The Regular Meedng of the Board of Trustees was eked to order by
President Bushy in t1te Samuel E. Bean Board Room of the Village Commons
at 7:40 p. m.. Fledge of Allegiance was 91ven.

The Clerk called the roll with the following persons

The following comments are from the `Tillage Board members:
Trustee Kenny requested the Board to revisit the issue of the Sports Core
membership fee Et, ucture .
Trustee McInerney stated he voted "yes" on the issue, as there was no
public comment; but since members were unaware of the rate increase, he
recommends the Board revisit the issue.

Trustee Bartecki advised that the Sports Core has been user f� the orientedg

minutes of the Conniittee -of- the -Whole Meeting of February `I, 1994 as
amended and waive the full reading thereof. VOICE VOTE: Motion

Motion by Trustee Skinner, seconded. by Trustee McInerney, to approve
the minutes of the Regular Meeting of February S, 1994 as presented and
waive the full reading thereof . VOICE VOTE: Motion carried.

Ordinance 94- TX- AB -SC -S -768 providing for a second partial
abatement of the 1993 tax levy of the $10,270,000 general obligations
bond of the Village of Oak Brook, Uiinois dated September 1, 1977.
ROLL CALL VOTE:
Ayes: 5 - Trustees Bartecki, Kenny, McInerney, Payovich, and
Skinner.

Ordinance 94- BU -EX1-S -789 which provides for budget transfers of

Motion by Trustee Payovich, seconded by Trustee McInerney, to
approve "Criteria For Determining If Oak Brook Will Do Drainage

B . BID RECOMMENDATION - 1994 COMBINED PAVING AND WATER MAIN 1994 PAVING &
PROJECT: WATER MAIN

President Bushy noted that she resides in Ginger Creek but is not
required to absent herself from discussion of said agenda item.
ViLage Engineer Durfey addressed the Board on the issue of
responsibility for the paving cost of the PCC shoulders by the Ginger
Creek Homeowners. Trustee Bartecki inquired if any other special
service area was required to pay 100% of the cost. Village Engineer
Durfey stated the street lighting project in York Woods was a 70 -30%
cost between the homeowners and the Village.
Trustee Payovich recommended to resolve this issue before awarding
the contract, as the Village has not received any monies from the
homeowners association.

Motion by Trustee Payov ich, seconded by Trustee Skinner, to table
the 1994 Combined Paying and Water Main Protect ( Ginger Creek
Subdivision Roads, 39th Street, Enterprise Drive, St. Paschal give,
Baybrook Lane Water Main Replacement) Award as Contract,to the next
Board meeting for clarification by Staff of funding from the Ginger
Creek Homeowners Association of the PCC shoulders paving project r

10. NEW BUSINESS:

& VISITORS COMMITTEE - 1993
Trustee Shumate voiced his concern that the accountability of the gift
certificate recipients has not been resolved. Trustee Kenny
commented that an independent and hotel counsel will determine the
accountability of a signed affidavit.
Tillage Attorney Martens noted he has received a signed affidavit from
one Hotel Manager and a release from recipients for audit purposed
could be given.
Motion by Trustee McInerney, seconded by Trustee Skinner, tc.
approve payment in the amount of $239227.91 for print advertising in
conjunction with the 1993 Holiday Shopping Campaign. ROLL CALL
VOTE:
Ayes: 5 - Trustees Bartecki, Kenny, McInerney, Payoe{ch, and
Skinner.
Nays: 1 - Trustee Shumate.

President Bushy stated the Board of Fire and Palace Commissioners is a SERVICE
separate governing body in which the Village Board approves any
invoices submitted by the Commissioners for payment.
Motion by Trustee Denny, seconded by Trustee Skinnier, to approve a
not -to- exceed purchase order to C. 0. P. S. Testing Service in the
amount of $12,200. 00 to conduct police officer recruit testing. ROLL
CALL VOTE:

Shumate and Skinner.

C. REQUEST FOR PROPOSALS - COLLECTION AGENCY SERVICES: COLLECTION
AGENCY
Finance Officer Langlois commented that the entire collection SERVICES
procedures will be revsewed internally in the Finance Deprxtment and
will be brought before the Village Board for review.
Motion by Trustee Bartecki, seconded by Trustee Skinner, to
authorize the Finance Department to solicit requests for proposals from
qualified collection agencies for the period of May 1, 1994 through
April 309 1997. VOICE VOTE: Motion carried.
D. REQUEST TO ACCEPT QUOTES - OAK BROOK GOLF CLUB
MERCHANDISE:
Motion by Trustee Shumate, seconded by Trustee Skinner, to waive
the bidding process and accept golf merchandise Proposals in the
amount of $103,950.00. Staff will also suggest allowance for spending
an additional $15, 000.00 on special orders and reorders of stock on an
as- needed basis during the golf season. ROIL. CALL VOTE:
