1. MEETING CALL:
The Regular Meeting of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:30 p.m.

Trustee Rush moved, seconded by Trustee Bushy to approve the Minutes of
the Committee -of- the- Whhole Meeting of February 11, 1991 as presented and
waive the full reading thereof. Voice Vote: all ayes, no nays except
Trustee Maher who abstained. Notion carried.
Trustee Rush moved, seconded by Trustee Bushy to approve the Minutes of
the Regular Meeting of February 120, 1991 as presented and waive the full
reading thereof. Voice mote: all ayes, no nays except Trustee Maher who
abstained. Notion carried.

OF ORDINANCES OF THE VILIAGE OF OAK BROOK RELATING TO VILLAGE
RECREATIONAL FACILITIES:
Direction given at the Regular Meeting of February 12, 1991.
Trustee Maher moved, seconded by Trustee Bartecki to pass Ordinance
No. G -461 as presented and waive the full reading thereof. Roll

(Mizen's Subdivision - Final Platj_:
Resolution R -505 passed at the Regular Meeting of September 25, 1990
approving the Final Plat of Mizen's Subdivision erroneously wade
reference to engineering plans dated October 4, 1990.
Trustee Winters moved, seconded by Trustee Rush to pass Resolution
No. R -519 amending Resolution No. R -505 to correct date of approved
preliminary engineering plans as prepared by James A. Fey and dated,
as last revised, September 25, 1990'and waive the full reading
thereof. Roll Call Vote:

D. RESOLUTION NO. R -520 A RESOLUTION ION AMENDING RESOLUTION R-512 (York
Lake Subdivision - Final Plat):
Resolution R -512 passed at the Regular Meeting of October 23, 1990
approving the Final Plat of Subdivision known as York Lake
Subdivision erroneously referenced the Final Plat of Subdivision as
prepared by Donald G. Eddy & Company dated last received August 30,
1990; the document referenced was in actuality engineering plans for
said subdivision.
Trustee Winters moved, seconded by Trustee Rush to pass Resolution
No. R -520 amending Resolution No. R -512 to correct the L,,ference to
the actual Final Plat of Subdivision as prepared by This J. Cesal
of Area Survey Company dated, as last revised, February 25, 1991,
and waive the full reading thereof. Roll Call Note:

Village Attorney to prepare the necessary documentation to provide for
a Side Yazd Variation that would allow a setback of 6 feet into the
side yard for a proposed garage. Roll Call Vote:

D. Change Orders #8 and #9 - Reservoir B #7.710 Mexers Road):
Trustee Rush moved,, seconded by Trustee Bartecki to approve Change
Order No. 8 to Mari;:o Construction Company to increase the Reservoir B
contract amount by $3,083.50 with no additional time extension for
modifying the floor drainage system in order to provide adequate
concrete cover for the structural beams; and to approve Change Order
No. 9 to Marino Construction Company to increase the Reservoir B
contract amount by $343.85 with no additional time extension to
increase the circuit breaker size of 20 AMP to 40 AMP for the & ainage
pump controls. Roll Cali Vote:

Trustee Minters moved, seconded by Trustee Maher to reduce the Strict
Joint Order Escrow No. 1104874 from Chicago Title & Trust Coupany by
the amount of $11,131.00. Voice Vote: all ayes, no nays. Notion
carried_
V1. NEW BUSINESS:
A. Liquor License Requests:
Three corporations have made application to the Village for A -1 liquor
licenses: 1. Sidd `inch's Bar & Grille
2. California Pizza Kitchen
3. Nordstrom's
All three have fulfilled our documentation requirements.
Trustee Rush moved, seconded by Trustee Bushy to direct the Village
Attorney to amend the Code of Ordinances to create two (2) additional
Class A -1 liquor licenses. Voice Mote: all ayes, no stays. Motion
carried.
B. Jafari - Front and Side Yard Variations (2425 22nd Strom
Application has been made for a Front Yard variation for a setback of
38' to 42' from 22nd Street and a Side Yard Variation for a setback
adjoining Tower Drive of approximately 301. In both instances, current
ORA -1 setback requirements call for a 1001 setback from the front as
well as a side yard adjoining a street.

The Zoning Board of Appeals, at its Ming of February 5, 1991,
recommended approval of the requested variations reducing the front
yard setback from the 1001 requirement to 38.5' and reducing the side
yard adjoining Tower Drive from 100' to approximately 30' based on
specific findings of fact as stated in letter of February Up 1991 from
Chairman Savino.
Trustee winters moved, seconded by Trustee Bushy to direct the Village
Attorney to prepare the necessary documentation for the requested
variations. Roll Call Vote:

Trustee Bartecki moved.. seconded by Trustee Busby to release funding
$8,535.32 to DuPage Convention and Visitors Bureau; to table for
further discussion the Salt Creek Greenway Association Funding request
(This was done by sending same hack to the Hotel, Convention. and
Visitors Committee for further review at a. later time which is
convenient to the Committee); to fund advertising of $11,300.00 in
Official Visitor's Guide 1991,92 in conjunction with DuPage Convention
and Visitors Bureau; and to fund advertising of $2,000.00 in Tour
Illinois 1991 Vacation Guide. Roll Call dote:

President Cerne absented himself frcm the rest of the meeting. A motion was
made by Trustee Bushy, seconded by Trustee Maher to appoint Trustee Rush as
Temporary Chairperson for the rest of the meeting. Voice mote: all ayes, no
nays. Motion carried.
Diana Thomure, Executive Director of the DuPage Convention and Visitors
Bureau, and Chairman David Kong of our Hotel, Convention and Visitors
Committee presented to the Board a Guide Poster in appreciation of the
Village's commitment to the DuPage Convention and Visitors Bureau.
D. Recommendation - heliport Standards:
Both the Plan cosaouission, at its November 19, 1990 meeting, and the
Zoning Board of Appeals, at its February 50, 1991 meeting, recommended

certain changes to the existing zoning standards for heliports as
follows.
1. Set a time limit of five years for heliport special use permits, at
which time each permittee would be subject to possible loss of
permit under certain circumstances.
2. All permits would expire the same year for ease of Tillage review.
3. At the time of the 5 -year review of all permits, each permitted -
would be reviewed through a simple administrative procedure unless
specific problems concerning a particular heliport operation had
been filed with the 'Village, in which case,, the permittee would be
required to go through the plan omission, Zoning Board and
'Village Board for a more in-depth review of the particular
circ- imstanees. The Village should also, at this 5 -year review
period, consider any possible revised conditions concerning
heliports in general and perhaps modify zoning regulations on this
periodic basis.
4. Increase the required separation from heliport to residential
neighborhood; from 300' to 5001(this recommendation was made solely
by the Zoning Board).
Trustee Winters moved, seconded by Trustee Maher to refer changes in
the Zoning standards for helipporta to the plan commission and the
Zoning Board of Appeals for formal hearings and to recommend required
separation from heliport to residential neighborhoods be 1,000 feet
(excluding adjoining ROW"s), or as close as possible. voice Vote: all
ayes, no nays. Motion carried.
E. I)uP Se County H� Assoc iation = - 5K Run
Trustee Bushy moved, -seconded by Trustee Winters to approve the Heart
Association's 5K (3 mile) run to be held on Sunday, May 5, 1991 at 9:00
a.m., pursuant to the following conditions:
1. The Heart ,Association notify all the commercial tenants on Jorie
Boulevard, Kensington and Kensington Court including McDonald's
Corporation of the race and the closing of Jorie Boulevard between
0845 - 10003 hours.
2. The Heart Association supply an adequate amount of traffic cones
and barricades for traffic and pedestrian control and be
responsible for installing and removing theca.
3. The Heart Association hire Oak Brook Police Afficexs, at the
special detail rate, to direct traffic.
44. The Heart ,Association make arrangements with the commercial tenants
on Kensington and Kensington Court for a centralized parking and
staging area. voice Vote: all ayes, no nays. Motion carried.
