CALL MEETING TO ORDER The Regular - Meeting of the Board of Trustees was called to order at 7:30 P.M. by President Cerne in the Samuel E. Dean Board Room of the Village Commons. A. Roll Call Present: Trustees George Congreve Walter C. Imrie Arthur W. Philip Barbara F. Reynolds Joseph H. Rush William R. Watson President Wence F. Cerne II. APPROVAL OF MINUTES With the concurrence of all Trustees, the approval of the minutes was deferred to the next regular meeting of March 10, 1981. III. ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC. None IV. FINANCIAL A. Water Rate Modifications Escalating costs had necessitated modification of the water rates. Trustee Rush moved - seconded by Trustee Congreve.... That the water rates and service charges be increased as outlined in Exhibit II of letter by Village Manager, Ken Carmignani, dated February 19, 1981, except for the Fire Protection Water Supply Rate Charge and the $12200.00 Water Main Extension & Expansion Connection Fee, and that the Village Attorney prepare the-required ordinance. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson Nays: none President Cerne indicated approval of the motion. So ordered. V. OLD BUSINESS A. York Woods Street Lighting Agreement Previously discussed by the Board at the regular meeting of January 20, 1981 and staff was directed to do further investigation. Trustee Congreve moved - seconded by Trustee Rush.... To authorize the Village Attorney to draft an ordinance creating a Special Service Area for the York Woods Subdivision, including the Drake -Oak Brook property and Lots on Hunt Club Lane; and that staff be directed to inform the residents along Hunt Club Lane of the street lighting proposal. Further, the Village Attorney is to draft an agreement with the York Woods Homeowners Association for the responsibility of removal of the existing gas lights and restoration of the right -of -way. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson Nays: none President Cerne indicated approval of the motion. So ordered. Report of Activities Communications & Sports Core Trustee Philip reported: The 1981 Sports Core membership is now at 241. Finance Trustee Rush reported: The first draft of the 1981/82 Budget has been done and the budget is scheduled for the March Committee -of- the -Whole Meeting. Personnel & Public Safety Trustee Watson reported: Bids have been received on the Fire Department Aerial Ladder vehicle. The Fire Department and Police Department were commended for their expertise in responding to emergency situations averting serious consequences. Police Department exams for positions of two new Sergeants has been completed. Public Works Trustee Congreve reported: Lake Michigan water allocation has been increased 39% and additional increases will be accomodated by the year 2020. Transportation & Library Trustee Imrie reported: Route 83 Traffic Study is on the same schedule as one year ago with construction proposed for 1983/84. Library preparing informational pamphlet about the Village for publication. Zoning & Planning Trustee Reynolds reported: Agreement in concept has been reached with the Forest Preserve District relating to the Ben Fuller house. Final Improvement Plans for McDonald's Office Campus are being reviewed by staff. VI. NEW BUSINESS A. Albert W. Beutler (2911 Oak Brook Hills Road) Final Plat Referred to Plan Commission meeting on March 16, 1981. B. Open Forum No one appeared. C. Adjournment Time: 8:30 P.M.
