The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:31
p.m. Pledge of Alkegiance was given.

President Bushy welcomed students from Timothy Christian School who were
in attendance of the Board meeting. The students, residents of Oak Brook, are
participating in a government project.

Girl Scouts of DuPage County Council had designated the day of March 14,
1995 as "Be Your Best Day ". It is an opportunity for men, women and children
to commit to volunteer service on that day. The Girl Scouts are requesting
people to do a service for someone during this nationally designated day. A
volunteer service could be to donate blood, go grocery shopping for an elderly
person, collect canned goods for a local food pantry or donate time to your
church or favorite organization.

8. DEPARTMENTAL REPORTS - SPECIALTY AREAS: DEPARTMENTAL
Environmental Concerns and EngineedLg: Trustee Payovich - As a member REPORTS
of House Representative Lee Daniels' Environmental Concerns Committee,
she reported their commitment to the Adopt A- Highway program. Information
will be forthcoming to various organizations in our community to Oponsor an
area within the Village to keep clean. The Committee is also searching for
various groups involved in environmental activities, If the students from
Timothy Christian School have any tgpe of environmental club, applications are
available for an award to be given by Lee Daniels_
Finance and Purchasing: Trustee Bartecki - No report was given.
Library and Hotel. Convention & Visitors Committee: Trustee McInerney -
Gave background information regarding the Information System proposal. He
noted adopted Village Board Objective 5101 -4 describes upgrading ;he Library
services and collections with possible eltronic information services as
identified in the Library mission statement A Youth Service Librarian was
added this year, however, the Library larks the ability to handle requests from
high school students and adults. It had been suggested to farm a cooperative
with other libraries, but due to the Tax Cap, other library districts have difficulty
raising sufficient funds for their own library districts. Libraries in Elmhurst,
Hinsdale and Downers Grove were contacted in assisting our residents, and
they responded they were over-burdened by their own residents using their
facilities. The challenge of Oak Brook is to focus on a fully staffed library and
provide services to our residents. Presently, our Library does not maintain the
library reference books required by our students attending Hinsdale Central
High School. These books are not available for loan by our students at other
libraries, but only available for view at those libraries.
Personnel and Public Safety: Trustee Kenny - On January 21, 1995, our Fire
Department assisted Lombard in a condominium fire on Finley Road; on
January 27, 1995, assisted Westmont in an extra alarm house fire and on
February 5, 1995, assisted Westmont in a medical transport of victims to area
hospitals. On February 18, 1995, a house fire in Timber Trails with extensive
damage occurred. Eight area communities assisted in the response.
Planning and Zoning: Trustee Shumate - President Bushy noted the
McDonald's application for zoning charge is being reviewed by our
recommending boards. The Institute in Basic Life Principals (IBLP), through
their attorney, has made a formal statement requesting to come before the
Zoning Board of Appeals in October, 1995 with their proposal. Chairman
Champ Davis stated IBLP must present a proposal at that time, as there will
be no continuances granted.

Public Works and Cable T.V.: Trustee Calzaretta - No report given.
Village Clerk: Clerk Gonnella - The ding date of candidates for elected
officials for the April 4, 1995 Consolidated Election has been finalized. The
official ballot has been sent to Cook County Clerk David Orr and the DuPage
County Election Commission. The Vllage's deputy registrars have all been
sworn in for a two -year term.
As a member of the Legislative Committee of the Municipal Clerks of Illinois,
this organization, along with the Illinois Municipal League and the DuPage
Mayors and Managers Conference, worked toward defeating two House bills
addressing the Freedom of Information (1701) Act. House Bill 190 decreased
response time from seven (7) to five (5) days for a FOI request. House Bill
409 required public bodies to tape record or make verbatim records of closf- 1
meetings. The Village's Records Management Clerk is responsible for all FOI
requests and maintains Village records. It is necessary for the Illinois Press
Association to be aware of the time constraints placed on communities for their
requirement of a shorter request time. Our Village Attorney is available only
two days a week. FOI requests must be reviewed by the Village Attorney and
to research documents takes considerable time.
Another bill has been introduced by Representative Black, HB 828, again
addressing a shorter period of response time for a FOI request. The Municipal
Clerks of Illinois, the Illinois Municipal League and the DuPage Mayors and
Managers Conference will work toward defeat of this Bill also. It is hoped that
a compromise may be found on this issue.
Village President: President Bushy - Village Manager Veitch and President
Bushy attended a meeting with area realtors to organize an Oak Brook Day for
realty companies in an effort to assist our residents in selling their homes.
Village information will be given to them.
The Village Board Committee -of- the -Whole sheeting of February 13, 1995 had
a brief presentation of the Village's Emergency Management Plan and the
DuPage County On -Site Assistance Program. President Bushy attended
school on Emergency Operating Center management. This will help our
Village be prepared for a disaster. An important task of an elected official is to
see to the health, welfare and safety of our residents when a disaster occurs.
As a member of the Legislative Executive and Intergovernmental Relations
Committees, they are assisting Senator Jim Durkin and Representative Walsh
in their new positions, and to be aware of the needs of Oak Brook.
The Sports Core Tennis Dome's court time was completely sold out last
Sunday. The Dome should show a good cash flow this year.
Trustee Shumate apologized for his lateness, as he had been touring Fire Station
One to familiarize himself with the feasibility of the proposed renovation /new facility
site. He attended both the Zoning Board of Appeals and Plan Commission meetings
regarding the McDonald's presentation, and some modifications were presented since
their original presentation.

Resolution 95- FLEA -R-640 amending the Fair Labor Standards Act
(FLSA) policies of the Village of Oak Brook to include the Assistant
Librarian (Grade 4) position as exempt from the overtime compensation
regulations of the FLEA, to update certain other position titles, and waive
the full reading thereof. MOLL CALL VOTE:
Ayes: 6 - Trustees Bartecki, Calzaretta, Kenny, McInerney,
Payovich and Shumate.
Nays: 0 - None.

UNFINISHED BUSINESS.
A. AWARD OF CONTRACT - 1995 PAVING PROJECT: 199 PAVING
PROJECT
Motion by Trustee Payovich, seconded by Trustee Calzaretta, to accept
the bid of and award a contract to Jaynes D. Fiala Paving in the amount of
$1,423,950.75 for the 1995 Paving Project (Forest Glen Subdivision,
Hunter Drive, Tower Drive and Regent Drive). ROLL CALL VOTE:
Ayes: 6 - Trustees Bartecki, Calzaretta, Kenny, McInerney,
Payovich and Shumate.
Nays: 0 - None.
Absent: 0 - None. Motion carried.
Trustee Payovich noted Village Manager Veitch, Village Engineer Durfey
and Superintendent of Public works Meranda will tour the roads in the
Village to assist in developing a new comprehensive plan. The new plan
will be brought to the Village Board for their review.
B. AUTHORIZATION TO FILL BUDGETED POSITIONS_- LIBRARY. LIBRARY
POSITIONS
Trustee Bartecki voiced his concern that major changes to the library
should occur at one time, by referendum approval, and further study
should be done to justify the need for additional staff, therefore, he will
vote against the proposal.
Trustee Calzaretta stated this was reviewed during the budget process,
and the majority of the Village Board found additional staff of the library
was necessary to upgrade the library.
Trustee Shumate requested the new staff member of the library be versed
in electronic research capabilities.
Village Manager Veitch commented that Librarian Martin will include this
as part of her search for an Assistant Librarian.

Resident, Harry Terlecki, asked the Village to coordinate with School
District 53 and their librarian. They are hiring a coordinator to integrate
their software and computers for the students.
President Bushy pointed out that School District 53 is only elementary and
junior high schools. Our high school students do not have the same
availability as these students and the concern is for these students.
Library Commission President Petz supported the hiring of additional
personnel for the library to improve the delivery of library services to our
residents.
Motion by Trustee McInerney, seconded by Trustee Kenny, to authorize
the addition of a full -lime Assistant Librarian (Reference and Adult
Services) and one part-time Public Services Clerk to the Library staff,
pursuant to the 1995 Municipal Budget. ROLL CALL VOTE:
Ayes: 5 - Trustees Calzaretta, Kenny, McInerney, Payovich and
Shumate.
Nays: 1 - Trustee Bartecki.

Pursuant to the provisions of Section 2 -182 of the Village Cade, the
Village is permitted to join with other governmental units in order to
benefit. from cooperative purchasing arrangements. in 1995, the Library
budgeted $43,000 for the purchase of books.
Motion by Trustee McInerney, seconded by Trustee Payovich, to waive
the bidding process and authorize Staff to issue Purchase Orders for the
purchase of books, and other non -print media, with the cooperative
purchasing arrangement by DuPa a Library System ( DLS ) (discounts from
list price), negotiated with major book jobbers on a periodic basis. 'VOICE

11. OTHER BUSINESS PERTAINING TO VILLAGE OPERATIONS:
Village Manager Witch announced that the agenda for the Committee -of -the- co R=si.vE
Whole meeting of Larch 13, 1995 will include a presentation by Lohan 7PL&N & ZONING
Associates of the draft final concept of the Comprehensive Plan and Zoning ORDINANCE UPDATE
Ordinance update project. This will be tfie meeting at which we begin focusing
on defining the amendments of the Zoning Ordinance and Comprehensive
Plan. These will then be referred to the hearing bodies for formal public
hearing.
On Saturday, February 25, 1995, from 10:00 a.m. to noon, an informal public
forum will be held in the Samuel E. Clean Board Room by Lohan Associates.
The consultants will display the various illustrations and exhibits of the concept
report. Residents are welcome to view and discuss the project with the
consultants.
Sasaki Associates will make a preliminary presentation of alternative concepts CULTL /REC .
for the activities and uses of the Sports Core at the March 13, 1995 FACILITIES
Committee -of- the -Whole meeting. This will be the beginning of the community
assessment phase of this project.
