustee McInerney, to pass Ordinance 96- ZO -TA -G -566, "An Ordinance Amending the Zoning Orduiance of the Village of Oak Brook, Ordinance G -60, as Amended, Relative to Historic Facilities in the C/R District ", as presented and waive the full reading thereof. Motion carried. • • • • • • • L Environmental Concerns 8.g �g: Trustee Payovich - The following projects will be presented to the Village Board in March: the Paving, Rejuvenation and Crack Sealing Projects. The ]Engineering Department is reviewing the Drainage Problem Inventory io ascertain what projects meet the criteria for Village participation. The 22nd StreetfYork Road Project is proceeding with land acquisition of several small parcels and will be presented to the Village Board when ready for action. Fin_ance/PurchasinQ and Infonnai m Sendces: Trustee Bartecki - Village Manager Veitch explained that the RFP for the base implementation of the Technology Plan was sent to vendors on January -')'1, 1 996 with proposals due on March 5, 1996. The Audit field work began on February 3, 1996, and reports should be to the Village Board in late March or early April. Both the Fire and Police Pension Boards have adopted new investment policies. Staff has finished allocation of the 1996 Budget to individual months of the year, which is the principal tool used to monitor the status of the Budget during the year. Village Manager Veitch explained the sales tax revenue was amended due to a taxpayer filing an amended return. This resulted in '. credit to the taxpayer and a depressed payout to the Village in February. This shows how our sales tax revenue may have unanticipated fluctuations. Libr= and Hotel. oven ,ion & Visitors Committee: Trustee McInerney - The Library will have Sunday hours beginning March 3. 1996, and Saturday hours have been expanded. The Hotel, Convention and Visitors Committee was able to take advantage of significant cost savings due to package pricing of advertisements. The savings realized was $62,409.00. Personnel & Public Safely: Trustee Kenny - Announced an Interim Police Chief, Richard D. Klatzco, will be formally appointed at the next Village Board meeting. He will be officially sworn in on February 15th. Commendations were given to Officers Malec and Lancor who arrested suspects with stolen equipment. A gasoline leak occurred at the Shell Station on Midwest Road and 22nd Street due to a detached transfer hose from an off - loading tanker. The spill was mitigated and contained by our Fire Department. The Shell Oil Company will be responsible for the expenses of the cleanup. VILLAGE OF OAK BROOK Minutes 4 of 6 February 13, 1996 DEPARTMENTAL REPORTS -- SPECIALTY AREAS P mai gs & Z. on ng: Trustee Shumate - The Borsom Text Amendment item is being continued to the February 27, 1996 Village Board meeting. The Village is continuing efforts with surrounding residents in the special use area addressing their noise and nuisance issues. The Zoning Board of Appeals public hearing of the Institute in Basic Life Principles Master Land Plan petition was continued to their March 5, 1996 regular meeting. The Zoning Board of Appeals hearings of the two appeals regarding the Building Inspector's determination of the Institute's present land use have been continued to June 4, 1996. The hearing regarding the Traylor /Citizens for Fullersburg Text Amendment to delete the "college" Special Use in residential zoning districts is in progress. The Plan Commission will resume their review on February 19, 1996, and the Zoning Board of Appeals' public hearing was continued to the April 2, 1996 meding. As a result of the 1984 Westchester Park Resubdivision and the vacation of dedicated alleys and streets, the Becker's garage at 3025 Lincoln Road is accessed via a driveway that crosses Village property. A solution that the staff has been discussing with the Beckers involves the sale of approximately 1300 square feet of Village property to the Beckers. The Village should be receiving a request by the Beckers for standing from the Village to apply for the necessary variations and plan approvals to enable consideration of this land transfer. Public Works & Cable T lmsion: Trustee Savino - The Village received $2,697.08 for the 1% cable franchise fcc. Two water main breaks occurred during the cold spell. For the Month of January, the Public Works Department repaired six (6) water main breaks as compared to nine (9) last year and seventeen (17) breaks in 1994. The Department responded to twelve (12) resident requests for frozen pipes during the cold weather, and there were eleven (11) snow events in January. The Garage mechanic attended a two -day seminar. Visage Clerk: Clerk Gonnella - Attended a Municipal Clerks of Illinois seminar last month. A pamphlet from this seminar will be given to our public officials addressing proper parliamentary procedures for meetings. Staff is presently reviewing the Village taxi license ordinance for Village Board review in late March. The Municipal Clerks of DuPage County are working jointly to inform the public of the correct voter registration procedures for Federal, State and Local elections. The deadline for imter registration in the March 19th Primary is February 19th for DuPage County and February 20th for Cook County. Vi :PIcsidend: President Bushy - Village Manager Veitch announced the Golf Course permanent tee time applications are due March 29th. The permanent tee time drawing will be held on April 3rd, and permanent tee time begins April 27th.
