The regular meeting was called to order at 7:30 p.m. by President Howell in the
Samuel E. Dean Board Room of the Village Commons.

To approve and ratify the following investment from the Water Fund:
One federally secured certificate of deposit in the amount of
$414,680 to mature in the First Security Bank of Oak Brook on
May 18, 1978, at the rate of 7.0%.
This certificate of deposit is drawn on the following accounts:
1976 Revenue Bonds $290,750
D.I.E. Account 123,930
Total $414,680

To approve and ratify the following investment from the Corporate Fund:

May 16, 1978, at the rate of 7.05 %.

B. Payout_,- Oak Brook Christian Center - Share of Water Main
The Village agreed to participate in the cost of construction of
this project.
Trustee Cerne moved - seconded by Trustee Rush...
To participate with Oak Brook Christian Center Church in the full amount
of Midwest Road water main for a total sum of $24,819.35, and at the
present time the church be reimbursed in the amount of $20,881.03.

OLD BUSINESS
A. Oak Brook Comprehensive Plan
This matter was continued for final consideration until the items
relative to GHQ and Village Green have been resolved.
B. Franciscan Fathers' Rezoning Petition - DuPage County - R -238
Trustee Brown read a proposed resolution objecting to rezoning requests
#2818 and #2819 before the DuPage County Zoning Board of Appeals relative
to multi - family housing for the elderly, to be located on the south side
of 35th Street between Rt. 83 & Midwest Road in an unincorporated area.

To approve Resolution R -238 as presented, and that the resolution
promptly be filed with the County Clerk.

C. Brook Forest Unit VI - Release of Maintenance Bond
Work has been satisfactorily completed for work required prior to re-
lease of bond regarding maintenance agreement for Brook Forest Unit VI.

To release Performance Bond No. SC 7603034 in the amount of $50,000
provided by the Fireman's Fund Insurance Company for Del E. Webb Corp.

D. Report of Activities
- 4 - 0 February 28, 1978
President Howell commended recently resigned Village Engineer Charles A.
Littleton for his service.
Administration & Communication:
Trustee Philip Doted that the Village was incorporated 20 years ago.
Finance & Capital:
Trustee Cerne reported that the preliminary Village budget would be
reviewed. March 13, 1978. Sales Tax Revenue is satisfactory. Sports
Core budget is balanced without any need for tax.
Public Safety:
Trustee Glaves reported that the Department of Corrections gave a
favorable report of municipal lockup. Police Sgt. Fleming made a
recommendation to Highway Dept. for road signalization and signage
at Butterfield Rd. & 22nd St. Fire Dept. received Fire Prevention
Award sponsored by OBACI.
Public Works:
Trustee Rush reported on status of the water reservoirs. Meeting is
called for on March 7, 1978, by Tree Towns Water Commission to
discuss the Franklin Park /Justice Water Dept. proposal for Lake
Michigan water.
Traffic:
Trustee Reynolds reported on area wide street improvement program
within_DuPage County, with possibility of reconstruction of 22nd St.
from Clearwater east to the Tri -State in next fiscal year.
Zoning & Planning:
Trustee Brown reported on proposed development of Midwest Country
Club, the increase of floor area within the Oak Brook Shopping
Center, and the status of Butler Co. - GHQ/McDonald's/Village Green.
NEW BUSINESS
A. Open Forum
Approximately 25 residents appeared with a request that a Police Officer
be provided for the traffic safety of children at the Brook Forest School
in the a.m. and p.m. hours.
