MEETING CALL: h called to order the continued Special Meeting of the President Bushy � Board of Trustees on February 22, 1993 in the Room G of the Village Commons at 7:40 p.m. Pledge of Allegiance was given. 2. ROLL CALL: The Clerk called the roll with the following persons PRESENT: President Bushy, Trustees Bartecki, Mayer, Payovich, Shumate, Skinner and Winters. ,ABSENT: None. IN ATTENDANCE: Bruce F. Kapff, Acting Village Manager; Vince Long, Assistant to Village Manager; Margaret Powers, Finance officer/Treasurer; Robert Nielsen, Fire Chief /Building Commissioner; Michael J. Meranda, Superintendent of Public Works; and Joanne Fritter, Librarian. 3. CONTINUED DISCUSSION - CORPORATE AND WATER FUNDS ONLY: EITI)GET WORKSuoP Fire Chief Nielsen discussed the request for reinstruc Dent of a fee for CPR classes due to the special duty pay of the pe r Trustee Shumate recommended a letter to interested persons explaining a fee charge would cover half the cost of the course. Chief Nielsen stated the Capital Reserve Fund has been zero for the last two years. He recommended reserving $75,000 for a pumper replacement in the summer of 1994. Reserve $50,000 this year and $25,000 next year. Chief Nielsen recommended coordinating the new pumper with the parking lot repair project. Trustee Bartecki requested prioritizing all capital expenditures and set up a capital equipment replacement fund. Trustee Shumate inquired if the Reserve Fund monies could be invested. Finance Officer Powers stated the Fund could be invested in zero coupons which can be cashed in when needed. Trustee Bartecki requested reduction of aver -time pay for training. Fire Chief Nielsen stated the State, OSHA and the Department of Labor mandates that firemen have 40 hours of hazardous training. The paramedics also must have mandatory re- occurring training at Good Samaritan Hospital to be efficient in up -to -date paramedic procedure at a cost of $14,000. Trustee Shumate requested Staff to investigate the cost of CD -ROM versus microfilm. Trustee Payovich requested an overview of the entire Village Manager pool car inventory. Assistant to Village manager Long will investigate the findings. Chief Nielsen requested a planner to redesign Fire Station 1 to meet the new ADA requirements and improve office space. Chief Nielsen noted a $10,000 expenditure for a repeater system to be located in the southeast corner of the Village for fire and ambulance service was not included in the budget. This is required as soon as possible for radio emergency communications. President mushy requested WCFL be contacted that any boosters from their radio tower not interfere with emergency radio communications with the Village. Trustee Bartecki requested the Chief to prioritize the capital expenditures, including the request for a new ambulance. Trustee Winters requested any Fire Department structural repairs be the budgeted under the Fire Department and not all Village placed under the Public Works Department. President Bushy recessed the Special Meeting at 9:20 p.m. The meeting resumed at 9:30 p.m. Librarian Fritter requested a $35,000 consultant fee b multi-use ilitg Library budget for a gtedYhalf of thLibrary/Sports onant fee be paid by the Trustee Shumate request Enterprise Fund and half by the Sports Core Fund for the proposed multi- use facility. The Board discussed a price - per -bag fee as a cost effective measure versus the resident leaf pick -up program- Superintendent of Public Works Meranda discussed the portable radios for Public Works personnel. President Bushy recommended an overview be done of the Village's radio programs, what can be integrated and if the whole system can be compatible. Trustee Shumate proposed Sports Core Staff maintenance crew contract for landscape maintenance of the Village Commons. Trustee Shumate recommended charging the residents a fee for the mosquito abatement program. VILLAGE OF OAK BROOK. Minutes 2 February 22, 1993 4 0 A Trustee Payovich recnded Superintendent Meranda to cost justify and prioritize the capital items for safety imPrOvements and prioritize other areas of structural importance. Superintendent of Public Works NerwAa made the following policy proposals to the Village Board: to contract the Sports Gore maintenance crew for maintenance of the Village ns; installation of Opticom system for two 6-wheel trucks; institute a type of long--range forestry program for maintenance of approximately 10,000 village-owned trees; and hiring a forester who would substitute as a plowman and officer of noxious weeds:. Superintendent Meranda stated the forestry program was not included in the budget, but the Village could receive a $100,000 grant for a forestry program that would also include #330,000 in equipment expenditures. Superintendent Meranda will present a proposal to the Village Board in the near future. President - Bushy inquired if the removal of stoma debris should be discussed. The Board concurred that the removal of storm debris would be too expensive for the Village to incur. president Bushy receded the Village's Spring newsletter address Village services and any proposals for a forestry program. Trustee Skinner requested Staff to investigate the Senior Citizen outer dial -up system and place it on a future Board agenda. Finance officer lowers stated the budget will be placed on public display for 10 days prior to a Public Bearing. 4. AA�TOUgM�C Trustee Shumate moved to adjourn the Special Meeting at 11:15 P.M.
