Village Board of Trustees Select Committee
March 2, 1976
The meeting was called to order at 7030 P.M. on March 2nd, 1976
by Chairman Brown.

Review of the Oak Brook Zoning Ordinance
Mr. Brown noted that written comments have been received from the
Village staff and from the members of the Oak Brook Plan Commission
including its chairman, and at his suggestion the approach to the
review would be an item by item review of each point made. The
first set of comments reviewed were the staff comments prepared
by Manager Carmignani, Building Commissioner Ehle, Mrs. Lakosil,
dated February 23, 1976.
1. Accessory use definitions Page 79
It was recommended by the Committee that Section XIV B, 2(b)
to be amended as follows:
(b) Is subordinate in area, extent, And, purpose to the principle
use or structure.
This section was also modified by inserting -
a semi -colon at the end of line (a)
a semi -colon at the end of line (b)
a semi -colon and the word (and) at the end of line (c)
2. Consistent reference to 22nd Street and Oak Brook Road.
The committee recommended that in all places in the ordinance
where 22nd Street and 31st Street are mentioned that they should
be mentioned as follows:
22nd Street (Cermak Road) and 31st Street (Oak Brook Road)
3. Definition of Lot Width
The Committee recommended that the following definition be
added to Section XIV B -89 Lot Widths
A line parallel to the street measured at the front lot line,
except on a curvilinear street where it shall be the mid -point
of the curve measured at the tangent of the curve.

9. Subdivision Identification - Nameplates
The Committee reviewed Section VII B 2 (e) and referred the
matter of establishing standards of subdivision identification
signs to the Oak Brook Plan Commission for review and recommend-
ation.
10. B -4 Hotel - Office District
The Committee recommended that the following changes be made to
Section VIII F 2(a)as follows :
a. Offices, business and professional - occupying less than
50 percent of the total floor area of a structure, and when
located on floors below those used for dwelling purposes.
Also recommended was a change to Section VIII F 10b by deleting
same.
11. Institutional District Provisions
The Committee decided, after hearing a report from Trustee
Rush, to hold any action on the institutional zoning in abeyance
as a result of pending matters before the Village relative to
the Franciscan property and the apparent dormancy of the
Campus Teams proposal.
12. Accessory Uses in Office- Research - Assembly Districts.
The Committee decided to make the following change in Section
X B 1 (d) as follows:
d. Accessory uses and structures - including storage and
service areas within the structures, garages for the
delivery of trucks, central heating and air conditioning
plants, and storage areas, yards, and shops and similar
facilities that are used solely for operating, servicing,
or maintaining the activities and improvements in the
zoning lot - -(the end of passage remains unchanged)
The time then being 10:50 P.M. - Member Rush dismissed the meeting
noting that a second meeting would be scheduled in the near future.

4. Administration of set -backs along Oak Brook Road (31st Street)
The Committee directed the Village Engineer to determine if in fact
during the road reconstruction of 31st Street (Oak Brook Road) the
section line and center line are, in fact, the same. If yes, the
redundancy mentioned in ,Section V F should beeliminated.
5. Accessory uses and structures in required side yards.
The Committee recommended that the following change be made to
Section V G 3, of the ordinance.
(3) be located not less than five feet from the side and rear
lot line.
It was also suggested that illustrations of yard lines currently
used by the Bureau of Inspection be incorporated in the final
zoning document. It was felt that the illustration would add
clarity to the interpretation of the ordinance.
6. Plantings in corner lots.
The Committee recommended that the following change be made to
Section V G hd23o
Trees, shrubs, and other plants except on corner lots. No
such material shall be permitted to obstruct a clear path of
motorists' vision of approaching vehicles within 25 ft. of the
streets curb line or edge of pavement, whichever is applicable,

It was recommended by the Committee that definition 141 be
amended as follows
141. Structure Height
The height of a structure as measured from the elevation
determined by averaging the elevations of major corne,s
in the perimeter of the wall structure at natural ground
level to the highest point of the roof.
Also recommended was a modification to Section V K as follows
K. Structure Height
No structure shall be erected, converted, enlarged, or
reconstructed, or structurally altered to exceed the height
limit above natural ground level established for the district
in which the structure is located -- (passage continued
unchanged)
8. Division of Boundary Line,Zoning Districts, Section VI B 2 c.
The Committee reviewed the recommendation of the staff and
decided to take no action.
